In the first phase of the online Digital Literacy for All program, offered through the website binhdanhocvuso.dongnai.gov.vn and the SmartLMS – Digital Literacy for All application, more than 32,400 learners enrolled in the course, while over 30,300 logged in to study, accounting for 93.5% of those enrolled. Notably, more than 26,400 learners completed all course modules and the final assessment, representing 81.4% of all learner accounts registered for the course.

The second phase is being delivered through the Digital Literacy for All platform at dongnai.binhdanhocvuso.gov.vn, provided by the Ministry of Public Security and made available to the city. For officials, civil servants, public employees, workers and personnel not included in the first phase, access is straightforward through their VNeID electronic identification accounts, either by entering their personal identification number and password or scanning a QR code. No separate account registration is required. The training program follows the multimedia learning materials package (Volume 1), transferred by the National Assembly Standing Committee. By the end of October 2026, approximately 59,400 learners had accessed the platform using their VNeID accounts, with more than 45,500 having completed the course.

In the coming period, the Department of Science and Technology will continue to monitor the learning progress of officials, civil servants, public employees and workers on both platforms currently in use. It will also make the necessary preparations to organise the “Dong Nai Digital Citizen” contest following the learning activities on the platforms, as planned. In addition, the department will closely oversee the operation of the electronic certificate issuance system for learners who have successfully completed the first-phase course with outstanding results, ensuring accuracy, transparency and maximum convenience for learners.
