Public consensus drives road expansion in Binh Phuoc Ward

While road expansion in urban core areas was once a major challenge for many localities, 823 households in Binh Phuoc Ward have now voluntarily donated more than 17 hectares of land, valued at approximately 300 billion VND, to facilitate the implementation of 26 transport projects.

Such public consensus has helped widen many alleys, opening up new development opportunities for the locality.

Donating land to open roads for the common good

Leading a reporter to the construction site of Alley 87, Do Van Top, Head of Party Group No. 1 under the Tan Thien Quarter Party Cell in Binh Phuoc Ward, said the alley is about 1 km long, with one end adjacent to National Highway 14 and the other to Rat Stream.

For many years, the alley was only about 3 meters wide and had been paved long ago under a specific mechanism for new-style rural development. Its narrow and deteriorating surface caused difficulties and posed safety risks for road users. During the rainy season, slow drainage caused flooding along one section of the alley, affecting residents' travel. Therefore, when the Ward People's Committee announced the policy to upgrade and widen the alley, residents unanimously supported it.

According to Top, the road expansion affects about 80 households. As the road is to extend about 4-5 meters from the existing centerline on each side, most households are affected in terms of their fences, gate pillars and yards.

Bui Duc Thuong's family is one of the three most affected households. His family's row of four rental rooms is located along the road, and the expansion affects about half of its area. Despite this, his family supported the policy and proactively hired workers to cut back and renovate three rooms, moving them behind the right-of-way markers. The remaining room will be renovated later because the tenant has not yet found temporary accommodation.

The other two heavily affected households, both of which run grocery shops, together with other households along the route, have also proactively relocated gate posts, removed fences, and dismantled awnings, moving them back from the road. Many households have completed the demolition and modification of their structures and are ready to hand over the site for contractors to begin construction.

In the spirit of "The people donate land, the State invests in building roads," Alley 1089 in Tan Xuan 2 Quarter is also being expanded with the consensus and support of residents.

Bui Thanh Sang, Head of Tan Xuan 2 Quarter, said Alley 1089 is about 500 meters long and located in an urban core area with a high population density. Along the entire route, 85 households are affected in terms of gate pillars, fences, and yards. However, all have reached a consensus and strongly support the road expansion policy.

Dang Ha Binh, Head of the Division of Economy, Infrastructure and Urban Affairs of Binh Phuoc Ward, said that in 2026, the ward is implementing four new road projects under the policy of residents donating land and the State building roads. They comprise Alley 104 in Tan Dong Quarter; Alley 87 in Tan Thien Quarter; Alley 1089 in Tan Xuan 2 Quarter; and the inter-quarter alley connecting Tan Tra 1 and Tan Tra 2.

Contractors are working to accelerate construction on all four projects with the consensus and support of local residents. This approach not only accelerates the progress of transport projects but also promotes a movement to mobilize public participation in infrastructure development in the area.

As public consensus becomes a resource

Following the administrative rearrangement, Binh Phuoc Ward received 43 public investment projects. To date, 19 out of the 43 projects have been completed. Of the remaining 24 projects, 22 are transport projects for which efforts to mobilize residents to donate land are ongoing.

Dang Ha Binh, Head of the Division of Economy, Infrastructure and Urban Affairs of Binh Phuoc Ward, said that the former Dong Xoai City stepped up mass mobilization work through the “For the common good, even “golden land” is donated” movement, achieving many positive results. Following the administrative rearrangement and the implementation of the two-tier local government model, Binh Phuoc Ward continues to promote the movement, fostering public consensus in project implementation.

According to Binh, when a project is launched, the division advises the ward leadership and coordinates with the quarters to widely publicize and disseminate the investment policy. At meetings, ward leaders and relevant specialized agencies have addressed residents' concerns and questions. As a result, current projects are basically being implemented according to plan.

A typical example is the Site Clearance Mobilization Project for Planned Road No. 34, covering the section from Dong Xoai III Industrial Park to DH 507 Road. The route is 2.1 km long, with a 28-meter-wide roadbed, affecting 23 land plots covering a total area of nearly 3.7 hectares. The entire affected land area has been voluntarily donated by residents without requests for compensation.

Currently, the Division of Economy, Infrastructure and Urban Affairs is coordinating efforts to verify measurement results, extract cadastral maps, complete land acquisition procedures, and adjust land use rights certificates in accordance with regulations. The project has a total investment of 1.85 billion VND, of which more than 1 billion VND has been disbursed so far, with progress reaching approximately 40%.

Binh Phuoc Ward today appears to be “taking on a new look,” as dozens of roads are simultaneously being upgraded and expanded. In the coming time, once these projects are completed, the synchronized transport system will contribute significantly to expanding urban space, creating a foundation for the ward's economic growth to continue accelerating.
