Dong Nai targets at least 30% reduction in administrative processing time

On June 4, Nguyen Thi Hoang, Member of the City Party Committee (CPC) and Vice Chairwoman of the Dong Nai People’s Committee, chaired a conference reviewing the city's administrative reform performance in 2025 and in the first-quarter of 2026.

According to a report presented at the conference, administrative reform efforts in 2025 and in the first quarter of 2026 yielded significant and wide-ranging results. Notable progress continued to be recorded, particularly in administrative procedure reform, digital government development and digital transformation associated with improving services delivered for citizens and businesses. Meanwhile, the restructuring and streamlining of the administrative apparatus, along with the reassignment of officials and civil servants following the merger process, were implemented in a timely and systematic manner.

The streamlining process, which reduced the number of departments and agencies by 50% and specialized divisions by 45%, has laid an important foundation for building a leaner, more effective administrative system. Specially, Dong Nai’s 2025 Administrative Reform Index reached 93.10%, while the Public Administration Satisfaction Index stood at 87.16%. Both indicators ranked third nationwide.

Alongside these achievements, the conference also candidly pointed out a number of shortcomings. Several administrative reform indicators and sub-indicators remained inconsistent and failed to meet expectations. In addition, public investment disbursement in certain sectors and localities remained slow, affecting growth targets, while administrative discipline and accountability among a number of officials and civil servants were not consistently maintained.

Concluding the conference, Vice Chairwoman Nguyen Thi Hoang acknowledged and commended the efforts of departments, agencies and local authorities in implementing administrative reform, particularly units handling large volumes of administrative dossiers while ensuring service quality delivered for citizens and businesses. At the same time, she urged all departments, sectors and localities to continue implementing administrative reform tasks decisively to ensure the effective operation of the two-tier local government model.

In particular, agencies and localities were requested to thoroughly implement the special 500-day-and-night emulation campaign themed “Solidarity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai,” launched under Resolution No. 05-NQ/TU of the City Party Committee’s Executive Board.

The Office of the City People’s Committee was assigned to take the lead in advising on directives and action plans for a peak campaign on administrative procedure control. Under the plan, the city aims to shorten processing times by at least 30% for administrative procedures eligible for review and simplification, helping ease burdens on citizens and businesses while improving the investment climate and supporting economic growth.

The Vice Chairwoman also called for stricter administrative discipline and greater accountability among agency heads in leadership, direction and task implementation. She emphasized that administrative reform performance and public investment disbursement results should be regarded as key criteria in evaluating the performance of agencies, units and their leaders. Officials who delay work, evade responsibility or hinder implementation progress will face strict disciplinary measures.

Furthermore, she stressed that citizens and businesses must remain at the heart of public service delivery, with public satisfaction serving as the key benchmark for governance quality and administrative reform effectiveness.

The city will continue modernizing governance methods, promoting decentralization and delegation of authority in tandem with stronger inspection and supervision mechanisms, while accelerating the application of science and technology and digital transformation in management, administration and public service delivery. Meanwhile, agencies were instructed to urgently review criteria and component indicators that remained weak in the 2025 Administrative Reform Index and develop corrective measures to maintain and improve performance in 2026.

On the occasion, Vice Chairwoman Nguyen Thi Hoang awarded certificates of merit to 18 collectives and 16 individuals for their outstanding contributions to administrative reform in 2025. The DoST also presented certificates to three collectives that won prizes in the 2025 online contest on digital transformation and administrative reform in Dong Nai province (now Dong Nai City).
