Dong Nai aims to complete HCM City’s Ring Road 3 Component Project in September

Dong Nai City has set a target to complete construction on Component Project 3 under the Ho Chi Minh City’s Ring Road 3 project by the end of September 2026. This will allow synchronized operation with the Ben Luc - Long Thanh Expressway, establishing crucial traffic connections to serve Long Thanh International Airport.

Two construction packages basically completed

The Ho Chi Minh City’s Ring Road 3 runs through Dong Nai City, Ho Chi Minh City, and Tay Ninh Province, serving as a vital transport link for the Southeast Region and Long Thanh International Airport. For Dong Nai, the Ring Road 3 section passing through the city stretches over 11 kilometers and is part of Component Project 3 of the overall Ring Road 3 project.

With work on the Ben Luc - Long Thanh Expressway accelerating towards full completion in September 2026, and Long Thanh Airport scheduled to begin commercial operations by late 2026, Dong Nai City is determined to complete Component Project 3 of Ring Road 3 by late September 2026.

According to Ho Van Ha, Member of the City Party Committee, Vice Chairman of the municipal People's Committee, completing the project by late September 2026 will ensure synchronized operations across all major arterial links connecting to Long Thanh Airport, coinciding with the expected full opening of the Ben Luc–Long Thanh Expressway.

Component Project 3, under the Ho Chi Minh City’s Ring Road 3 project, running through Dong Nai City, consists of three primary civil construction packages. According to Dinh Tien Hai, Director of the City's Construction Investment Project Management Board, the cumulative completed work value across all contract packages reached nearly 74% of the total signed contract value by late July 2026. Among them, Packages No. 29 and No. 32 were essentially completed by late June 2026.

Accelerating delayed construction packages

Regarding Package No. 26, completed work value reached only about 60% of its signed contract value by late July 2026. This package has experienced delays that significantly impacted the overall timeline of the entire project. The Project Management Board noted that the delay stemmed from financial difficulties faced by the primary contractor, alongside land acquisition hurdles near the Huong Lo 19 interchange.

To overcome these obstacles, the City's Construction Investment Project Management Board and Phuoc An Commune implemented solutions to accelerate progress. Specifically, the project owner brought in Cuong Thuan IDICO Development Investment Corporation as a subcontractor to execute the remaining works.

A representative from Cuong Thuan IDICO stated that the unit has completed roughly 30% of its assigned workload to date. The primary challenge now is that heavy rainfall has arrived while the remaining construction volume remains large. Consequently, the unit proposed bringing on additional subcontractors to speed up execution and meet the target of completion by late September.

Component Project 3, under the Ho Chi Minh City’s Ring Road 3 project, includes constructing approximately 5 kilometers of the main expressway line and over 6 kilometers of parallel frontage roads. Technical traffic was opened along the main expressway line in late 2025.

Regarding the main contractor for Package No. 26, Cao Xuan Vinh, Deputy Director of Tan Nam Construction JSC, Construction Site Manager of Package No. 26, affirmed that the contractor will exert maximum effort to complete the ongoing construction segments on schedule.

Regarding site clearance at the area of Huong Lo 19 interchange, Huynh Minh Duc, Chairman of the People's Committee of Phuoc An Commune, said local authorities had worked with households that had not previously agreed to allow construction to proceed and had addressed their concerns. The affected households have since given their consent, enabling contractors to carry out the remaining works at the interchange.
