Dong Nai introduces incentives to enhance quality of officials, civil servants and public employees

At its third session, the first Dong Nai City People's Council  for the 2026–2031 term, adopted a Resolution introducing a unified policy on professional training and development for officials, civil servants, public employees and non-specialized personnel across the city.

The Resolution aims to unify professional training and development policies following the merger of provincial-level administrative units while translating central government regulations into a consistent framework for citywide implementation. It provides a legal foundation for building a public workforce capable of meeting the demands of the new development period.

Unified policy after administrative restructuring

Following the reorganization of provincial-level administrative units under National Assembly Resolution No. 202/2025/QH15, Dong Nai City continued to apply two separate personnel training and development policies previously issued by the former provinces of Dong Nai and Binh Phuoc. As neither policy had been adopted for unified implementation in the city after the merger, the continued implementation of both policies is no longer appropriate to the city's new administrative arrangement.

This requires the issuance of a unified resolution to implement to implement a professional training and development policy across the city, ensuring consistency while responding to practical requirements following the administrative restructuring.

Nguyen Thanh Thuyen, Head of the Legal Affairs Committee of the Dong Nai People's Council (LAC), said issuing the Resolution was both necessary and in accordance with current regulations. It would help ensure consistency throughout the legal system while clearly defining the responsibilities of agencies, organizations and units responsible for implementing professional training and development programs.

Dang Thanh Hoang, Deputy Director of the Department of Home Affairs, said the Resolution is intended to improve the professional qualifications and capabilities of officials, civil servants and public employees throughout the city's political system, contributing to the development of a professional, service-oriented, effective and efficient public administration.

He added that the Resolution inherits provisions that remain appropriate while introducing new regulations to ensure consistency with the Party's guidelines and the current legal framework.

Following the LAC's appraisal, the drafting agency revised and finalized the draft resolution before submitting it to the Dong Nai People's Council for approval.

In addition to unifying policies after the administrative restructuring, the Resolution clearly defines eligible beneficiaries, training principles and support mechanisms. Training programs will be organized based on professional ranks, job titles, leadership positions, job positions and the city's human resources development needs.

The resolution also places greater emphasis on developing high-quality human resources, promoting the application of science, technology and artificial intelligence in professional training programs for civil servants and public employees, encouraging lifelong learning and strengthening decentralization in job posision-based professional development.

Alongside creating favorable conditions for officials, civil servants, public employees and non-specialized personnel to participate in training, the Resolution also clearly defines their responsibilities. Accordingly, no individual may be assigned to attend two training programs simultaneously, while those who fail to complete their courses or extend their study period without valid reasons will not be eligible for financial support, except in cases of force majeure as prescribed by law. The provision is intended to enhance participants' sense of responsibility.

Encouraging public workforce to improve professional qualifications

The Resolution also introduces a range of financial support policies designed to encourage officials, civil servants, public employees and non-specialized personnel to pursue further education and improve their professional qualifications.

Accordingly, participants attending full-time training courses lasting one month or longer will receive a meal allowance of VND2 million per person per month. For courses lasting less than one month, trainees will receive VND100,000 per person per day based on their actual attendance.

The Resolution also specifies payment rates for lecturers, guest speakers and teaching assistants, as well as allowances for meals, travel and accommodation in accordance with current regulations. Trainees achieving excellent academic results will also be eligible for commendations. To ensure continuity during the implementation, officials, civil servants and public employees already undertaking postgraduate studies under previous resolutions issued by the former provinces of Dong Nai and Binh Phuoc will continue to enjoy the responsibilities, obligations and rights provided under those policies until they complete their programs.

Where accommodation is not provided by training institutions, trainees will receive rental support of VND3 million per person per month for courses held in cities and VND2 million per person per month for those conducted in provinces. Accommodation expenses for full-time training courses lasting less than one month will be covered under existing regulations on official travel allowances.

Travel support will vary depending on the study locations and types of training. Participants enrolled in intermediate- and advanced-level political theory programs will receive travel allowances of VND4 million and VND6 million per course, respectively, for field study trips.

Tuition fees, learning materials, training service charges and other mandatory expenses payable to training institutions will be reimbursed based on official invoices or contractual agreements in accordance with current regulations. Expenditure items not specifically covered by the resolution will be implemented in line with Ministry of Finance regulations.

For overseas training programs, support levels will vary according to the duration of study and the destination country or region. However, expenses already financed through approved national programs, schemes or projects will not be eligible for additional support.

The Resolution also provides additional financial assistance for several priority groups. Female participants from ethnic minority communities or women raising children under 36 months of age will receive an extra VND1 million per person per month. Women who are not from ethnic minority groups and male ethnic minority participants will receive an additional VND500,000 per person per month when attending full-time training courses lasting one month or longer.

The adoption of the Resolution establishes a unified framework for implementing professional training and development policies across Dong Nai City, helping improve the quality of the city's public workforce and better meet the requirements of the new development period.
