Contributing to building a self-reliant and resilient economy

As a key supplier of inputs for critical sectors including construction, transportation, energy, mechanical engineering, electronics, textiles, footwear, semiconductors, healthcare and other high-tech industries, the materials industry serves as the backbone and is widely regarded as one of the key indicators used to assess the strength and quality of a country's economy.
The global supply chain disruptions experienced during the COVID-19 pandemic, particularly in the materials sector, further underscored the materials industry's fundamental role.

As a developing country deeply integrated into global supply chains, Vietnam has, in recent years, placed strong emphasis on advancing the materials industry in particular and supporting industries in general through a series of strategic Party and State resolutions. In particular, Resolution No. 29-NQ/TW, adopted on November 17, 2022, at the Sixth Plenum of the 13th Party Central Committee on accelerating the national industrialization and modernization through 2030, with a vision to 2045, states that one of guiding principles is to carry out industrialization and modernization through a clear roadmap with focused and targeted implementation, while prioritizing resources and adopting appropriatebreakthrough mechanisms and policiesto support the development of growth poles, and a number of foundational, priority, spearhead and supporting industries as well as high value-added service sectors.

Meanwhile, Resolution No. 57-NQ/TW, issued by the Politburo on December 22, 2024, on breakthroughs in the development of science, technology, innovation and national digital transformation, states that one of its key tasks and solutions is to prioritize the development of modern energy infrastructure, particularly new and clean energy, while ensuring energy security to support scientific and technological advancement and strategic industries. The resolution also calls for strictmanagement and effective utilization of the country's mineral resources, especially rare earth, to strengthen the development of science, technology and innovation. In line with these strategic directions, the Ministry of Industry and Trade is currently drafting the Strategy for the Development of Vietnam's materials industry to 2030, with a vision to 2045.

As a leading industrial development hub of the country, Dong Nai City consistently grasps and strictly implements the guidelines and policies of the Party and the State on developing supporting industries in general and the materials industry in particular. The Resolution of the 1st Congress of the Party Committee of Dong Nai Province (now Dong Nai City) for the 2025–2030 tenure identified core economic tasks in the coming period. This includes the synchronized deployment of solutions to drive two main growth engines: industrial development and service development. For industrial development, the City Party Committee emphasized that the core priority lies in attracting strategic, next-generation investors, filling existing industrial parks, and continuing to draw investment into potential industrial parks, with priority given to high-tech, green, and supporting industries. Notably, Dong Nai is steering the development of all economic sectors, including the materials industry, toward alignment with the digital economy, green economy, circular economy, sharing economy, and knowledge-based economy.

Achieving the city's objectives for developing the materials and supporting industries will require not only the concerted efforts of the entire political system of Dong Nai City in implementing the proposed tasks and solutions, but also greater dynamism and self-reliance from the business community in production and business activities. Ultimately, the success of each enterprise will contribute to the collective strength needed to build an increasingly self-reliant and resilient national economy.
