The implementation of the two-tier local government model is entering a phase that demands higher operational quality. The ultimate goal is not merely a streamlined apparatus, but one that operates with greater performance, efficiency and effectiveness.
To realize this objective, one of the decisive factors remains the pool of cadres, civil servants, and public employees. In the context of ever-growing workloads and demands for faster and more precise task resolution, with many cadres, civil servants, and public employees required to take on multiple responsibilities simultaneously, enhancing digital capacity is no longer an option but an imperative. This serves as a fundamental solution to boost labor productivity, alleviate workplace pressure, and improve the quality of public services.
Recognizing this need, Dong Nai has introduced a range of initiatives to enhance the digital capabilities of its civil servants and public employees. Training programs on the use of workplace software, digital skills, and artificial intelligence (AI), together with the widespread implementation of the Digital Literacy for All campaign, have gradually equipped government personnel with the knowledge and skills needed to effectively utilize digital platforms in providing public services. These efforts have helped modernize working methods, improve administrative efficiency, and enhance public service delivery.
In particular, the city's approval of the Digital Transformation Human Resources Development Scheme for 2026–2030, has underscored its determination to build a workforce capable of meeting the demands of a new development era. The scheme aims to develop a well-structured digital workforce with the expertise required to operate the two-tier local government system in a modern manner, while also laying the foundation for enhancing the growth of the digital economy and digital society. By 2030, the target is for 100% of cadres, civil servants, public employees, and workers in the public sector to receive training in digital skills, data analysis, and cybersecurity, develop digital transformation literacy and become proficient in utilizing digital platforms and services for their work.
Furthermore, the fact that many wards and communes have proactively organizedtraining on AI applications for routine taskssuch as document drafting, planning, compiling reports, effectively utilizing online public services, applying digital signatures, and heightening cybersecurity awareness has gradually enabled commune-level public workforce to master AI tools in daily operations. This not only eases the workload for officials, civil servants and public employees but also makes administrative services more convenient and transparent for citizens while shortening administrative procedure processing times—a model that should therefore be replicated across all local wards and communes.
Addressing bottlenecks in digital transformation during the implementation of the two-tier local government model and strengthening the digital competencies of civil service workforce are among the city's highest priorities in advancing administrative reform alongside digital transformation and the development of digital government and smart government.
Therefore, building a contingent of cadres, civil servants and public employees who are competent, proactive, accountable, digitally skilled, and capable of mastering new technologies is a prerequisite for improving state governance in the new era. This is not only an immediate necessity for enhancing the effectiveness of the two-tier local government system but also a long-term foundation for building a modern, professional, enabling, and citizen-centered public administration.
