As one of Vietnam’s leading industrial hubs, Dong Nai is home to hundreds of thousands of workers from across the country. The city has long regarded improving the welfare of workers and employees as not only a social security responsibility but also a key solution to drive sustainable development. Alongside efforts to create jobs and raise incomes in recent years, local authorities have introduced numerous policies to improve employees’ living conditions. However, amid rising living costs and growing expectations for a better quality of life, many workers continue to face significant challenges.
This reality continued to be reflected during a recent dialogue between the leaders of Dong Nai City Federation of Labor and grassroots Trade Unions at businesses. In addition to raising issues related to wages and workplace conditions, workers emphasized the need for greater access to social housing, public schools, and healthcare facilities located near industrial parks. These essential needs directly affect workers’ quality of life and their long-term commitment to both employers and the locality.
Addressing these challenges has already been identified as a priority in the Action Program of the Dong Nai Provincial Party Committee’s Executive Board (now Dong Nai City Party Committee’s Executive Board) implementing the Resolution of the First Dong Nai City Party Congress for the 2025–2030 term. The program aims to ensure that cultural, educational, healthcare, and social welfare development keeps pace with economic growth, improve people's material and spiritual well-being; develop a resolution on expanding social housing for workers, low-income earners, and vulnerable groups, while improving quality of employment, social insurance, healthcare, education, and cultural services.
These strategic directions provide the foundation for municipal departments, agencies, and local authorities to develop practical programs and projects tailored to local needs. Initial results have been encouraging. In the first six months of 2026 alone, Dong Nai launched construction on nine social housing projects comprising more than 12,000 apartments. The city also approved plans to build a new public high school in Trang Dai Ward, an area with a large concentration of industrial workers and employees.
Despite this progress, demand for social housing, public schools, healthcare services, and cultural facilities among workers in industrial parks remains substantial. Accelerating investment in educational infrastructure, together with housing, healthcare, and community facilities, will be essential to strengthening the social welfare system, easing the burden on workers, and ensuring a stable labor force to support industrial development.
Beyond social welfare infrastructure, Dong Nai is also among the first localities to implement a program of free periodic health check-ups and screenings for residents under the spirit of Politburo’s Resolution No. 72-NQ/TW. This policy helps improve quality of community healthcare, including for industrial workers and employees.
At the same time, Trade Unions and the business community are encouraged to further strengthen support for employees by expanding effective initiatives, namely the Trade Union Shelter, Trade Union Bus Trip, and Trade Union Meal. Continued efforts to improve working conditions, broaden welfare programs, and enhance workers’ physical and mental well-being will help build trust and motivate employees to remain committed to their employers.
The quality of employees’ lives cannot be measured solely by income. It also depends on accessibility to housing, education, healthcare, cultural opportunities, and other essential public services. Continuing to strengthen the social welfare ecosystem for workers is therefore an investment in human capital—and a decisive factor in enhancing Dong Nai’s competitiveness and ensuring its long-term sustainable development. When employees have stable housing and comprehensive support, they are better positioned to build their futures, contribute productively, and support Dong Nai’s vision of becoming a modern, fast-growing, and sustainable city.
