Dong Nai City has ordered the establishment of a special “green lane” mechanism and a reduction of at least 50% in administrative processing time for social housing projects. The aim is to accelerate project implementation and boost housing supply.

Under Official Dispatch No. 2086/UBND-KTN issued on June 2, Nguyen Kim Long, Member of the City Party Committee’s Standing Board and Permanent Vice Chairman of Dong Nai People’s Committee, directed departments, agencies and local authorities to focus on removing bottlenecks and promoting the development of social housing and the real estate market in a transparent and sustainable manner.
A key task assigned to the Department of Construction is to urgently review housing demand in order to adjust urban and rural planning and formulate the city’s Housing Development Program for the 2026-2030 period. At the same time, the department is required to compile a list of projects and allocate sufficient land bank in suitable locations for social housing development while ensuring that technical and social infrastructure is developed in tandem.
The Permanent Vice Chairman also called for faster implementation of social housing projects already under construction so they can be completed in 2026, while procedures for projects that have already been assigned investors must be accelerated so construction can commence as soon as possible.
Regarding rental housing for workers and public-sector employees, the city has requested a comprehensive assessment of demand and the development of a specific implementation plan in the coming period.

The Department of Finance has been tasked with proactively allocating budget resources for compensation and site clearance to create cleared land funds for social housing development.
Relevant departments, agencies and commune-level People’s Committee have been instructed to give social housing projects priority treatment under a special “green lane” mechanism. Investment, land, planning, construction and environmental procedures must be carried out concurrently rather than sequentially in order to shorten project appraisal, approval, land allocation, construction permitting and other related processes. The city has set a target of reducing both administrative processing time and compliance costs by at least 50% compared with current regulations.
In addition, the municipal People’s Committee leader instructed authorities to strengthen inspections and supervision and strictly handle violations in real estate business activities, brokerage services and property transactions. At the same time, Dong Nai will accelerate digital transformation and enhance transparency in market information disclosure, contributing to the development of a safe, healthy and sustainable real estate market.
