Maximizing all resources to achieve growth targets

Discussion Group No. 4 of the Dong Nai City People's Council convened on the morning of July 3 to prepare for the Council's mid-year regular session. The meeting was chaired by Nguyen Cao Cuong, Party Secretary and Chairman of the People's Council  of Dinh Quan commune.

The meeting was attended by Nguyen Minh Hoi, Head of the City Party Committee (CPC)’s Internal Affairs Commission; Ho Van Ha, Vice Chairman of the Dong Nai People's Committee; together with leaders of municipal departments and agencies.

Ensuring comprehensive development

During the discussion, delegates reviewed and assessed the city's socio-economic performance in the first six months of 2026, while proposing practical and innovative solutions to strengthen growth drivers and help Dong Nai achieve double-digit GRDP growth by the end of the year. They also reaffirmed the goal of disbursing 100 percent of the city's public investment capital in line with the Government's target.

Delegates also proposed measures to stimulate production and business activities, support enterprises and accelerate land auctions to generate additional budget revenue and mobilize greater resources for infrastructure investment. Meeting this year's budget revenue target, particularly the VND150 trillion goal assigned by the CPC’s Standing Board, will require strong determination during the remainder of the year.

In the areas of socio-cultural development, science and technology, delegates recommended further strengthening disease prevention and control, while mobilizing social resources to invest in cultural infrastructure, particularly new cultural facilities commensurate with Dong Nai's status in the new period. They also called for greater investment in education to improve the quality of the city's human resources, along with preferential policies for students and ethnic minority communities, especially those living in border communes.

Regarding public security and traffic safety, delegates praised the city's achievements in crime prevention and maintaining political security and social order, highlighting progress in combating drug-related crimes and counterfeit goods. At the same time, they urged authorities to intensify inspections on major transport routes with high accident rates in order to further reduce traffic accidents.

Attracting high-quality human resources

Discussing policies to attract high-quality human resources, Dang Anh Tuan, Director of the Dong Nai Department of Education and Training (DoET), said future incentive policies should be maintained at or above previously approved levels to remain competitive and effective.

Tuan noted that in April 2026, the former Dong Nai provincial People's Council, now Dong Nai City People's Council, adopted Resolution No. 05/2026/NQ-HĐND, introducing preferential policies to attract high-quality personnel to Dong Nai University during the 2026-2030 period. The policy has already begun to yield positive results, enabling the university to recruit a significant number of lecturers with doctoral degrees, including several young associate professors in the field of education.

Regarding the reorganization of the public school network, Dang Anh Tuan said the Ministry of Education and Training issued a directive on June 30 calling for the restructuring of kindergartens, general education schools and vocational-continuing education centers nationwide, with Dong Nai selected as one of the pilot localities.

Under the plan, Dong Nai will be required to reduce the number of public preschools and general education institutions by at least 30 percent by April 1, 2027. Given that Dong Nai currently has 1,101 public educational institutions, the city will need to reduce this number by around 400. The pilot phase is scheduled for completion by August 30, 2026, with the newly reorganized schools beginning operations and stabilizing teaching activities before September 5.

Defining accountability for site clearance

Commenting on key socio-economic development priorities, Vice Chairman Ho Van Ha reaffirmed that Dong Nai's target of achieving double-digit growth in 2026 remains unchanged and will require even stronger determination and more concrete action across all sectors. He noted that public investment disbursement had reached 41.56 percent, exceeding the national average and ranking behind only Ha Noi and Hai Phong. With drastic direction from the CPC’s standing members, the city People’s Committee remains committed to achieving a 100 percent public investment disbursement rate by the end of the year.

Ha added that three major transport infrastructure projects surrounding Long Thanh International Airport would break ground in early July, providing one of the key drivers for accelerating public investment disbursement. At the same time, the city has introduced comprehensive measures to accelerate site clearance. Under directives issued by the CPC’s standing members, Party secretaries of communes and wards must serve as heads of local steering committees responsible for both site clearance and public investment disbursement. In addition, the city has promulgated new regulations on land valuation, helping remove one of the major obstacles facing local authorities in compensation and land clearance.

Vice Chairman Ho Van Ha affirmed that the city would closely monitor public investment disbursement on a daily basis, particularly for large-scale and strategic projects. The City People’s Committee will also expedite the issuance of streamlined investment procedures to shorten project preparation time. Most importantly, once investors have been selected through the bidding process, the city must ensure that unresolved site clearance issues do not delay project implementation.
