Dong Nai speeds up investment disbursement for science and technology

Dong Nai is continuing to strengthen measures to accelerate the progress of investment disbursement for science and technology (S&T), innovation and digital transformation.

Relevant units are proactively reviewing and implementing solutions to improve the implementation of tasks related to S&T, innovation and digital transformation, including accelerating the disbursement of state budget funds allocated to this sector.

Gradually improving disbursement progress

According to Nguyen Minh Quang, Deputy Director of the Department of S&T, as of early July 2026, total budget expenditure for S&T, innovation and digital transformation in 2026 across the city reached VND234.2 billion, equivalent to 14.1% of the assigned budget estimate, up nearly 35.8% from June 1, 2026. Of the total, recurrent expenditure reached 6.5% of the assigned estimate, while public investment disbursement reached approximately 20% of the allocated capital plan.

The disbursement rate for recurrent expenditure remains low. The main reason is that during the first six months of 2026, agencies and units concentrated on completing investment preparation procedures for tasks and projects, including the approval of investment policies and the preparation of estimates and cost projections in accordance with regulations. According to the Department of S&T, reports from these units show that the preparation phase for the tasks and projects has basically been completed, and implementation is now underway. Accordingly, the volume of disbursement is expected to increase significantly in the third quarter of 2026, with the aim of completing the planned disbursement by the end of the fourth quarter of 2026.

Le Truong Son, Member of the Dong Nai City Party Committee’s Standing Board and Vice Chairman of the City People's Committee, emphasized that relevant departments, sectors and units must focus on implementing tasks related to S&T, innovation and digital transformation through specific and effective solutions.

Regarding public investment expenditure, new projects in S&T, innovation and digital transformation for 2026 are completing investment policies, investment decisions and related documentation and procedures in accordance with regulations. Therefore, they are not yet eligible for the allocation of detailed capital plans. As of early July 2026, the disbursement volume had reached approximately VND187.2 billion.

Accelerating the implementation of solutions

Recently, the Department of S&T organized a conference to provide guidance on the implementation of budget estimates for S&T, innovation and digital transformation activities in 2026 and the preparation of budget estimates for 2027. The conference was held in six clusters across the city with the participation of 95 communes and wards. It focused on providing guidance on regulations on state budget management, S&T, bidding, public procurement, public investment and related processes and procedures, helping strengthen the capacity of local authorities to implement assigned tasks following the adoption of the two-tier local government model.

In mid-July 2026, the Department of S&T organized a conference with relevant units and localities on registering demand for targeted support from the municipal budget for the implementation of public investment projects in S&T, innovation and digital transformation at the commune level in 2026. The conference focused on assessing the necessity and investment efficiency of projects, while identifying priority projects that have a direct impact on socio-economic development, administrative reform, digital transformation, improving public services for residents and businesses, ensuring national defense and security and requiring immediate implementation in 2026.

At an early July meeting on the progress of investment disbursement for S&T, innovation and digital transformation with relevant departments, sectors and units, Le Truong Son, Member of the Dong Nai City Party Committee’s Standing Board and Vice Chairman of the City People's Committee, requested the Department of S&T to enhance measures to monitor and closely pursue the disbursement progress for S&T, innovation and digital transformation across departments, sectors, units and localities. Specifically, the department was instructed to assign its leaders to oversee and regularly update the disbursement progress in each field and area in order to promptly report to and advise the City People's Committee on removing bottlenecks, while ensuring compliance with relevant procedures and regulations and meeting all regulatory requirements and deadlines.
