Dong Nai targets 96% health insurance coverage

On the afternoon of June 3, Nguyen Thi Hoang, Member of the City Party Committee (CPC) and Vice Chairwoman of the Dong Nai City People's Committee, held a working session with the Dong Nai Social Security to review the implementation results of social insurance, health insurance, and unemployment insurance policies in 2025 and the first five months of 2026, while discussing tasks and solutions for the remaining seven months of 2026. According to the Dong Nai Social Security, as of May 23, 2026, the city had 4.16 million participants in social insurance, health insurance, and unemployment insurance. Total revenue reached VND 12.779 trillion, equivalent to 33.4% of the annual target, while late contributions totaled VND 1.105 trillion, accounting for 2.89%.

In the first five months of 2026, the social security sector audited health insurance medical expenses for more than 4 million medical examination and treatment visits, with total expenditures exceeding VND 2.1 trillion, up 3.8% in the number of visits and 9.02% in costs compared with the same period in 2025. The utilization rate of the estimated health insurance fund reached approximately 44.1%.

To meet the 2026 targets, the Dong Nai Social Security must enroll more than 676,000 additional participants in social insurance, health insurance, and unemployment insurance, collect over VND 25.463 trillion, and bring the late contribution rate below 1.27%. This challenge is difficult, requiring the coordinated involvement of the entire political system and the collective efforts of the social security sector.

After hearing opinions from representatives of the Dong Nai Social Security and relevant departments and agencies, Nguyen Thi Hoang, Vice Chairwoman of the Dong Nai City People's Committee, stated that to achieve the annual targets, the Dong Nai Social Security must develop a specific plan and coordinate with the People's Committees of communes and wards to establish monthly roadmaps for mobilizing residents to participate in social and health insurance programs. She stressed the need to consolidate steering committees responsible for policy implementation at all levels and to review the 20-day-and-night campaign aimed at achieving the 2025 coverage targets for health insurance, social insurance, and unemployment insurance. This review would help draw lessons and propose solutions for the practical application and fulfillment of this year's assigned targets and tasks, particularly the goal of achieving a 96% health insurance coverage rate.

Vice Chairwoman of the Dong Nai City People's Committee also directed departments, agencies, and ward- and commune-level People's Committees to strengthen coordination with the social security sector in implementing social insurance, health insurance, and unemployment insurance policies to ensure that all targets set for the remainder of the year are achieved.
