On May 29, the Dong Nai City People’s Committee convened a conference to roll out its action program implementing Resolution No. 05-NQ/TU of the City Party Committee (CPC) Executive Board on the special 500-day-and-night emulation campaign themed “Unity – Discipline – Efficiency – Breakthrough for a civilized and modern Dong Nai,” while continuing to sustain and improve implementation quality through 2030.
The conference was chaired by Nguyen Van Ut, Deputy Secretary of the CPC, Chairman of the Dong Nai City People’s Committee and Chairman of the city’s Emulation and Commendation Council.
Attending the event were leaders of the city People’s Committee, departments, agencies, sectors, communes and wards, along with officials, civil servants, public employees and workers from agencies and units across the city.

The conference was held in both in-person and online formats, linking the city People’s Committee Hall with venues at communes and wards as well as agencies and units throughout the city.
At the conference, Truong Thi Huong Binh, Member of the CPC’s Standing Board and Director of the Department of Finance, presented a summary report on the objectives, targets and key task groups outlined in the City People’s Committee’s action program for implementing Resolution No. 05-NQ/TU of the CPC Executive Board.
Under the program, the municipal People’s Committee targets double-digit economic growth throughout the 2025-2030 term. By the end of the special 500-day-and-night emulation campaign, Dong Nai aims to fulfill 50% of the major socio-economic targets set for the 2026-2030 period. The city also expects its economic output to reach VND900 trillion in line with its 2026-2030 socio-economic development orientation.
The program requires all agencies, units and local administrations to develop implementation plans that clearly specify tasks, targets, timelines and deliverables under the “six clarities” principle. All heads of agencies and local authorities must sign accountability commitments and directly register flagship projects, priority tasks and breakthrough initiatives for focused implementation. In addition, all agencies, units and localities are required to compile lists of key assignments, unresolved tasks, bottlenecks and obstacles requiring concentrated efforts during the campaign period. The city aims for at least 98% of assigned tasks to be completed on or ahead of schedule, while reducing overdue tasks and dossiers by at least 70% compared with the period before the campaign’s launch. Furthermore, 100% of administrative procedures under the authority of agencies and units are expected to be received and processed electronically in accordance with regulations. The city also seeks to shorten processing times by at least 30% for eligible administrative procedures subject to review and simplification. Professional handling of archived dossiers and documents inventoried before the administrative restructuring process must also be completed.
By the end of 2027, the city targets completion of 50% of the key goals under the First Provincial (now Municipal) Party Congress Resolution, and 100% by the end of 2028. Dong Nai also aims to establish more than 16,200 new enterprises by 2027 and over 40,000 by 2030.

Addressing the conference, Nguyen Van Ut, Deputy Secretary of the CPC, Chairman of the City People’s Committee, stressed that every sentence, theme and content of Resolution No. 05-NQ/TU reflects Dong Nai’s spirit, determination and aspiration for stronger development.
Accordingly, he said, the conference was convened not merely to assign tasks but to tighten discipline and launch a new cycle of action within the city’s administrative apparatus.
Following the establishment of Dong Nai City, development space has expanded, its economic scale has grown larger, the population has increased and governance requirements have become more demanding. Yet a new status does not automatically guarantee success, nor does greater scale automatically generate development. For the city to grow rapidly and evolve into a civilized and modern urban center, the administrative apparatus must first move faster, operate more firmly, enforce stronger discipline and shoulder greater responsibility.
The targets set for the special 500-day-and-night emulation campaign are highly ambitious. No average administrative apparatus could deliver such results. The campaign therefore represents a genuine test of the city government’s governing capacity, one that must be judged by concrete outcomes: faster dossier processing, stronger project implementation, improved public investment disbursement, more effective support for businesses and higher public satisfaction.
To fulfill the goals and tasks set by the City People’s Committee, every assignment must follow the “six clarities” principle: clear responsibilities, clear tasks, clear timelines, clear accountability, clear authority and clear outcomes. A shift in working culture is essential. Officials must be committed to getting the job done rather than simply working to the clock, and the culture of half-hearted performance must be put to an end. The city must build a pool of cadres willing to take on difficult assignments, assume responsibility for the common good, avoid neither accountability nor initiative, and refrain from using risk aversion as a pretext for delaying public affairs. Unity remains the foundation for accomplishing every task successfully.
Departments, sectors, agencies, communes and wards must translate the 500-day-and-night emulation campaign into concrete work plans with measurable progress tracked month by month. Reports should minimize generic wording such as “under review” or “under implementation” and instead present clear data, quantified outcomes and verifiable results.
Agencies delivering strong performance must receive timely recognition, while individuals demonstrating initiative and producing tangible results should be acknowledged and protected. Conversely, organizations showing stagnation, buck-passing or delays in handling shared responsibilities must face review and accountability measures. Emulation must be conducted fairly, commendations must be given to the right people for their genuine achievements, and disciplinary action must be clearly directed.
