Impetus for Dong Nai’s breakthrough in new era

The Resolution of the 14th National Party Congress calls for strongly inspiring patriotism, the aspiration for development, solidarity, self-reliance, confidence, resilience and national pride, while harnessing the power of culture and people as endogenous resources and powerful drivers of development.

For the Party Committee, authorities and people of Dong Nai City, understanding and implementing the spirit of the 14th National Party Congress Resolution is not only a top political priority but also a “key” to removing bottlenecks, expanding development space and turning potential into reality, thereby building Dong Nai into a green, prosperous, civilized and modern city.

Harnessing internal strength

Vietnam’s revolutionary history has demonstrated that every great national victory has resulted from a harmonious combination of internal and external strengths. In the current context, the Resolution of the 14th National Party Congress has elevated the concept of these two sources of strength to new heights, giving them more specific and practical meaning.

Accordingly, national strength is first and foremost the endogenous strength of the country and each locality. It encompasses patriotism, self-reliance, national solidarity, the mettle and intellect, cultural identity and continuous creativity of the Vietnamese people.

The strength of the times lies in global trends toward peace, cooperation and development; major advances associated with the Fourth Industrial Revolution, the knowledge economy and digital transformation; and deeper international integration and broader international relations.

In Dong Nai, national strength is reflected in the dynamism and willingness of officials to think boldly and act decisively, the aspirations of businesses to advance, and the people’s confidence and consensus. The city possesses a rare combination of strategic advantages, including its economic scale, population, infrastructure, natural resources, rich history and distinctive culture. Most importantly, Dong Nai has strong human resources, governance capacity and the strength of the great national unity bloc. These resources are being translated into tangible results.

At the third-quarter 2026 press and publishing briefing, Pham Tuan Anh, Deputy Director of the Department of Finance, reported that Dong Nai’s GRDP was estimated to have grown by 10.01% in the first nine months of 2026, ranking 12th among the country’s 34 provinces and cities. State budget revenue reached VND79.894 trillion, equivalent to 80% of the estimate assigned by the Government and the City People’s Council. Domestic investment attraction was estimated at VND865 trillion, marking a breakthrough that far exceeded the full-year plan. Foreign direct investment (FDI) attraction was estimated at USD2.5 billion, maintaining positive growth momentum.

Thai Bao, Deputy Secretary of the City Party Committee and Head of its Organization Commission, said Dong Nai had set ambitious economic growth targets, aiming for GRDP growth of 11% and state budget revenue of VND150 trillion. To achieve these goals, the Standing Board and Standing Committee of the City Party Committee, together with the Executive Committee of the City Party Committee, have adopted a decisive approach to leadership and implementation. The Standing Committee of the City Party Committee has established working groups and assigned its members to take direct responsibility for directing, monitoring, inspecting and urging the implementation of the city’s key tasks.

Public investment disbursement across the city has shown positive progress. Numerous transport infrastructure projects aimed at strengthening inter-regional links have been launched, had groundbreaking ceremonies or reached technical traffic opening, creating breakthroughs in infrastructure development.

Vien Hong Tien, Member of the City Party Committee, Secretary of the Chon Thanh Ward Party Committee, said the ward had achieved a 100% disbursement rate for its 2026 public investment capital. Site clearance for two expressway projects—the Ho Chi Minh City–Thu Dau Mot–Chon Thanh Expressway and the Gia Nghia–Chon Thanh section of the Western North–South Expressway—had also met the required targets. On September 30, the ward handed over 100% of the land required for the Ho Chi Minh City–Thu Dau Mot–Chon Thanh Expressway project. The project affects 77.2 hectares of land, comprising 234 land parcels.

Seizing opportunities for a breakthrough

Alongside capital, infrastructure and technology, public trust, consensus and a sense of responsibility among residents are essential to realizing major projects. Dong Nai is facing a historic opportunity. It became a city on April 30, 2026; the Politburo issued Resolution No. 16-NQ/TW on building and developing Dong Nai City through 2035, with a vision to 2065; and the National Assembly passed the Urban Development Law on August 24, 2026. Numerous expressways and ring roads have already been opened to traffic or are under construction. In particular, Phase 1 of Long Thanh International Airport is preparing to commence commercial operations in late 2026 and is expected to provide a major impetus for Dong Nai’s continued development.

Ton Ngoc Hanh, Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee, Chairwoman of the Dong Nai City People’s Council, said Resolution No. 16-NQ/TW had opened up a new vision, a new position, new development space and new opportunities for Dong Nai. The Urban Development Law provides additional legal tools for turning that vision into reality. “However, opportunities only become reality through action. The central government has placed its trust in us and paved the way. Dong Nai’s task is to proactively seize opportunities, turn vision into action, potential into resources, and resources into concrete projects and tangible development outcomes,” she said.

In recent years, city leaders, agencies and organizations, together with officials, Party members, civil servants, public employees and workers, have embraced the principle of working “until the job is done, not until working hours end,” including on weekends and public holidays. This spirit is being translated into action through the special 500-day-and-night emulation campaign, themed “Solidarity – Discipline – Efficiency – Breakthrough: Building a Civilized and Modern Dong Nai,” under Resolution No. 05-NQ/TU dated May 1, 2026, issued by the Executive Committee of the City Party Committee.

All heads of Party committees, agencies and units have signed commitments to implement projects and tasks within their respective jurisdictions as part of the campaign. As of September 30, 2026, the Vietnam Fatherland Front Committee of Dong Nai City and 99 Party committees directly under the City Party Committee had registered 821 projects, undertakings and tasks with the Executive Committee of the City Party Committee under the 500-day-and-night campaign pursuant to Resolution No. 05-NQ/TU. Of these, 228 projects and undertakings had been completed, representing 27.77%.

At a conference on implementing the Politburo’s Resolution No. 16-NQ/TW, Ton Ngoc Hanh, Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee, Chairwoman of the Dong Nai City People’s Council, called on every Party committee, Party organization, agency, unit, official and Party member to translate the resolution into specific tasks, clear responsibilities and tangible results. She also urged businesses and residents to work together and contribute to the city’s development.

When officials demonstrate a strong sense of responsibility, solidarity and cohesion within the Party and among the people is strengthened by a shared determination to advance, and when Dong Nai’s traditions, culture and human strengths are combined with knowledge, science and technology, and the achievements of the modern era, the aspiration for development can become a powerful endogenous resource.

This will provide the foundation for Dong Nai City to unlock new development spaces, achieve rapid and sustainable growth, and contribute to the national goal of enabling Vietnam to rise to new heights in the new era, in line with the spirit of the Resolution of the 14th National Party Congress.
