Dong Nai advances digital infrastructure for smart governance

In recent years, Dong Nai City has made coordinated investments in upgrading its digital infrastructure, gradually meeting the requirements for implementing the two-tier local government model and advancing digital transformation across the city.

Telecommunications infrastructure, data centers, specialized data transmission networks, and critical information systems have been maintained in stable operation, ensuring seamless connectivity among agencies and units from the city level to the commune level. This meets the requirements for direction, administration, and the delivery of public services in the digital environment.

Strengthening digital transformation solutions

Dong Nai is focusing on building a digital government, developing digital infrastructure, and advancing smart city development through the deployment of the city's Intelligent Operations Center (IOC), a shared data platform, and the Socio-Economic Reporting System (LRIS). The city has completed the integration of its administrative procedure processing information system with the National Public Service Portal and the VNeID platform, while developing Geographic Information System (GIS) platforms, smart transportation systems, and artificial intelligence (AI) applications to support management and operational activities.

According to the Department of Science and Technology, during the first months of 2026, telecommunications enterprises continued to expand fiber-optic networks, contributing to improved quality of broadband internet service and meeting the digital transformation needs of residents and businesses. Notably, 5G coverage in Dong Nai has reached approximately 84%, with the coverage area continuing to expand, providing a foundation for deploying digital services, the Internet of Things (IoT), AI, and other digital transformation applications across the city.

Le Hung Nam, Solutions Director at HPE Vietnam, said that, in addition to digital technology solutions, Dong Nai should focus on green and smart planning, sustainable infrastructure development, and enhanced cooperation and the transfer of advanced technologies to promote smart city development.

During a working session with technology and telecommunications enterprises in early August 2026 on solutions for implementing digital transformation tasks in Dong Nai City, Nguyen Minh Quang, Deputy Director of the Department of Science and Technology, said the department would strengthen coordination with enterprises and relevant units to study and propose solutions to improve the effectiveness and accelerate the digital transformation process associated with smart city development. The department would also promote digital solutions to enhance the effectiveness of online public services for residents and businesses, as well as utility and connectivity solutions for data visualization to improve the operational efficiency of the city's IOC.

Promoting data integration and interoperability

Dong Nai City has officially put its IOC into operation. The IOC integrates, exploits, and visualizes data to support the monitoring, supervision, direction, and administration of the city's leadership. The IOC system has developed dashboards to monitor, consolidate, and provide information in support of the city's management and operational activities.

According to the Department of Science and Technology, departments, sectors, and units are prioritizing the integration of specialized databases with the city's IOC. As of early July 2026, the Department of Industry and Trade had standardized data and linked six indicators in the electricity and petroleum sectors through Application Programming Interface (API) connections with the sector's database system. The Department of Construction completed the standardization and integration of data on key projects through APIs connected to the construction sector's key project management database system. It also standardized and integrated vehicle inspection and driver training data through periodic API connections with the LRIS. The Department of Agriculture and Environment completed the standardization and connection of data through APIs with sectoral management database systems covering land changes, environmental monitoring, and rural development.

Pham Van Trinh, Member of the Dong Nai City Party Committee and Director of the Department of Science and Technology, said that, as of July 2026, the city had completed the digitization of 100% of its 1:2,000-scale zoning plan data on the shared GIS platform. In addition, reports for 45 of the city's 60 socio-economic indicators had been automated through the IOC.

The city continues to invest in and upgrade telecommunications infrastructure to support the operations of state agencies, political organizations, and the digital service needs of residents and businesses. It has completed the upgrade of two Tier III-standard data centers, increasing processing capacity by approximately 300% compared with 2025 and meeting the operational requirements of information systems, databases, and digital platforms serving the Party and government agencies.

At a working session in July 2026 with relevant departments, sectors, and units to review progress in updating agency data in the city data center and connecting data to the Dong Nai City IOC, Le Truong Son, Member of the Dong Nai City Party Committee’s Standing Board and Vice Chairman of the City People's Committee, emphasized that relevant departments, sectors, and units must continue ensuring connectivity and providing all data necessary to support direction and administration, meeting the direction and leadership requirements of the city's leaders. They must also deploy and monitor indicators while ensuring that all data-related requirements are integrated into the IOC. At the same time, relevant departments, sectors, and units should coordinate with vertically managed agencies to improve the efficiency of connecting the necessary data for integration and display in the city's IOC, while ensuring compliance with procedures, regulations, and information security requirements.

According to a report by the Dong Nai City People's Committee, the city has issued the Dong Nai City E-Government Architecture Framework (Version 3.0), ensuring compatibility with the Vietnam Digital Government Architecture Framework. It has also completed standards for data connectivity, sharing, and technical interconnection among the digital platforms of the City Party Committee, the City People's Committee, and all 95 communes and wards, creating a unified foundation for deploying shared information systems and databases throughout the city.
