The Dong Nai City Party Committee (CPC) and the City People's Committee organized the study, launch, and implementation of Resolution No. 05-NQ/TU of the CPC’s Executive Board on the special 500-day-and-night emulation campaign themed “Unity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai,” while continuing to sustain and improve implementation quality until 2030. Immediately afterward, Party committees, authorities, agencies, units, communes, and wards across the city promptly developed resolutions and action programs at their respective levels.

Resolutions and action programs developed by Party committees, authorities, agencies, units, and localities have been closely aligned with local realities, promoting emulation through practical actions.
Determination to achieve double-digit economic growth
Ho Quoc Tan, Deputy Secretary of the Party Committee and Chairman of the Dai Phuoc commune People's Committee, said that Dai Phuoc serves as a gateway and intersection point for many key economic linkage corridors in the Southern region, including Phu My 2 Bridge, Cat Lai Bridge, Phuoc Khanh Bridge, and the Ben Luc–Long Thanh Expressway.
Dai Phuoc commune views the special 500-day-and-night emulation campaign not merely as a routine administrative movement but as a historic opportunity to unlock resources, achieve breakthroughs, and contribute directly to the goal of building a prosperous, civilized, and modern Dong Nai City.
In response to the campaign, the Party Committee, authorities, and people of Dai Phuoc commune are determined to implement socio-economic development tasks and ensure the double-digit economic growth target set out in the Commune Party Committee’s resolution, which aims for a 14% increase during the 2025-2030 term.
To achieve double-digit economic growth, the commune strives to generate annual budget revenue exceeding 20% of the assigned target. Specifically, in 2026, it aims to collect more than VND433 billion, compared with the VND361 billion target assigned by the City People's Committee.
Dai Phuoc commune also aims to maintain an annual public investment disbursement rate of more than 98%. In 2026, it plans to complete zoning planning as a basis for attracting investment and implementing socio-economic development projects. At the same time, the commune is concentrating resources on accelerating compensation and site clearance for key projects, including Cat Lai Bridge, Phu My 2 Bridge, and other projects serving local socio-economic development, particularly the two riverside smart urban area projects that were recently adopted by the City People’s Council and approved by the City People’s Committee.
Meanwhile, Huynh Minh Duc, Deputy Secretary of the Party Committee and Chairman of the Phuoc An commune People's Committee, said that Phuoc An is located within the Southern key economic region, near the large industrial parks of Nhon Trach ward, and benefits from convenient transportation links with Ho Chi Minh City. The commune is also situated near major transportation routes, including National Highway 51, the Ho Chi Minh City–Long Thanh–Dau Giay Expressway, the Ben Luc–Long Thanh Expressway, and Ring Road 3. In addition, Phuoc An holds a particularly important position in the development of Phuoc An Port, the largest seaport of Dong Nai City, located on the Cai Mep–Thi Vai maritime route. Part of the commune also borders major rivers, creating favorable conditions for waterway transportation and contributing significantly to the region’s irrigation system.

To contribute to the successful implementation of the resolution of the CPC’s Executive Board and the City People's Committee’s action program, the Party Committee, authorities, and people of Phuoc An commune are determined to fulfill socio-economic development tasks and ensure double-digit economic growth in line with the objectives set by the Commune Party Committee’s resolution.
To achieve the growth target, Phuoc An is focusing on six breakthrough and key tasks. Regarding land resources, the commune is prioritizing the completion of legal procedures and closely coordinating with city agencies to remove bottlenecks and successfully auction a 102-hectare land parcel with significant advantages, thereby creating a sustainable source of budget revenue for reinvestment in civil infrastructure. It is also accelerating site clearance for key transportation and infrastructure projects to avoid prolonged delays.
The commune is accelerating the development of port-related services by maximizing the advantages of its river and canal systems, promoting logistics chains and seaport support services, and turning river wharves into vibrant trade hubs for Dong Nai City.
At the same time, it is promoting the development of Phuoc An Industrial Park by proactively supporting investors in resolving procedural and land-related difficulties, accelerating construction progress, increasing occupancy rates, prioritizing the attraction of green industries, creating thousands of additional jobs, and raising local incomes.
Transforming local potential into growth drivers
Phan Huy Toan, Deputy Secretary of the Party Committee and Chairman of the Long Hung ward People's Committee, said that Long Hung benefits from its position as a gateway directly connected to Ho Chi Minh City and Long Thanh Airport via National Highway 1. The ward also possesses an extensive river system that provides a foundation for developing eco-tourism, waterway transportation, and riverside trade and services. In addition, Long Hung is home to many modern urban areas and several strategic infrastructure projects currently under implementation.
Given these advantages, at the beginning of the 2025-2030 term, the Long Hung ward Party Committee’s Executive Committee identified and translated the double-digit economic growth target into specific resolutions and implementation plans focusing on three breakthrough areas: modern and smart urban development; trade and service development; and the development of riverside eco-tourism and resort services. The locality has already implemented a number of tasks and achieved initial results.
To convert local potential into a driver of double-digit growth, Long Hung ward will continue implementing a range of solutions during the 500-day-and-night campaign. These include breakthrough solutions in administrative reform and comprehensive digital transformation, with a target of reducing processing times for land, construction, and household business procedures under its authority by at least 30-50%. The ward aims to become one of the city’s leading wards in administrative reform by 2027.
The ward will also coordinate with the City Land Fund Development Center to prevent any backlog of administrative dossiers under its jurisdiction and ensure timely site clearance for projects, with a focus on four key transportation infrastructure projects: the elevated road along National Highway 51, the extended Ben Thanh–Suoi Tien Metro line, Nguyen Huu Canh Avenue–next phase (Huong Lo 2 route), and the expansion of Bui Van Hoa Road.
Long Hung ward has been committed to disbursing at least 70% of public investment capital by the end of the third quarter of 2026, at least 90% by late November 2026, and 100% of the assigned capital plan by December 2026.
The special 500-day-and-night campaign is not only an emulation movement but also a demonstration of political resolve, a catalyst for action, and a commitment to responsibility aimed at generating substantive changes in the implementation of political tasks, socio-economic development, and the quality of services provided to the people.
The projects, tasks, targets, and responsibilities registered by Party committees, authorities, units, and localities under the campaign are not registrations made merely for formality’s sake or limited to easy tasks chosen just to fulfill formal requirements. They are breakthrough initiatives that reflect aspirations for advancement, political resolve, proactiveness, and creativity in the effort to build a civilized and modern Dong Nai.
