Central authorities approve in principle formulation of NA’s Resolution on special mechanisms and policies for Dong Nai City

Among Dong Nai’s proposals and recommendations, the Central authorities have agreed in principle to formulate a National Assembly (NA) Resolution on special mechanisms and policies for the development of Dong Nai City.

Developing a modern, green, smart and sustainable city

According to Notice No. 69, regarding Dong Nai’s proposals and recommendations, the Central authorities requested Dong Nai City to urgently coordinate with the Party Central Committee Office and relevant agencies to finalize the Dong Nai City Development Project through 2035 in line with the Politburo’s conclusions under Official Letter No. 1184-CV/VPTW dated March 23, 2026 issued by the Party Central Committee Office. The project will be submitted to the Politburo for issuance of a resolution on the construction and development of Dong Nai through 2035, with a vision to 2065, providing a long-term strategic framework for the city in the new development phase.

The Central authorities agreed in principle to a NA resolution introducing special mechanisms and policies for the development of Dong Nai City, assigning the NA’s Party Committee, the Government’s Party Committee and the CPC’s Standing Board to urgently direct the preparation of a draft Resolution for submission to the legislature in 2026. The CPC’s Standing Board was also tasked with accelerating preparation of the City’s master plan, ensuring alignment with national and regional planning while maintaining long-term vision and feasibility to support development of a modern, green, smart and sustainable city.

Relevant ministries and agencies were instructed to address, within their respective mandates, Dong Nai’s proposals on resource allocation for key national projects, particularly Long Thanh International Airport Phase 2, the Bien Hoa – Vung Tau railway, urban railway routes, transport infrastructure connecting Long Thanh Airport, regional connectivity projects and other major projects in Dong Nai. They were also asked to address issues relating to management of the Cat Tien National Park area located within Dong Nai City’s administrative boundaries; review and appropriately adjust bauxite planning areas to both remove development bottlenecks and support effective socio-economic development while safeguarding legal, environmental, national defense and long-term national interests; and approve in principle investment in the Dong Nai City Political-Administrative Center in accordance with legal regulations, efficiency requirements and the city’s status.

Implementing seven key tasks effectively

Notice No. 69 also noted that the central authorities largely agreed with the CPC Standing Board’s orientations and key tasks for the coming period. The CPC’s Standing Board was urged to adopt a renewed governance mindset suited to the development needs of the new city, strengthen its leadership and directive role across the political system to meet demands in the new context, and focus on effectively carrying out seven key tasks.

First, it’s necessary to effectively implement the Resolution of the 14th National Party Congress, the Party Central Committee’s strategic resolutions and the Resolution of the first Dong Nai City Party Congress for the 2025–2030 term. The city must urgently turn resolutions into concrete actions and measurable outcomes through programs, projects, targets, timelines and clearly defined responsibilities linked to socio-economic performance. Attention should also be paid to building a truly clean, strong, united and cohesive Party organization.

Second, emphasis should be placed on creating a new growth model that enables Dong Nai to transcend its role as a conventional industrial hub.

Third, leveraging Long Thanh International Airport as the nucleus for restructuring Dong Nai City’s development landscape, with the aim of building an airport-centered urban ecosystem spanning aviation, logistics, commerce, finance, conferences, exhibitions, education, healthcare, tourism and high-quality services. Authorities were instructed to accelerate development of a comprehensive master plan for Long Thanh Airport, Nhon Trach and adjacent areas, while coordinating efforts to ensure the timely implementation of key national projects.

Fourth, attention should be paid to elevating planning quality and tightening management of land, natural resources and urban development. Dong Nai’s planning framework must be long-term, coherent and feasible, with the capacity to steer development free from vested interests, local interests and land speculation. Planning should be reorganized toward a multi-center model.

Fifth, priorities should be given to promoting cultural and social development and improving people’s quality of life, placing people at the center of all development policies. Dong Nai must strive to become a modern, civilized, compassionate and livable city.

Sixth, it’s essential to accelerate digital transformation and ensure the smooth, effective and efficient operation of the two-tier local government model.

Seventh, more efforts are needed to strengthen national defense, security and social order and safety; effectively implement ethnic, religious and national unity policies; enhance external affairs; and strengthen public consensus and a solid people-centered security foundation.

Earlier, on May 18, a Central delegation led by Party General Secretary and State President To Lam held a working session with the CPC’s Standing Board.
