The Dong Nai City People’s Committee has issued Decision No. 191/QD-UBND dated May 15, 2026, approving the Intellectual Property (IP) Development Program for the 2026–2030 period across the city.

The plan aims to promote science and technology activities, innovation, and digital transformation in Dong Nai City in line with the spirit of the Politburo's Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation.
In addition, the plan seeks to enhance both the quantity and quality of new IP assets generated by entities across the city, with the goal of building and developing a synchronized and modern IP ecosystem, thereby contributing to improving the city’s Provincial Innovation Index (PII). At the same time, the plan supports entities in the creation, management, exploitation, and development of IP for local specialty products, while encouraging innovation and promoting economic, cultural, and social development in Dong Nai.
Regarding specific targets, the city aims to record at least 40 patent and utility solution applications each year, including a minimum of 20 patents or utility solutions granted exclusive protection titles. The number of patent applications and granted protection titles is expected to increase by an average of 16–18 percent annually. The rate of patent applications and protection titles being commercially exploited is targeted at 8-10%.
The city aims for at least 60 percent of products recognized as key products or specialty services of the city, along with products associated with the One Commune One Product (OCOP) program, to receive support for IP registration, management, development, and origin and quality control after protection is granted.

The plan also sets out regular tasks under the program, which are formulated as innovation-oriented tasks. Specifically, the city will strengthen efforts to create IP, improve the quality of human resources in innovation and IP, promote domestic and international IP protection registration, enhance the efficiency of IP management, exploitation, and development, and strengthen enforcement effectiveness and prevent IP rights infringements.
