Dong Nai City has become the first locality in Vietnam to boldly implement a social housing rental model, marked by the groundbreaking of the Long Binh Rental Social Housing Project. This innovative approach, which moves beyond traditional social housing policies by allowing eligible residents to rent rather than only purchase or lease-purchase homes, is expected to create a more practical and accessible housing solution for low-income residents and workers. The policy is designed to provide workers and low-income families with stable, affordable housing close to their workplaces.

The Party and State’s decision to recognize rental social housing as a key pillar of social welfare has generated widespread support and optimism, particularly in Dong Nai, one of the country’s fastest-growing industrial and urban centers. Public opinion has highly appreciated the swift response of Dong Nai’s leadership in translating Party General Secretary and State President To Lam’s strategic directions into concrete action. The city’s rapid implementation of a large-scale rental housing project demonstrates its commitment to ensuring that all citizens have access to adequate housing.

This pioneering and timely move also reflects the effectiveness of the newly established two-tier local government model and the city’s transition toward modern urban governance. It aligns with Dong Nai’s broader vision of becoming a modern, civilized, compassionate, and highly livable city while continually improving residents’ living standards. The launch of the project highlights the close coordination among city departments, agencies, and local authorities, guided by the strong leadership of the Standing Board of the City Party Committee, and standing members of the City People’s Committee. The prompt and coordinated efforts also embody the spirit of the special 500-day emulation campaign: “Unity – Discipline – Efficiency – Breakthrough, Building a Civilized and Modern Dong Nai”, serving as a testament to the city’s determination to transform the aspirations for development into tangible actions that directly benefit residents.

Dong Nai’s efforts to remove bottlenecks in social housing development also demonstrate a proactive and flexible approach, helping the locality maintain its leading position nationwide in the number of new social housing units launched since early 2026. The city is determined to successfully implement Decision No. 973/QD-UBND of the municipal People’s Committee, which sets a target of developing 67,000 social housing units by 2030. This objective is also a key priority outlined in the resolution of the Standing Board of the Dong Nai Party Committee.

Not only aiming to retain long-term workers to ensure a high-quality workforce for double-digit growth, driving Dong Nai's strong breakthrough, each social housing for rent unit delivered on schedule and with committed quality is also a step forward affirming the consistent view of the City Party Committee's Executive Board that people are the center of sustainable development, placed within the vision that the ultimate goal of development is for every family to have a truly more prosperous, safer, and happier life.

The Long Binh Rental Social Housing  Project has an initial investment of more than VND 1.361 trillion, funded by the city budget. Public expectations are high that the project’s first phase of approximately 1,000 apartments, launched on June 12, will open a new pathway in which the State plays a leading role in initiating development while encouraging private-sector participation. The shared sense of responsibility could significantly expand the supply of affordable rental housing and help meet the enormous demand that exists throughout Dong Nai City.
