Building mechanisms for Dong Nai’s quantum leap

According to a conclusion notice issued by the Office of the Party Central Committee, Party General Secretary and State President To Lam has approved the policy of drafting a National Assembly resolution on special mechanisms and policies for the development of Dong Nai City.

He also assigned the Party Committee of the National Assembly, the Party Committee of the Government, and the Standing Board of the Dong Nai City Party Committee to urgently direct the drafting process for submission to the National Assembly for consideration and approval within 2026.

This strategic stepping stone marks an important legislative foundation for Dong Nai as it has recently become a city, responding promptly to urgent practical needs and meeting the expectations of the local Party Committee, government, people, and business community. The message, which resonates with public sentiment, has also strengthened confidence and motivation for the citywide 500-day-and-night special emulation campaign, which is entering its first peak phase, focusing on tightening discipline, addressing delays, removing bottlenecks, and delivering tangible results and concrete outcomes.

Today, Dong Nai City holds an especially strategic position for the whole country, particularly in terms of population scale, economic capacity, and state budget contributions, which have increased significantly compared to the period before administrative restructuring. The region’s socio-economic development potential is expanding rapidly as strategic transportation infrastructure systems are being developed in a synchronized, modern, and interconnected manner. As one of the nation’s key economic growth engines, Dong Nai is setting higher development standards for itself, positioning Long Thanh International Airport as the nucleus for restructuring sustainable development space. Therefore, the city needs to soon establish a series of special mechanisms and policies related to state management in areas such as state budget affairs, planning, investment, land management, construction, organizational structure, urban governance, environment, science and technology, innovation, border economy development, and the establishment of a free trade zone.

Appropriate, practical, and leverage-driven policies will help Dong Nai address obstacles from multiple fronts, eliminate longstanding bottlenecks, overcome internal limitations, and promote more effective socio-economic growth. As the city accelerates large-scale projects in urban redevelopment and infrastructure connectivity, it is in great need of high-caliber investors in aerospace, high-tech industries, semiconductors, logistics, and finance. Simplifying administrative processes and procedures and building a more open investment environment will increase Dong Nai’s attractiveness to major international corporations and help ensure project timelines. Greater autonomy and accountability will also provide the city with stronger authority, tools, and resources to create breakthroughs in key sectors in line with Party resolutions.

The Central Government’s permission for Dong Nai to proactively propose and coordinate creates an opportunity for shaping policies that truly reflect practical realities while maintaining long-term vision and flexibility. Therefore, translating the directions of the Party and State leader into concrete action has become one of the city’s highest priorities. Working closely with Central authorities to accelerate preparation and ensure the quality of these policies will be essential to achieving double-digit growth targets and people-centered development goals. On a solid legal foundation that strengthens modern urban governance, officials, Party members, residents, and businesses must continue to unite with shared determination and coordinated action, leveraging collective intellect and effort to build a modern, civilized, livable, compassionate city that is always driven by aspiration for advancement.
