Project 05 drives governance reform and digital government development

The special 500-day-and-night emulation campaign themed “Unity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai” aims not only to fulfill socio-economic development targets but also to create momentum for innovating leadership and governance methods throughout the entire political system.

In line with this spirit, the Dong Nai City Party Committee issued Project No. 05-DA/TU, dated July 3, 2026, on promoting administrative reform, with a focus on administrative procedure reform associated with digital transformation and building digital government and smart government for 2026–2030 (referred to as Project 05).

Innovating governance mindset

Administrative reform has consistently been identified by Dong Nai as one of the key breakthrough tasks to improve the effectiveness and efficiency of the state apparatus, enhance the investment and business environment, and improve the quality of services provided to citizens and businesses.

Speaking at a recent training conference on administrative reform in the city, Deputy Director of the Department of Home Affairs Ha Thanh Tung said the issuance of Project 05 builds on the administrative reform achievements already attained while creating new momentum to advance administrative procedure reform in association with digital transformation, meeting the city's development requirements in the new period. The issuance of Project 05 came amid the simultaneous implementation of the 2026–2030 administrative reform plans nationwide and in Dong Nai, ensuring consistency in leadership, direction, and implementation from the city to the grassroots level.

The project also candidly identifies several shortcomings, including uneven administrative reform quality; limited digitization, data connectivity, and data reuse; and infrastructure, digital skills, and the utilization rate of online public services in some areas that have yet to meet requirements. Based on these realities, the City Party Committee has determined that administrative reform should not be limited to simplifying procedures but must also innovate governance methods based on digital platforms and data, thereby creating a foundation for building a digital government and smart government.

A notable feature of Project 05 lies not only in its system of targets through 2030 but also in its shift in administrative reform thinking. The project emphasizes that all policies and solutions must place citizens and businesses at the center of service, shifting from "administrative management" to "management based on goals, progress, and products," and from "processing files" to "serving citizens and businesses." One notable measure is the deployment of a digital platform to evaluate the performance of civil servants based on the quantity, quality, and progress of work outputs according to job positions, gradually innovating governance methods and strengthening the accountability of cadres and civil servants.

In Thien Hung Commune, the local administration is prioritizing investment in the Public Administration Service Center while assisting citizens in accessing online public services. Notably, 100% of the commune's cadres and civil servants have applied artificial intelligence to research documents, retrieve information, and perform their duties, helping shorten file processing times. Dang Ha Giang, Member of the City Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Thien Hung Commune, said administrative reform and digital transformation must be implemented consistently and substantively rather than superficially, taking service outcomes and the satisfaction of citizens and businesses as the benchmark.

This initiative also represents a practical approach to translating the objectives of the 500-day-and-night special emulation campaign into concrete results in the work of every agency, unit, cadre, and civil servant.

To ensure effective and substantive implementation, Project 05 requires all administrative reform tasks to follow the principle of being "substantive – measurable – controllable – evaluable."

Towards a digital government

In addition to defining guiding viewpoints and solutions, Project 05 establishes a system of specific goals and targets to measure the effectiveness of administrative reform during the 2026–2030 period. A key feature is that all targets aim to establish a modern administration that primarily operates in a digital and data-driven environment.

Accordingly, by 2030, the city aims for 100% of eligible online public services to be delivered entirely online; 100% of administrative procedure files and processing results to be digitized; and at least 90% of files to be received and processed online. The project also sets a target of ensuring that, by 2028, 100% of the direction and management activities of Party and State agencies will be conducted in an electronic environment, thereby gradually forming a digital administration that operates on the basis of data and improves management efficiency.

These targets also reflect citizens' expectations for a modern administration that offers greater convenience in handling administrative procedures. Nguyen Van Trinh, a resident of Phuoc Tan Ward, said that what people want most is interconnected data so they no longer have to repeatedly declare information or submit documents already held by state agencies. Once that is achieved, administrative procedures will become faster, more transparent, and more time- and cost-efficient for citizens.

Project 05 marks a new approach to state governance by taking data as the foundation, digital transformation as the driving force, and citizen satisfaction as the measure of effectiveness. The synchronized implementation of Project 05 together with the special 500-day-and-night emulation campaign will contribute to building a modern and transparent digital administration that increasingly serves citizens and businesses more effectively.
