Focusing on fund disbursement for science and technology

Dong Nai is urgently focusing on solutions to improve the efficiency and implementation progress of tasks in the fields of science and technology (S&T), innovation, and digital transformation.

In particular, accelerating the disbursement of state budget funds in the fields of S&T, innovation, and digital transformation is one of the key tasks being prioritized by departments, sectors, and localities.

Disbursement rate remains low

According to the Ministry of S&T, in 2025 and the first half of 2026, the Ministry focused on completing the legal framework to institutionalize the guidelines and policies set out in the Politburo’s Resolution No. 57-NQ/TW. A basic legal framework has been established for the fields of S&T, innovation, and digital transformation. A relatively synchronized system of legal normative documents has been issued, creating a legal framework for the registration, allocation, and fund disbursement for these fields.

Regarding the disbursement progress, as of May 12, the total amount disbursed exceeded VND7.9 trillion, reaching 14.78% of the plan assigned by the Prime Minister. Of this amount, central budget funds accounted for more than VND4 trillion, reaching 14.8% of the Prime Minister-assigned plan, while local budget funds accounted for more than VND3.8 trillion, reaching 14.75% of the Prime Minister-assigned plan.

Recently, the Dong Nai Department of S&T organized training on state management in the fields of S&T, innovation, and digital transformation for all wards and communes in the area, particularly regarding the preparation of budget estimates for these fields.

In Dong Nai, obstacles and difficulties remain in the implementation and disbursement of public investment capital for S&T, innovation, and digital transformation in the city, which need to be resolved promptly. The disbursement rate remains low compared with the overall national situation.

According to the Department of S&T, as of May 30, total budget expenditure for S&T, innovation, and digital transformation in the city was approximately VND168.4 billion, reaching nearly 10.2% of the assigned budget estimate. Of this amount, regular expenditure reached nearly VND34 billion, accounting for 4.7% of the assigned estimate. Public investment disbursement totaled approximately VND134.5 billion, equivalent to nearly 14.4% of the assigned capital plan.

Focusing on solutions to resolve bottlenecks

At a briefing conference with the steering committees of affiliated Party committees and units under the Dong Nai City Steering Committee for the development of S&T, innovation, and digital transformation in late May 2026, Pham Van Trinh,  Member of the City Party Committee and Director of the Department of S&T, said that to promptly resolve bottlenecks arising during the implementation of tasks and projects in the fields of S&T, innovation, and digital transformation in 2026 in Dong Nai, the Department of S&T requested departments, boards, sectors, communes and wards to strictly implement the City People's Committee's directives on reporting disbursement progress and reviewing responsibilities related to fund disbursement for S&T, innovation, and digital transformation in 2026. Departments, boards, sectors, communes and wards must identify fund disbursement for S&T, innovation, and digital transformation as a key and urgent task. At the same time, they must strengthen discipline and order in implementation and reporting.

The Department of S&T will strengthen its role as the standing agency in coordinating, providing guidance, and urging implementation. It will review tasks and projects, assess implementation status, and coordinate with the Department of Finance to transfer funds based on the units' disbursement needs. The Department will also report on cases involving the return of budget funds due to the non-implementation of registered tasks, clearly stating the reasons as a basis for reviewing the responsibilities of individuals and organizations.

The leadership of the Department of S&T also requested that Party committee secretaries and heads of steering committees for S&T, innovation, and digital transformation in local areas closely watch and guide the work, making sure that the disbursement rate is given priority in the steering committees’ activities.

Speaking at a working session with relevant departments, sectors, and units in early June 2026 to assess public investment disbursement for S&T and digital transformation, Le Truong Son, Member of the City Party Committee’s Standing Board and Vice Chairman of the City People's Committee, emphasized that relevant units need to review and provide specific reports on the disbursement of public investment capital for S&T, innovation, and digital transformation at their respective units, especially those proposing adjustments to investment sources for projects in these fields. Units need to balance project implementation funds to ensure compliance with regulations while focusing on solutions to improve responsibility and efficiency in carrying out tasks related to S&T, innovation, and digital transformation.

Member of the Party Central Committee and Deputy Prime Minister Ho Quoc Dung made his request at a recent conference on resolving financial bottlenecks and accelerating fund disbursement in 2026 for S&T, innovation, and digital transformation. The conference was held in May 2026 at Government headquarters, with the in-person participation of representatives from ministries, ministerial-level agencies, and relevant units, and connected online to 10 local locations, including Dong Nai City. Accordingly, Deputy Prime Minister Ho Quoc Dung stressed that heads of ministries, sectors, and local leaders must identify fund disbursement for S&T, innovation, and digital transformation as a key and urgent task, not only for 2026 but also for subsequent years, in order to effectively implement the Party's and the State's major guidelines.

In line with Deputy Prime Minister Ho Quoc Dung's directive, city departments and localities must review and specifically classify all S&T, innovation, and digital transformation tasks and projects for 2026. Projects that can be implemented immediately should be prioritized with concentrated resources to accelerate implementation and disbursement progress. For projects facing obstacles, the causes must be clearly identified and addressed in accordance with their respective authority.
