Dong Nai Social Insurance accelerates efforts to meet year-end targets

Dong Nai has set ambitious social security targets for 2026, aiming to raise health insurance coverage to 96%, social insurance participation among the workforce to 53%, and unemployment insurance coverage to 46%.

To achieve these goals, the social insurance sector must attract more than 676,600 additional participants by the end of the year, while also meeting revenue collection targets and reducing overdue contributions.

This requirement demands the decisive involvement of the social insurance sector, along with all levels, sectors, and localities, in implementing many synchronous solutions to accelerate efforts towards achieving the goal in the remaining months of the year.

Positive results recorded

According to Pham Minh Thanh, Director of Dong Nai Social Insurance, the sector has proactively advised the municipal Party Committee, People’s Council and People’s Committee in issuing directives, plans, and programs to effectively implement social insurance, health insurance, and unemployment insurance policies across the province. Participation targets for social and health insurance continue to be incorporated into the city’s annual socio-economic development indicators.

To date, 96 steering boards overseeing social insurance and health insurance policies have been established from municipal to commune levels. The agency has also signed cooperation agreements with eight departments, sectors, and mass organizations to improve the implementation of social security policies in the new context.

Thanks to the coordinated efforts of the entire political system, participation in social insurance, health insurance, and unemployment insurance has continued to grow. As of May 23, 2026, a total of 4.16 million people were enrolled in one or more of these programs, while total collections reached VND12.779 trillion, equivalent to 33.4% of the annual target.

At the same time, Dong Nai Social Insurance has continued to ensure timely benefits for residents and workers. During the first five months of 2026, approximately 685,000 beneficiaries received social insurance and unemployment insurance payments, with 87.64% of payments made through personal bank accounts.

In the health insurance sector, the sector processed claims for more than 4 million medical examinations and treatments, with total reimbursements exceeding VND2.1 trillion. Utilization of the annual health insurance fund budget reached approximately 44.1%.

The agency has also intensified administrative reform and digital transformation efforts in line with the Government’s Resolution No. 02/NQ-CP on improving the business environment and national competitiveness. Measures include simplifying administrative procedures, expanding information technology applications, and enhancing online public services to save time and costs for both citizens and businesses.

To date, Dong Nai Social Insurance has authenticated more than 3.6 million citizen records against the National Population Database, achieving a verification rate of 99.62%. All health insurance medical facilities in the city now use chip-based citizen identification cards for patient verification, with more than 14.5 million successful health insurance lookups conducted through the system.

Digitalization of administrative records and administrative procedure processing have also been accelerated. Meanwhile, cashless payments of social insurance and unemployment insurance benefits continue to expand, with 86.5% of pension and social insurance beneficiaries receiving payments through bank accounts. The rate has reached 100% for recipients of lump-sum social insurance benefits and unemployment allowances.

The results achieved in the first months of 2026 are an important basis for the sector to implement key tasks in the remaining months of 2026.

“Sprinting” toward year-end goals

For 2026, Dong Nai aims for 96% of its population to be covered by health insurance; with social insurance participation reaching 53% among the working-age labour force and unemployment insurance participation reaching 46%.

To reach these targets, from now until the end of 2026, the sector must expand to over 676,600 participants in social insurance, health insurance, and unemployment insurance. Of these, over 129,000 people are expected to participate in compulsory social insurance and unemployment insurance; over 46,500 people will participate in voluntary social insurance; and over 583,500 people will participate in health insurance. In addition, the sector must strive to collect over VND25,463 billion and reduce overdue payments to below 1.27% of total payable contributions.

According to Dong Nai Social Insurance, these objectives are challenging and require strong efforts from the agency as well as coordinated action from all levels of government and relevant stakeholders.

At a recent working session with the municipal Social Insurance Agency, Nguyen Thi Hoang, Vice Chairwoman of the Dong Nai People’s Committee, emphasized the need for a detailed implementation roadmap. She called for close coordination with commune and ward authorities to conduct monthly outreach campaigns encouraging residents to participate in social and health insurance programs, particularly to achieve the 96% health insurance coverage target. She also urged departments, agencies, and local authorities to strengthen cooperation with the Social Insurance Agency and implement synchronized solutions to meet participation and revenue collection targets during the final months of the year.

The leader of the municipal Social Insurance Agency said that upcoming priorities include further administrative reform, restructuring operational procedures, increasing the proportion of fully online public services, effectively implementing the Government’s Project 06 on digital transformation, and enhancing data connectivity between the social insurance database and the National Population Database. In addition, the sector will continue improving service quality for citizens and businesses, promptly resolving issues related to social insurance, health insurance, and unemployment insurance policies, while intensifying inspections and efforts to reduce overdue contributions.

With strong determination and close coordination among government agencies and local authorities, Dong Nai Social Insurance sector is accelerating implementation of key solutions in the second half of 2026 to expand social security coverage and better protect the rights and interests of residents and workers across the city.
