Dong Nai removes institutional barriers to unlock resources for private-sector development

The Vietnam Young Entrepreneurs’ Association, in coordination with the Dong Nai City People's Committee, held a local dialogue session of the Vietnam Private Sector Forum 2026 (VPSF 2026) on August 7 under the theme "Vietnam's Private Sector: Institutional Breakthroughs – Public-Private Synergy."

The event was attended by Member of the Dong Nai City Party Committee’s Standing Board and Permanent Vice Chairman of the City People's Committee Nguyen Kim Long; Vice Chairman of the Vietnam Youth Federation and President of the Vietnam Young Entrepreneurs’ Association Dang Hong Anh; and representatives of the Central Committee of the Vietnam Young Entrepreneurs’ Association and provincial and municipal Young Entrepreneurs’ Associations. In his opening remarks, President of the Vietnam Young Entrepreneurs’ Association Dang Hong Anh emphasized that Dong Nai has significant advantages in terms of strategic location, industrial foundation, infrastructure, and regional connectivity. However, in this new phase of development, it is essential not only to continue attracting investment but also to make a strong shift toward organizing value chains, enhancing the capacity of local businesses to participate in supply chains, and building a transparent and modern investment environment centered on serving businesses.

Dong Nai needs to move beyond a mindset focused merely on processing administrative procedures toward designing an investment experience, strengthening regular dialogue mechanisms, and establishing a clear and accountable policy feedback system with specific deadlines. At the same time, it is necessary to build shared platforms for data, digital transformation, innovation, market connectivity, and human resources to enable businesses to develop sustainably.

At the forum, many experts said that achieving high growth targets requires continued efforts to perfect institutions, improve the investment environment, and enhance the competitiveness of private enterprises through innovation, value chain linkages, and the effective utilization of development resources. Since the Politburo's Resolution No. 68-NQ/TW on private economic development identified this sector as one of the most important engines of the economy, the current requirement is no longer merely to affirm its role but to create an environment in which businesses can develop substantively.

Dr. Vo Tri Thanh, Member of the National Financial and Monetary Policy Advisory Council, shared insights into the current macroeconomic context and policy recommendations for Vietnamese and Dong Nai businesses. Dau Anh Tuan, Deputy Secretary General and Head of the Legal Affairs Department of the Vietnam Chamber of Commerce and Industry, assessed the current state of the private enterprise sector and small- and medium-sized enterprises, while proposing solutions to further improve the investment and business environment, refine institutions, and create more favorable conditions for business development.

Regarding local businesses, President of the Dong Nai Young Entrepreneurs’ Association Dang Quoc Nghi presented a paper on the role of young entrepreneurs in private economic development, emphasizing the spirit of innovation, the aspiration for development, and the responsibility to work alongside the city in the new phase of development.

Providing orientation for local private economic development in the coming period, Member of the Dong Nai City Party Committee’s Standing Board and Permanent Vice Chairman of the City People's Committee Nguyen Kim Long noted that Dong Nai has favorable conditions for developing its business community. Good infrastructure will attract businesses to the city, but the quality of governance and trust are the factors that will keep them there and foster their long-term development.

The city highly values the role of the business community, entrepreneurs, and the private economy, including young entrepreneurs. They are a dynamic force and a resource for the city's future development. Dong Nai acknowledges the business community's recommendations concerning urgent issues such as access to information and development orientation; linkages with foreign direct investment enterprises; and support in terms of capital, premises, technology, and high-quality human resources.

Permanent Vice Chairman of the City People's Committee Nguyen Kim Long emphasized that Dong Nai is committed to continuing to refine institutions, improve the investment and business environment, connect resources, and promote innovation, digital transformation, and the development of a business ecosystem. The local government will pave the way and remove barriers, hoping that the local business community will openly share its views and recommendations while advancing with a proactive and creative approach, thereby contributing to the overall development of Dong Nai City in the future.
