Enhancing efficiency of smart urban management

Accelerating data integration into the city IOC

The city's IOC center integrates, utilizes, and visualizes data for monitoring and supervision, while supporting the city's leaders in directing and administering operations. The IOC system has developed dashboards to monitor and consolidate information and provide data to support the city's management and administration.

According to the Department of Science and Technology (DoST), departments and agencies have actively and proactively coordinated with the DoST to integrate and synchronize data with the city IOC, ensuring timely support for monitoring and direction by leaders of the City People's Committee. As of mid-August 2026, the city IOC had integrated and synchronized 118 data groups from 16 departmental-level units and five vertical-sector agencies, with a total of 69 APIs (application programming interfaces) connecting to specialized databases, 24 reporting templates on LRIS, and 25 Excel file templates using the Tool Import utility.

In addition, through the coordination process, 75 new data groups received from departments, agencies, and sectors are being consolidated, analyzed, processed, formatted, and finalized before being integrated into the city IOC. During the integration and synchronization of data with the city IOC, data under the management of communes and wards have also been broken down and allocated across the monitoring and operations (OC) systems. To date, data segmentation has been completed and training and handover conducted for 28 OCs at communes and wards.

At a working session with departments, agencies and relevant units to review progress in connecting data to the city IOC, Member of the Standing Board of the City Party Committee, Vice Chairman of the City People's Committee Le Truong Son stressed that relevant departments, agencies and units must continue to ensure connectivity and provide all necessary data to support direction and administration and meet the leadership and management requirements of city leaders. Particular attention should be paid to resolving outstanding and emerging technical issues and strengthening data connectivity while ensuring regulatory compliance and information security in sectors such as finance, statistics, healthcare, agriculture and the environment.

To improve the efficiency of providing and connecting data on the city's socio-economic development results to the IOC system, the city's Statistics Office and the DOST held a working session at the end of August 2026 to discuss relevant issues. Deputy Head of the Dong Nai Statistics Office Kieu Huu Quang said the office would focus on coordinating with the DOST to provide and connect figures and data groups for specific sectors and indicators reflecting the city's socio-economic development, while ensuring compliance with statistical timelines, methods and relevant regulations.

Applying digital solutions, ensuring information security

The city will concentrate resources on breakthrough platforms and sectors, focusing on four key pillars: digital government, digital economy, digital society and smart urban development. In particular, the city will prioritize the development of smart industrial parks; infrastructure, energy and environmental management; urban infrastructure management; digital technology services; e-commerce; and logistics connected to Long Thanh International Airport.

According to the DoST, the department will focus on implementing tasks related to data synchronization and smart operations; developing data platforms and major digital infrastructure projects, including a centralized data platform (Data Platform/Data Lake) and a data analytics platform to support decision-making; implementing plans to apply the Internet of Things (IoT) and artificial intelligence (AI) in socio-economic sectors; and completing databases connected to the local IOC.

Member of the City Party Committee, Director of the DoST Pham Van Trinh said the city's science and technology sector would review, study and deploy solutions to shift from traditional urban management toward the use of an urban Digital Twin platform and interconnected systems. This would enable close monitoring, automated warnings about environmental pollution and traffic congestion, and support urban planning that more closely reflects real-time conditions.

Alongside the application of digital solutions and modern technologies, data integration and connectivity aimed at smart urban management and development must always go hand in hand with cybersecurity and information security.

Doan Quang Hoa, Director of Solutions at Palo Alto Networks Vietnam, said building an overall security architecture for cybersecurity systems within smart city management and operations plays an important role. Local authorities should prioritize solutions to protect information technology infrastructure and critical data, ensure that systems meet information security levels according to their classification, and satisfy requirements for centralized operations, long-term scalability and the adoption of modern security architectures.
