Dong Nai prioritizes digital human resource development

Dong Nai City has identified the development of digital human resources as one of its key tasks, laying the foundation for digital transformation and the effective operation of the two-tier local government model.

Training, professional development, personnel deployment, and information technology human resource development are being implemented in a coordinated manner from the city to the commune level.

Strengthening training and capacity building

Recently, the city has continued to effectively implement the "Digital Literacy for All" model, organizing training and digital skills development for officials, civil servants, public employees, workers, and citizens through online platforms provided by the Ministry of Public Security and local authorities. At the same time, it has stepped up intensive training in artificial intelligence (AI) applications, incorporating the MISA OneAI assistant platform to support daily administrative advisory and processing tasks.

At a conference in July 2026 to review one year of the "Digital Literacy for All" movement and launch the 2026 movement in Dong Nai City, Le Truong Son, Member of the Dong Nai City Party Committee’s Standing Board and Vice Chairman of the City People's Committee, emphasized that every agency, organization, commune, ward, residential area, youth union branch, and association chapter should aim to build a "Digital Literacy for All" model tailored to local realities, contributing to raising awareness and digital skills among people at different levels and in specific target groups. This initiative, in turn, will promote the development of science, technology, innovation, and digital transformation in the locality through practical and effective products and models.

According to a report by the Dong Nai City People's Committee regarding information technology personnel deployment, the city has reviewed, strengthened, and supplemented its digital transformation workforce at the grassroots level to meet the requirements of the two-tier local government model. Compared to early 2025, the capacity of officials and civil servants to utilize data, the use of digital platforms, and electronic workflow processing has improved significantly. The shortage of personnel to operate digital systems at the commune level is gradually being addressed, meeting the requirements for implementing the two-tier local government model. Furthermore, the city has met its targets for basic digital skills training and development for officials, civil servants, public employees, and public sector workers in accordance with the goals of Program No. 02-CTr/BCĐTW on the 2026 Work Program of the Central Steering Committee for the Development of Science, Technology, Innovation and Digital Transformation.

Pham Son Dien, Director of the Dai Phuoc Commune Public Administrative Service Center, said that Dai Phuoc Commune has recently organized numerous training programs for local officials, civil servants, and public employees to access new technologies and improve their skills in applying AI to daily tasks. In July 2026, the Dai Phuoc Commune People's Committee, in coordination with Lac Hong University, organized a training program on using the "AI Office" virtual assistant software for local officials, civil servants, and public employees. The program aimed to equip them with the knowledge and skills to use AI in professional tasks, contributing to improved management and administration and the promotion of local digital transformation.

Focusing on policies to attract experts and talent

In the coming period, Dong Nai will continue to strengthen solutions for developing high-quality human resources to serve the digital transformation process and expand cooperation with research institutes, universities, and technology enterprises to train high-quality human resources that meet the development requirements of the new era.

Pham Van Trinh, Member of the City Party Committee and Director of the Department of Science and Technology, said that human resources and collaboration are key to promoting the development of science, technology, innovation, and digital transformation. The Dong Nai science and technology sector will implement strategic plans and solutions for high-quality human resource development. The city will launch specialized training programs for human resources in the semiconductor, integrated circuit, and AI industries to prepare for the Long Thanh Concentrated Digital Technology Zone. At the same time, the city will introduce attractive scholarship mechanisms to attract talented students to pursue key technical and technological fields.

The city will focus on policies to attract experts and scientists, aiming to establish specific mechanisms, flexible policies, and incentives regarding living and working environments and to prioritize investment and infrastructure development to attract talented individuals and leading experts from Vietnam and abroad to Dong Nai.

Dr. Nguyen Van Tan, Vice Rector of Lac Hong University, said that human resources are the key factor determining the success of development strategies in general and digital transformation in particular. Dong Nai City needs a comprehensive strategy for training and developing human resources for digital transformation and science and technology, from basic to advanced levels. In particular, it is necessary to focus on training experts capable of researching and mastering core technologies such as artificial intelligence, the Internet of Things (IoT), and big data.

In mid-July 2026, the City People's Committee issued Decision No. 1621/QD-UBND approving the Project on Digital Skills Popularization for Citizens, supporting and guiding citizens in using telecommunications services, smart devices, digital signatures, payment accounts, and information security in Dong Nai City for 2026–2030. One of the project's main goals is to widely popularize basic and advanced digital knowledge and skills among all social strata in the city, with a focus on helping citizens master core digital communication tools, including telecommunications services, smart devices, digital signatures, payment accounts, and information security skills.
