Dong Nai ensures smooth operation of urban government from April 30

On April 27, Deputy Secretary of the Provincial Party Committee (PPC) and Chairman of the Dong Nai People’s Committee Nguyen Van Ut chaired a hybrid meeting, combining  in-person attendance with online connections to agencies, units and localities, to review preparations for the launch of the urban government model.

Attending the meeting at the Provincial People’s Committee venue were Tran Trung Nhan, member of the Provincial Party Standing Committee and Chairman of the PPC’s Inspection Commission; Nguyen Thi Hong Trang, member of the PPC and Standing Deputy Head of the PPC’s Commission for Information, Education and Mass Mobilization; along with representatives of the Provincial People’s Council and Fatherland Front Committee.

Provincial People’s Committee leaders in attendance included Standing Vice Chairman Nguyen Kim Long, Vice Chairpersons Le Truong Son, Nguyen Tuan Anh, Ho Van Ha and Nguyen Thi Hoang  together with leaders of departments, sectors and localities.

Focusing on finalizing conditions for urban government operations

According to a report from the Department of Home Affairs (DoHA), preparations for implementing the urban government model and establishing Dong Nai City are being carried out urgently, in a coordinated manner, and with a high sense of responsibility by relevant units and local authorities.

In line with the National Assembly’s resolution on the establishment of Dong Nai City and Resolution No. 237/NQ-UBTVQH16 of the NA Standing Committee on the creation of 10 wards in Dong Nai, the DoHA has completed a draft implementation plan and submitted it to the Provincial People’s Committee for consideration and issuance. It has also advised the establishment of six specialized task forces in charge of key areas.

Localities have been guided in restructuring organizational frameworks, preparing official seals, installing new signage, reviewing administrative procedures, archival records and other necessary conditions to ensure seamless operations once the resolution takes effect.

Meanwhile, the 10 communes to be upgraded into wards have completed proposals to reorganize specialized divisions and compiled lists for converting hamlets and villages into urban residential quarters, which will be submitted to respective People’s Councils for approval.

Departments, sectors and public service units have also proactively reviewed their functions and tasks, while preparing updates to signboards, official seals, working regulations and internal procedures to align with the urban government model.

To date, technical infrastructure preparations have largely been completed. The Provincial Public Security  has newly engraved 8,496 official seals for agencies and units, reaching 100% completion. Administrative systems, digital signatures, digital certificates, electronic portals, online forms and shared databases have all been reviewed, configured and are ready for operational transition from April 30.

In the financial-budgetary field, budget management, treasury transactions and accounting procedures will continue to be guided by existing regulations, ensuring no disruption during the transition process.

Regarding land management and urban infrastructure, 91.85% of cadastral maps for the 10 new wards have been edited, while 57.24% of cadastral maps province-wide have been updated to reflect renamed administrative units. Authorities are also coordinating the development of an official administrative map of Dong Nai City to support state management after the transition.

On the legal front, all normative legal documents, policy mechanisms, procedures and related forms have been reviewed to ensure timely adjustments and a complete legal framework for the new model once it becomes operational.

From now until April 30, departments, sectors and localities will continue finalizing remaining tasks, including public communication on the establishment of Dong Nai City and the 10 new wards, organizing the resolution announcement ceremony, handing over and replacing official seals, updating agency signage, reviewing and adjusting administrative procedures, and completing the integration of digital operating systems, sectoral databases and public service portals.

Between April 30 and May 2, 2026, Dong Nai will complete updates to user-device information across electronic operational systems, digital signatures, digital certificates, administrative procedure platforms and specialized databases to ensure the urban government apparatus operates synchronously, smoothly and efficiently from its very first day.

No disruption to be allowed during transition to urban government model

Speaking at the meeting, Chairman of the Provincial People’s Committee Nguyen Van Ut acknowledged and commended the proactive and responsible spirit of departments, sectors and localities in preparing for the operation of Dong Nai City’s urban government model and the conversion of 10 communes into wards.

He emphasized that April 30 is not only a major national anniversary, but also a special milestone for the Party Committee, government and people of Dong Nai as they officially launch the urban government model of Dong Nai City.

While praising the preparation efforts of units and localities, the Chairman noted that despite the tight timeline and a heavy workload, units had acted proactively and urgently in implementing tasks comprehensively, while still ensuring the uninterrupted fulfillment of regular political duties.

The Chairman Nguyen Van Ut stressed that the guiding principle must be to avoid any disruption in leadership, administration and service delivery across all sectors during the governance transition from provincial status to city status, and from communes to wards.

The restructuring of the organizational model, he said, must guarantee smooth, continuous and effective operations. Residents and businesses must not be required to change documents or administrative paperwork unless they have a specific need to do so.

Given the short timeframe, Chairman Nguyen Van Ut instructed departments, sectors and localities to focus their full efforts on proactively implementing tasks that can be completed in advance, ensuring progress, synchronization and readiness for operation.

He also highlighted the need to continue refining tasks to guarantee the urban government system functions effectively from April 30 onward. Key areas such as finance, administrative procedures, digital signatures and public investment disbursement must be implemented in a synchronized, timely and uninterrupted manner. Agencies and units, he added, must proactively coordinate and immediately address difficulties and obstacles arising during implementation.

The Chairman further called for stronger decoration and communication efforts to create a solemn and festive atmosphere throughout the province ahead of the ceremony officially announcing the establishment of Dong Nai City and the upgrading of 10 communes into wards.

He underscored that the ceremony must be organized in a thorough, solemn and practical manner, leaving a lasting impression worthy of the significance of the event.

For matters related to legal procedures and issues under the authority of the Provincial People’s Council, he assigned departments and sectors to urgently conduct comprehensive reviews, consolidate reports and submit them to the Provincial People’s Committee for consideration by competent authorities.
