Dong Tam Commune has effectively mobilized and utilized investment resources to develop a range of important infrastructure facilities, helping transform the rural landscape and serving as a driving force for the new-style rural development program to advance in a more integrated, modern and sustainable manner.

Upgrading essential infrastructure

Covering an area of more than 0.5 hectares, the site in Cau 2 Hamlet, Dong Tam Commune, accommodates not only a newly built cultural house but also many auxiliary facilities. The project replaces the former, undersized facility, providing a more suitable venue for community meetings, cultural and artistic exchanges, and sports and recreational activities.

The project has a total investment of VND8 billion, sourced from the commune’s 2026 public investment budget. Once completed, inspected and put into operation, it will be one of the commune’s spacious, modern cultural facilities, meeting the needs of a densely populated residential community following the administrative merger.

“Under the new-style rural development program for the 2026–2030 period, Dong Tam has so far met 27 of the 47 targets following inspections and reviews. The remaining 20 targets have yet to be achieved. The commune has developed investment plans to address these shortcomings and upgrade infrastructure, with the aim of fulfilling all prescribed targets and criteria and achieving its new-style rural development goals on schedule in 2028.”

The commune has also invested in a relatively integrated transport network, with particular attention paid to rural bridges and culverts. Using public investment funds allocated for 2026, it is building two bridges at a total cost of VND17 billion. Of this amount, VND9 billion is allocated to Bang Lang Bridge in Suoi Binh Hamlet, while VND8 billion is earmarked for Hai Phuoc Bridge in Dong Tam Hamlet. Once completed and opened to traffic, the two bridges will strengthen regional connectivity, improve road safety and make it easier for residents to travel and transport goods.

Le Thi Phuong, a resident of Suoi Binh Hamlet, said the local access road had already been upgraded and widened. However, the bridge had deteriorated, so residents were delighted that the authorities had decided to invest in a new one.

Also using its 2026 public investment capital, Dong Tam Commune has earmarked nearly VND20 billion to maintain, repair and build classrooms, subject-specific rooms and functional rooms, while procuring equipment for local schools. The investment aims to ensure adequate facilities for teaching and learning and help schools meet national standards.

Hoang Anh Hung, Head of the Economic Division of Dong Tam Commune, said the locality had been allocated more than VND65.8 billion in public investment capital for 2026. The funding has enabled the commune to implement a range of important infrastructure projects and facilities serving residents’ needs, laying a solid foundation for new-style rural development and creating momentum for socioeconomic growth. To date, the commune has achieved its assigned public investment disbursement target. This notable result reflects the active involvement of the entire political system and the consensus of local residents, he said.

Promoting economic development

Alongside infrastructure improvements, Dong Tam is stepping up the development of ecotourism linked to agriculture to increase incomes and improve residents’ material and spiritual quality of life.

The Golden Cashew Fruit Tourism Farm, operated by Vinh Phuc Production, Trading and Services Joint Stock Company (Vinh Phuc Company), holds significant potential for tourism development. Tran Van Tan, Chairman of the Board of Directors and General Director of Vinh Phuc Company, said Dong Tam Commune’s leaders had proposed developing the Golden Cashew Fruit Tourism Farm into a signature local ecotourism destination. To realize this vision, apart from existing advantages, the company recently invited local households to attend workshops and training sessions on building a greener, cleaner and more attractive rural area. This vision extends from improving roads and gardens to promoting digital transformation, helping residents gain access to modern technologies for agricultural economic development. Tan expressed hope that Dong Tam Commune’s rural landscape would undergo a comprehensive transformation in the near future.

Vinh Phuc Company is currently leading a national-level scientific research project entitled “Research into a Rural Tourism Model Linked to the Value Chain of Cashew Trees.” In addition to its extensive cashew orchards, covering dozens of hectares and featuring both purebred varieties and trees up to 60 years old, the farm is developing a Cashew Industry Cultural Complex. Domestic and international visitors will be able to explore the farm’s landscape and learn about the history of the cashew industry, cashew genetics and a range of cashew-related products, all at the site. The Golden Cashew Fruit Tourism Farm is planning various programs and events to promote the cashew industry and showcase the signature products and distinctive features of the surrounding area and Dong Tam Commune to a wider domestic and international visitors in the coming period.
