Under the project proposal, the highway is planned to connect neighbouring Dong Nai and Ba Ria-Vung Tau provinces with a total length of 68km in the south of Viet Nam as well as National Highway 1A and National Highway 51.

Its investors iclude Viet Nam Urban and Industrial Zone Development Corporation (IDICO), Song Da Corporation and the Bank for Investment and Development of Vietnam (BIDV).
