Two key priorities in Dong Nai’s social welfare strategy for the poor and disadvantaged are ensuring stable housing and creating employment. Among these, job creation has been actively promoted through diverse approaches, mobilizing various resources tailored to local conditions and the needs of individuals and households.

These efforts have helped expand employment opportunities, enabling residents to generate stable incomes and improve their living standards.
Multiple forms of support for workers
In the first 3 months of 2026, the provision of preferential loans, non-refundable loans, and support for plants and livestock to the poor and other disadvantaged cases in Dong Nai province was strongly promoted.
Specifically, in the first 3 months of 2026, the Social Policy Bank Branch and Social Policy Bank transaction offices lent to over 23,100 customers with a total amount of over 1.5 trillion VND. Of this figure, the job creation loan program had nearly 9,000 customers with a loan amount of over 719 billion VND (2.86 times higher than the same period in 2025). There were 515 families borrowing capital from the program for poor households, near-poor households, and newly escaped-from-poverty households, with over 35 billion VND (1.7 times the disbursed capital in the same period in 2025) to create their own jobs.
Tran Pham Tuan Anh, Director of Binh Phuoc Social Policy Bank Transaction Office, said: In Q1, 2026, the transaction office disbursed to 574 customers with an amount of over 52.6 billion VND. The main purpose of borrowing for these families was to create jobs through handicrafts, renovating cashew and rubber gardens, small businesses, etc.
Nguyen Thi Tuan, residing in the Suoi Da neighborhood, Binh Phuoc ward, said: Her family has a woodworking business at home. Due to a lack of capital to improve machinery, she applied for a loan of 70 million VND. This money helped her family maintain their craft to sustain their lives.
Along with that, depending on the ability to mobilize and connect social resources, the Vietnam Fatherland Front and its member organizations at all levels in the province implement many forms of support for people to learn trades, provide capital, plants, livestock, among others.
According to Nguyen Ngoc Thao An, Chairwoman of the VFF Committee of Tran Bien ward, Head of Emulation Cluster No. 1 (including the Vietnam Fatherland Front Committees of 10 wards: Tran Bien, Bien Hoa, Tam Hiep, Long Binh, Trang Dai, Ho Nai, Tam Phuoc, Long Hung, Tan Trieu, and Phuoc Tan), the entire emulation cluster has 227 Vietnam Fatherland Front working committees in residential areas. Since early 2026, all wards have organized the signing of commitments to implement residential group regulations, including the implementation of the campaign "Building self-governing, united, prosperous, and happy residential areas."
Through this activity, from the beginning of the year until now, the VFF Committee of the wards has mobilized over 10 billion VND to implement social welfare activities, including providing capital to help people with small businesses, mechanical work, electronics repair, among others, according to their aspirations.
According to Ha Anh Dung, Member of the Provincial Party Standing Committee, Standing Vice Chairman of the VFF Committee of the province, in the process of implementing social welfare work, caring for the poor, policy families, and vulnerable groups, the Front has determined to strongly shift from direct support to creating sustainable livelihoods, supporting startups, vocational training, and job creation to help people rise out of poverty and legitimately get rich.
Creating conditions for residents to have jobs
Currently, the entire province has 214,300 customers borrowing capital from social policy programs with an amount of over 13 trillion VND. Of which, the job creation loan program, the loan program for poor households, near-poor households, and newly escaped-from-poverty households who create their own jobs, accounts for about 40%.
According to Vo Trong Hoa, Deputy Director of the Dong Nai Branch of the Vietnam Bank for Social Policies, through surveys, depending on the purpose, needs that each family uses capital to plant and improve gardens, invest in livestock, improve machinery, and purchase additional materials to maintain handicrafts, small businesses, etc. Most borrowers use capital effectively. During the process of people using capital, officials from the provincial Branch of the Vietnam Bank for Social Policies, local authorities, and entrusted associations and organizations combine support and supervision to ensure that loans are used for the right purpose.
To continue to be a credit channel that helps people create effective jobs, the Dong Nai Branch of the Vietnam Bank for Social Policies and its transaction offices have been actively coordinating with the People's Committees of communes and wards, and have entrusted socio-political organizations to review people's loan needs as a basis for timely lending and disbursement to eligible customers. This endeavor helps people access loans conveniently to find jobs quickly.
In addition, the VFF and its member organizations at all levels in the province have also promoted the implementation of many models to help people create jobs suitable to the local situation and people's needs for assistance.
Nguyen Tan Hung, Chairman of the VFF Committee of Long Thanh commune, said: In the past, the Fatherland Front and its member organizations maintained the implementation of models to support livelihoods for poor households and disadvantaged households. Through this, over 2 billion VND has been mobilized to support low-income families and disadvantaged households in creating jobs through providing breeding animals, means of transport, and small capital for home-based businesses, among others. This endeavor will continue to be maintained by the locality in the coming time.
According to Mai Van Nho, Chairman of the Dong Nai Provincial Association for Victims of Agent Orange/Dioxin, there are currently over 13,000 Agent Orange victims in the entire province. In the past, through mobilization efforts, associations at all levels have mobilized community resources to care for victims and support victims' families in life. Among these, 783 cases received livelihood assistance through capital grants ranging from 3 to nearly 30 million VND to help victims and their families create suitable jobs. One of the tasks identified by the association in the coming time is to continue connecting resources to help Agent Orange victims and people with disabilities integrate through job creation.
