Immediately after Dong Nai became a city, the Dong Nai City Party Committee (CPC) issued Resolution No. 05-NQ/TU on May 1, 2026, launching the special 500-day-and-night emulation campaign themed “Solidarity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai." Throughout the resolution's implementation, the CPC’s Standing Board has emphasized that emulation requirements must be substantive, measurable, monitorable and assessable.

At the fifth conference of the CPC’s Executive Board on October 2, Nguyen Van Ut, Deputy Secretary of the CPC and Chairman of the City People's Committee, called for continued implementation of the special 500-day-and-night emulation campaign in a substantive manner, alongside inspections and evaluations to assess progress against the tasks initially registered.
Upholding spirit of 500-day-and-night campaign
The special 500-day-and-night emulation campaign has set clear and specific targets to be achieved. With regard to strengthening administrative discipline and reform, the city adopted the "six clears" principle: clear personnel, clear tasks, clear authorities, clear deadlines, clear responsibilities, and clear results. The city aims to reduce overdue administrative applications by 70%, shorten administrative processing times by 30%, and ensure that 100% of city-level applications and 90% of commune-level applications are processed online. Strict implementation of this principle is intended not only to address shifting and evading responsibility but also to provide an important basis for evaluating the competence and performance of cadres and civil servants.
The CPC has required agencies, units, and localities to accelerate digital transformation and strengthen cadre management, with 100% of leaders signing commitments to fulfill their responsibilities and more than 90% of cadres striving to successfully fulfill their assigned tasks. These commitments are expected to provide a major impetus for achieving key objectives, including disbursing 100% of public investment capital and maintaining double-digit socio-economic growth. In response to new requirements for accelerating socio-economic development, the CPC’s Standing Board has set higher and more specific emulation targets for the entire political system than those established at the beginning of the year. By late 2026, Dong Nai is expected to achieve economic growth of at least 11% and state budget revenue exceeding VND 150 trillion.
Truong Thi Huong Binh, Member of the CPC’s Standing Committee and Director of the Department of Finance, said the resolutions on socio-economic development issued by the CPC, the City People's Council, and the City People's Committee for 2026 set ambitious targets. While placing considerable pressure on the city's financial sector, these targets also motivate its officials and civil servants to make greater efforts and closely follow each specific target assigned by the city. The finance sector has identified state budget revenue, public investment disbursement, and investment attraction as key priorities for generating development resources.
Through real-time management, the performance of departments, sectors, and localities is continuously updated, making it possible to assess the extent to which they have met their targets.
Meanwhile, Tran Trong Toan, Deputy Director of the Department of Agriculture and Environment, said the department had registered to implement highly specific tasks under the special 500-day-and-night emulation campaign. These tasks are closely aligned with the professional functions of each division and official. Clearly assigning responsibilities has made monitoring, supervision, and performance evaluation considerably easier. For example, the department has essentially completed the digitization of land data and synchronized it with citizens' VNeID accounts, enabling residents to conveniently access and view full information about their land parcels directly through the application.
Vu Hong Van, Member of the Party Central Committee, Secretary of the CPC and Head of the Dong Nai National Assembly Delegation, instructed that leaders must directly oversee and inspect their assigned sectors and areas, concentrate on key tasks, and pursue them through to completion. Matters within their authority must be addressed decisively and proactively, while issues beyond their authority must be promptly reported together with specific proposed solutions. Evasion of responsibility, shifting blame, or delays caused by inadequate inspection and coordination must be strictly avoided.
Racing against time
The city's major socio-economic development targets for 2026 are being put to the test in the fourth quarter. This is the time for departments, sectors, localities, and units to demonstrate their capacity and determination by translating commitments into effective action. During this crucial final stage, every agency and unit must maintain the momentum generated by the special 500-day-and-night emulation campaign. Emulation activities must remain substantive, measurable, and verifiable, providing a transparent basis for evaluating and ranking personnel, particularly heads of agencies, according to their fulfillment of assigned tasks.

Meanwhile, Hoang Manh Thuong, Secretary of the Party Committee and Chairman of the People's Council of Loc Tan border commune, said, "As a border commune, Loc Tan faces certain resource constraints. However, we do not use these difficulties as an excuse for stagnation, nor do we delay implementation at the beginning of the year and then rush to meet targets assigned by higher authorities at year-end." By early October 2026, the commune had collected 93% of its projected state budget revenue and 85% of its local budget revenue, while capital expenditure had exceeded 75%. These results put the commune on track to fulfill 100% of its assigned annual targets. However, rather than being satisfied with merely meeting its targets, the local administration aims to continue its emulation efforts, exceed expectations, and contribute to the city's overall development.
According to the Dong Nai Transport Works Construction Investment Project Management Board, transport infrastructure projects account for a substantial proportion of the city's total projects. The board has recently implemented the special 500-day-and-night emulation campaign extensively, generating renewed momentum at construction sites. Completing these projects on schedule and putting them into operation early will not only create additional momentum for the city's development but also play a decisive role in the overall results of public investment disbursement. Accordingly, the board's specialized divisions are strengthening coordination with the Dong Nai Land Fund Development Center and local authorities to secure cleared construction sites. They are also urging contractors to mobilize sufficient workers, machinery, and materials to ensure uninterrupted construction.
At the fifth conference of the Dong Nai CPC’s Executive Board, the CPC’s Standing Board called on departments, sectors, and localities to maintain the substantive implementation of the special 500-day-and-night emulation campaign, avoiding mechanical implementation and any decline in the initial enthusiasm. The CPC’s Standing Board emphasized that emulation activities must be translated into specific tasks in each unit and locality and serve as a meaningful assessment tool rather than a formalistic or superficial exercise. Furthermore, year-end performance reviews and ratings of cadres, Party members, civil servants, and public employees during the fourth quarter of 2026 must be conducted rigorously, based on clearly quantified criteria, to ensure fairness and appropriately recognize individuals with outstanding performance.
