From the grassroots level to the provincial level, the cross-checking process has been conducted through multiple rounds in a rigorous manner to ensure the accuracy and completeness of the information, with no omissions or duplications, thereby guaranteeing every citizen’s full and legitimate voting rights as the entire population looks toward this major national event.
Closely monitoring every household
In Hung Loc B hamlet, Tan Hung commune, the work of updating and verifying the voter list has been carried out seriously and systematically from the very beginning. Tran Han Ha, Secretary of the Party Cell, Head of the hamlet, and Head of Election Team No. 2, said that immediately after receiving the list of more than 1.4 thousand voters provided by the police, the election team quickly compared it with the actual population across 11 residential groups and nearly 2 thousand people.
Through verification, many discrepancies were discovered. The election team then assigned 21 members to be responsible for each residential group and directly “go to every alley, knock on every door” to verify information. As a result, 77 voters whose names had not been listed - mostly long-term residents who had not completed permanent residence registration - were promptly added. At the same time, about 200 cases of deceased or relocated individuals were also screened and adjusted. Up to now, the hamlet’s voter list includes more than 1.2 thousand people, closely reflecting the actual situation and ensuring the legitimate rights of residents ahead of election day.
Similarly, in Tan Trieu ward, Le Van Bao, Secretary of the Party Cell, Head of Binh Thach neighborhood, and Head of Election Team No. 17, shared that although he has experienced three election terms, this term has many new changes due to the arrangement and restructuring of administrative units as well as the shortened preparation timeline. This places greater responsibility for the implementation process, including the compilation of voter lists. However, with proactive efforts and experience, the election team clearly assigned tasks and mobilized members familiar with the locality to conduct verification. After careful cross-checking, Binh Thach neighborhood currently has nearly 2,500 eligible voters. The neighborhood’s leaders are delivering voter cards directly to each household to ensure timely and proper distribution.
Meanwhile, in densely populated Long Binh ward, speaking at a working session with Inspection Team No. 1 of the Provincial Election Committee on the afternoon of March 3, Nguyen Thi Thu Hien, Secretary of the Ward Party Committee and Chairwoman of the Ward People’s Council, reported that after reconciling data between the ward police and neighborhoods, the ward currently has nearly 118,000 voters, including nearly 115 thousand permanent residents and about 3,000 temporary residents. Based on the finalized list, the ward completed printing voter cards and began distributing them on March 5 to identify absent individuals and ensure accurate delivery.
According to Hien, because the previous data from different sources were not fully synchronized, the ward repeatedly coordinated with the police and neighborhoods to cross-check and classify information. The list was divided into two groups: one with confirmed residency and the other with registered residency but unverified presence. Cases of people who had moved away without updating their household registration, or deceased individuals without death certificates, were also reviewed separately. Thanks to this process, the voter list has gradually matched reality with minimal errors.
Ensuring citizens’ full voting rights
From the local practice at the grassroots level, it is clear voter list verification has been implemented synchronously across the entire province. According to a report by the Provincial Election Committee, following directives from the Ministry of Public Security and the Provincial Election Committee regarding the use of the National Population Database and the VNeID application in list compilation and voter card printing, the Provincial Police coordinated with Department C06 (Ministry of Public Security) to deploy Voter Management software on the National Population Database system, which was implemented in two phases to ensure synchronization and consistency.
Under the regulations, voter lists are compiled by commune-level People’s Committees for each polling area. Each citizen may only be listed once, either at their permanent or temporary residence.
Notably, implementing Plan No. 07/KH-BCA-C06 dated January 6, 2026, of the Ministry of Public Security on the comprehensive review of residence to serve the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term, the Chairman of the Provincial People’s Committee directed the simultaneous implementation across the entire province. The Provincial Police led the review of all permanent, temporary, absent, and lodging residents; verified and updated population data; and ensured accuracy and timeliness in the system.
At the same time, departments and agencies coordinated to provide and cross-check specialized data and ensure technical infrastructure. Commune and ward authorities mobilized grassroots forces to strictly follow the principle of “going to every alley, knocking on every door, checking every person,” ensuring voter lists are accurate, complete, and free of duplication. Localities were also instructed to coordinate closely with police, follow proper procedures, and regularly update population changes to improve accuracy.
Once completed, voter lists are publicly posted at designated locations and times, with increased communication encouraging citizens to check and report errors.
Additionally, provincial inspection teams have frequently visited localities to monitor progress and resolve difficulties, especially regarding voter list compilation and posting. Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Standing Vice Chairman of the Provincial Election Committee, requested localities to pay close attention to ensuring no voter is overlooked - particularly temporary residents, workers, the elderly, people with disabilities, ethnic minorities, and religious communities. He also emphasized the need for cross-verification between data sources to minimize technical and administrative errors during the compilation, posting, and updating of lists, ensuring the voter list accurately reflects the actual situation and serves the election effectively.
From the dedication at the grassroots level to the coordinated direction at the provincial level, the review, updating, and completion of voter lists are being carried out with high responsibility. This forms an essential foundation for ensuring a democratic, lawful election that fully protects the rights and obligations of every citizen in the province.
