Since its issuance, Directive No. 07 has attracted widespread attention from officials and Party members, who have actively studied its key provisions and the new features introduced compared with previous directives.
Key contents of Directive No. 07
Directive No. 07 requires Party committees, Party organizations, authorities, the Vietnam Fatherland Front (VFF), socio-political organizations, and all Party members and officials to strengthen leadership in studying and practicing Ho Chi Minh's thought, morality, methodology and style, identifying this as a regular and essential task of the entire political system and every Party member. The directive also calls for greater awareness of the need to preserve and promote Ho Chi Minh's legacy, an invaluable spiritual asset of the Party and the nation, embodied in his life, revolutionary career, thought, morality, methodology and leadership style. It serves as an important source of strength and motivation for fulfilling the country's strategic development goals in the new era.
Studying and practicing Ho Chi Minh's teachings must be closely associated with exemplary conduct, public service ethics and scientific, democratic and people-centred working methods. The directive also highlights the supervisory role of the VFF, socio-political organizations and the public in overseeing the ethical conduct, lifestyle and exemplary role of Party members and officials, while using work quality, performance and the satisfaction of citizens and businesses as key indicators for evaluating implementation.
The study and practice of Ho Chi Minh's thought, morality, methodology and style must also be integrated into leadership culture, public service culture, official conduct and administrative responsibility. At its core is the creative application of his thought to the implementation of key tasks and strategic breakthroughs in each locality, agency and organization.
The directive stresses that practicing Ho Chi Minh's teachings begins with cultivating political courage and an innovative mindset, encouraging officials to think boldly, act decisively, take responsibility, confront difficulties and challenges, and act in the public interest while removing bottlenecks and unlocking development resources in a timely manner.
It also calls for the practice of democratic, scientific, efficient and people-oriented working methods, together with the building of a contingent of dedicated, upright and selfless officials and Party members committed to serving the nation and the people. At the same time, it requires the timely replacement of officials who avoid responsibility, lack the courage to innovate or fail to make decisions in the public interest.
Directive No. 07 also links the study and practice of Ho Chi Minh's teachings with patriotic emulation movements, aiming to inspire aspirations for national development, self-reliance, confidence and national pride among officials, Party members and the public in fulfilling socio-economic development, national defence, foreign affairs and Party-building tasks.
The directive places particular emphasis on the exemplary role of Party members, especially leaders at all levels, beginning with members of the Politburo, the Party Central Committee’s Secretariat and the Party Central Committee. Exemplary conduct must become a key leadership approach, helping strengthen credibility, promote responsibility and reinforce public trust in the Party and the political system.
Another notable feature of Directive No. 07 is its shift from monitoring action plans and individual commitments to evaluating actual performance, including the effectiveness of political task implementation, the resolution of pressing public concerns, public satisfaction and improvements in public service ethics and accountability. It also calls for determined efforts to eliminate formalism and inaccurate reporting in studying and practicing Ho Chi Minh's teachings.
Greater emphasis on practice and methodology
Pham Van Hoang, Permanent Vice Chairman of the Dong Nai Literature and Arts Association, said he had been directly involved in studying, disseminating and implementing directives and conclusions of the Politburo on studying and following President Ho Chi Minh. These include Politburo Directive No. 06-CT/TW, dated November 7, 2006 on launching the campaign “Studying and following President Ho Chi Minh's moral example; Politburo’s Directive No. 03-CT/TW, dated May 14, 2011; Politburo’s Directive No. 05-CT/TW, dated May 15, 2016 on promoting the study and following of Ho Chi Minh's thought, morality and style; Politburo’s Conclusion No. 01-KL/TW, dated May 18, 2021, on continuing the implementation of Directive No. 05; and now Directive No. 07.
According to Hoang, all of these directives and conclusions share the common objective of cultivating revolutionary ethics and encouraging officials, Party members and the public to follow President Ho Chi Minh's example. Each new directive builds upon its predecessors while introducing higher and more specific requirements suited to the country's evolving development needs.
According to the CPC’s Commission for Information, Education and Mass Mobilisation, under the implementation of Conclusion No. 01, Party organisations and grassroots Party cells across the city have developed exemplary models of studying and following Ho Chi Minh each year for wider replication. To date, more than 3,800 such models have been developed and replicated across Dong Nai, from the city level to grassroots organisations.
The most significant innovation of Directive No. 07 is its shift from the concept of "studying and following" Ho Chi Minh to "studying and practicing" his teachings. In addition to thought, morality and style, the directive also introduces "Ho Chi Minh's methodology" as a new focus. This reflects the requirement that learning should go beyond awareness and be translated into concrete action and scientific working methods that stay close to the people, remain grounded in practical realities and encourage initiative, responsibility and dedication to the common good.
"The core of Directive No. 07 is that practical effectiveness and service to the people should become the benchmark for evaluating the study and practice of Ho Chi Minh's thought, morality, methodology and style. It not only builds on previous directives but also marks a new step forward in both awareness and action, meeting the requirements for building a contingent of officials capable of serving the country in the new stage of development," Hoang said.
Highlighting the significance of the directive, Ha Anh Dung, Member of the CPC’s Standing Board, Permanent Vice Chairman of Dong Nai VFF Committee, recently urged Party advisory bodies to promptly organize the study, dissemination and implementation of Directive No. 07 at the Party Committee's six-month review conference.
He noted that Directive No. 07 introduces two particularly noteworthy concepts: "practice" and "methodology." Practice is the truest measure of learning, while "Ho Chi Minh's methodology" reflects not only the late leader's ideological and moral values but also his leadership style, working methods and approach to solving practical problems. In today's context, as national and local governance becomes increasingly modern, the creative application of Ho Chi Minh's methodology is of particular practical significance.
