Dong Nai officially became a city on April 30, 2026. Throughout the process, the city's information, education, and mass mobilisation work played a pivotal role in securing broad public support, significantly contributing to Dong Nai's transformation into a city and its emergence as a new growth pole of the Southeast region.
Proactive in policy communication
Member of the Standing Board of the City Party Committee, Head of the Commission for Information, Education and Mass Mobilization of the Dong Nai City Party Committee Duong Minh Dung said that to build consensus among officials, Party members and the public regarding the establishment of the city, the Standing Board of the City Party Committee formed working groups that directly engaged with local communities. These teams closely monitored grassroots developments, held dialogues with residents, conducted communication and public outreach campaigns, promptly addressed concerns and answered questions raised by the people. At the same time, the city mobilized its network of official speakers, grassroots propagandists, public opinion collaborators and the political system to guide public awareness and foster unity in both understanding and action.

It was this approach — going to each locality, reaching each target group and addressing each specific issue—that helped realize the goal of building Dong Nai into a city. The effectiveness of this approach was reflected in overwhelming public support: 99.5 per cent of voters endorsed the proposal to establish Dong Nai City, 99.7 per cent approved the establishment of new wards, and 100 per cent of People's Councils at all levels voted in favor of the proposals. These figures represent more than statistical approval rates; they demonstrate a strong convergence between the Party's policies and the people's aspirations, underscoring the important role of information, education, and mass mobilisation work in implementing major Party initiatives.
The Commission for Information, Education and Mass Mobilization also advised the city to launch a comprehensive communication campaign before, during and after the establishment of Dong Nai City, following the principle that communication should lead the process and continue throughout implementation.
Dong Nai coordinated with 98 central and local media agencies, producing more than 800 news reports, feature articles and special programs covering the city's establishment process. Across digital platforms, more than 15,000 news items and articles were published, attracting over 15 million views and interactions. Meanwhile, all wards and communes simultaneously carried out communication campaigns through grassroots broadcasting systems, social media and various forms of visual publicity.
To translate the National Assembly's Resolution establishing Dong Nai City into concrete action, the Commission advised the City Party Executive Committee to launch a special 500-day-and-night emulation campaign under the theme: "Unity – Discipline – Efficiency – Breakthrough, Building a Civilized and Modern Dong Nai." The campaign aims to strengthen public awareness and foster broad social consensus throughout the city's development process.
Member of the Standing Board of the Dong Nai City Party Committee, Standing Vice Chairman of the Vietnam Fatherland Front (VFF) Committee of the Dong Nai city Ha Anh Dung said that, with a view to ensuring the success of the campaign, the municipal VFF Committee and socio-political organizations have intensified public communication and mobilization efforts to create widespread enthusiasm for the emulation campaign across society. They are also promoting their roles in public supervision and social criticism to help build a people-centered administration while ensuring that all residents benefit from the city's development achievements.
Mobilizing the strength of great national unity
As part of its efforts to help build Dong Nai into a city and a new growth engine for the Southeast region, information, education, and mass mobilisation work has also focused on strengthening the great national unity and mobilizing social resources for development.
The city currently maintains more than 4,000 "Skilful Mass Mobilization" models, including 121 exemplary models officially recognized at the provincial level (now city level) in 2025. These initiatives have helped modernize public services, improve governance efficiency and strengthen public trust in Party committees and local authorities.
Typical examples include the “Friendly Government, Serving the People” model of the Phu Hoa Commune People's Committee; the “Wednesday - Fast and Streamlined Administration for the People” model of the Tri An Commune People's Committee; the "Building Great Unity among Residential Communities and Catholic Parishioners of Bao Dinh Hamlet” model by the Party Cell of Bao Dinh Hamlet, Xuan Dinh Commune; the “For the common good, even golden land is donated” model of the Dong Xoai Ward People's Committee; and ‘Skillfully Mobilizing Residents to Donate Land for the Construction of Rural Roads’ of the Party Cell of Thanh Hai Quarter in An Loc Ward. These successful models clearly demonstrate that the most effective form of communication comes through practical actions, visible results and meaningful improvements to people's daily lives.
Dong Nai is home to diverse ethnic and religious communities, with ethnic minority groups accounting for around 12 per cent of the population and religious followers representing approximately 60 per cent of the city's residents. Against this backdrop, the Commission advised the city Party Executive Committee to issue two specialized resolutions on ethnic and religious affairs, providing an important political foundation for implementing Party policies in accordance with local realities. Based on these resolutions, the city has intensified outreach to religious dignitaries, clergy, village elders, community leaders and ethnic minority residents, encouraging them to actively participate in patriotic emulation movements and work alongside Party committees and local authorities in carrying out the city's political tasks.
Over recent years, Dong Nai has mobilized more than VND700 billion to support disadvantaged residents.
At the recent conference reviewing information, education and mass mobilization work during the first six months of 2026, Politburo Member, Secretary of the Party Central Committee, Head of the Party Central Committee's Commission for Information, Education and Mass Mobilization Trinh Van Quyet emphasized that information, education and mass mobilization work in the new context must: "Speak briefly, speak sufficiently, go straight to the point, be grounded in scientific evidence, and communicate in ways that are easy to understand and easy to implement." He stressed that the sector should continue strengthening ideological work and policy communication to reinforce unity within the Party and build consensus across society, thereby directly supporting the country's growth and development objectives.
Dong Nai has also developed a digital communications ecosystem, comprising thousands of official social media pages operated by government agencies, organizations and local authorities. These platforms have published hundreds of thousands of posts countering false, distorted and malicious information related to Party and State policies while actively promoting official and positive information in the spirit of “using the good to eliminate the bad.’
In particular, the city's information, education and mass mobilization work has focused on inspiring aspirations for development while promoting Dong Nai's cultural values and spiritual strength.
Following the official announcement ceremony marking the establishment of Dong Nai City on May 18, 2026, the Commission advised the city to organize an extensive political awareness campaign alongside the epic art program "Dong Nai – The Spirit of the South Rising With the nation," as well as numerous related activities. These initiatives have helped strengthen the spiritual foundation of society, reinforce public confidence, inspire aspirations for development and create important internal momentum for building a "Civilized – Modern – Happy" Dong Nai in the new era.
