Dong Nai to launch rental social housing project near IP in June

Following directions from Party General Secretary and State President To Lam on promoting rental housing development, Dong Nai City Party Committee (CPC) has instructed the Party Committee of the City People’s Committee to urgently prepare the necessary procedures so the once the Government issues implementing regulations, Dong Nai can immediately commence rental housing investment and construction.

On the afternoon of May 28, Nguyen Kim Long, Member of the CPC’s Standing Board, Standing Deputy Secretary of the Party Committee of the City People’s Committee and Standing Vice Chairman of the Dong Nai People’s Committee chaired a working session with departments, agencies and local authorities on the issue.

At the meeting, Do Thanh Phuong, Deputy Director of the Department of Construction (DoC), presented a proposal assigning the Dong Nai City Development Investment Fund to undertake the objectives and operational functions of the City Housing Fund as stipulated in Government Decree No. 302/2025/ND-CP dated Nov. 19, 2025.

Regarding the development of rental social housing, Dong Nai has approved adjustments to its Housing Development Program for 2021-2030 and Housing Development Plan for 2026-2030. Under the plans, nearly 1,500 hectares of land have been earmarked for social housing development in multiple forms, including sale, lease-purchase and rental housing.

Standing Vice Chairman of Dong Nai People’s Committee Nguyen Kim Long noted that in 2025, Dong Nai recorded strong performance in social housing development, surpassing Government-assigned targets and helping meet housing demand for part of the population. However, demand for social and rental housing in urban centers and areas surrounding industrial parks (IPs) remains substantial. Consequently, expanding these housing models in such locations will remain a key priority in the period ahead.

At the meeting, the City leader agreed with the DoC’s proposal to assign the Dong Nai City Development Investment Fund to carry out the mandate and functions of the City Housing Fund. Authorities also called for the rapid completion of the fund’s operating model, organizational mechanism and resource mobilization.

Officials stressed that rental social housing development will be one of the city’s key priorities in the coming period in line with central directives. Dong Nai aims to begin construction in June 2026 on a large-scale rental housing project near an industrial park in the central urban area of former Bien Hoa.

The leader of Dong Nai People’s Committee assigned the DoC to lead and conduct a comprehensive review of demand for social housing, worker housing and rental housing, while reassessing planning schemes and available land reserves near industrial parks and urban areas, particularly locations with high demand. The department was requested to advise city authorities on suitable rental housing investment plans, study development models for urban and IP-adjacent rental housing, and prepare procedures in advance so Dong Nai can move quickly once Government regulations are issued.

Meanwhile, Dong Nai Economic and Industrial Zones Authority was tasked with examining conditions across all IPs and requiring infrastructure developers to identify available service land within IPs for worker accommodation projects in line with regulations and committed implementation timelines. For newly established IPs, investors will be required to commit to implementation schedules for worker housing projects within IPs in accordance with existing regulations.

People’s Committees of communes and wards citywide were also instructed to review land reserves and conduct preliminary assessments of demand for social and rental housing, with reports to be submitted to the DoC for consolidation before being forwarded to the City People’s Committee for further direction.
