One of the outstanding achievements of Long Hung Ward in the first quarter (Q1) of 2026 was the successful organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, with a voter turnout rate of 99.28%. In addition, the Standing Committee of the Ward Party Committee achieved high results in admitting new Party members. In Q1 alone, the Ward Party Committee admitted 42 out of 72 Party members, reaching 55.6% of the target assigned by the Provincial Party Committee; it also received a Party cell from a non-state enterprise, the Mien Dong Joint Stock Company Party Cell, which was previously under the Party Committee of Party Agencies of Ho Chi Minh City, to be directly under the Long Hung Ward Party Committee.
According to Le Do Kim Chi, Secretary of the Party Committee and Chairwoman of the People's Council of Tan An Commune, since the implementation of the two-tier local government model, the cadres, civil servants, and public employees of the commune, like other agencies, units, and localities throughout the province, have worked with the spirit of "working until it's done, not until the time is up." As a result, in 2025, the Tan An Commune Party Committee was one of 24 commune and ward Party Committees rated by the Provincial Party Standing Committee as having excellently completed their tasks. Building on these achievements, entering 2026, from the beginning of the year, the Standing Committee and Executive Committee of the Commune Party Committee thoroughly grasped the guidelines and resolutions of the higher levels; concretized and implemented the resolutions of their own level to comprehensively lead all tasks and solutions for socio-economic development, national defense and security assurance, and strengthening Party building and the political system of the commune.
One of Tan An's outstanding achievements in Q1 was that 100% of Party cells and Party committees directly under the Commune Party Committee organized sessions to study the province’s 2026 theme on following Ho Chi Minh’s ideology, morality, and style regarding promoting the spirit of solidarity; courage, innovation, and creativity; and improving the quality of public service in the context of Dong Nai and the entire country entering a new era of development. Administrative reform indicators continued to remain high: 100% transparency; 100% online public service application rate, 100% online payment rate; 100% digitization rate of records upon receipt and digitization of results of administrative procedure resolution.
Le Do Kim Chi, Secretary of the Party Committee and Chairwoman of the People's Council of Tan An Commune, stated: The administrative reform indicators achieved comprehensive and outstanding results, clearly demonstrating political determination in building a service-oriented, professional, and modern administration that puts people and organizations at the center. This is an important premise for the commune to continue to improve the effectiveness and efficiency of state management, meeting development requirements in the next phase.
Advancing together through emulation
Tan Trieu Ward was established by merging Tan Phong Ward and the communes of Tan Binh, Binh Loi, and Thanh Phu. Tan Trieu Ward has Thanh Phu Industrial Park with an area of over 177 hectares, 1,679 enterprises, 2,384 business households, and 4 grade-II and grade-III markets. In addition, 7 cooperatives are operating along with many convenience stores.
Secretary of the Party Committee, Chairman of Tan Trieu Ward People's Council Nguyen Quang Phuong stated: The ward leaders always stay close to the grassroots, share, listen to, and support businesses, business households, and residents with issues within their authority to accompany the locality in economic development. This contributes to the local budget revenue. In Q1, Tan Trieu ward's budget revenue reached 50% (over 335 billion VND) compared to the provincial People's Committee's estimate.
To lay the groundwork for the ward's stronger development, in Q1, the Ward Party Committee issued 2 specialized resolutions to implement breakthrough tasks according to the Resolution of the Ward Party Congress for the 2025-2030 term, which are promoting digital transformation, applying science - technology, and innovation to enhance the effectiveness of state management in all fields, contributing to socio-economic development, maintaining national defense - security, and focusing on compensation, site clearance, and resettlement for Thanh Phu Industrial Park in the 2026-2030 period.
At the handover conference with 99 Party committees directly under the Provincial Party Committee on the implementation of tasks in Q1 2026, held on April 8, Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Ton Ngoc Hanh acknowledged and highly appreciated the efforts in leading and directing the implementation of political tasks by the Party committees. Accordingly, the Party committees of communes and wards successfully organized the election of National Assembly deputies and People's Council deputies at all levels; the voter turnout rate across the entire province reached 99.62%.
The commune-level economy maintained growth, contributing to the province's GRDP increase by 9.76% - the highest growth rate in the Southern region and ranking 7th nationwide. Trade and services at the grassroots level were vibrant, with stable supply and demand for goods. Budget collection in communes and wards averaged about 30% of the annual estimate. Social welfare was ensured. In Q1, communes and wards disbursed allowances to over 43,000 people; created jobs for over 23,000 workers. The political security and social order and safety situation at the grassroots level were maintained. Communes and wards completed 100% of the military recruitment targets; promptly handled arising incidents in the area, with no hotspots occurring.
The Standing Committee of the Provincial Party Committee proposed: For the activities of the Party committees of communes and wards to achieve high efficiency in the coming time, ensuring the two-digit economic growth target in 2026 and subsequent years, the subordinate Party committees must maintain unity and solidarity within the Party, social consensus, and determination in action. Emphasis is placed on enhancing the effectiveness of the two-tier local government model and adhering to the principle of “clear personnel, clear tasks, clear timelines, clear accountability” in each field. The subordinate Party committees are also tasked to periodically report to the Standing Board, Standing Committee of the Provincial Party Committee on difficulties in decentralization and delegation of authority for timely resolution.
Dong Nai is strongly responding and achieving concrete results in the special 500-day and night emulation campaign "Unity - Discipline - Efficiency - Breakthrough, building Dong Nai into a civilized, modern, and developed province with a vision to 2030".
Efforts are being intensified to resolve bottlenecks, accelerate public investment disbursement to reach 100% by the end of 2026, and promote the application of information technology and digital transformation in management and administration; improve the efficiency of public service provision; 100% of administrative dossiers at the commune level are received and processed in an electronic environment; minimize paper dossiers.
