Dong Nai is moving very close to a major milestone as it prepares to be recognized as the country’s seventh centrally governed city, following Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho and Hue.
The 16th National Assembly (NA) is set to deliberate and approve a draft resolution on the establishment of Dong Nai as a centrally governed city during the second phase of its first session, scheduled to begin on April 20. This key proposal already received approval in principle from deputies during the final sitting of the first phase, based on an urgent submission by the NA Standing Committee.
Earlier, the policy to establish Dong Nai as a centrally governed city was endorsed at the second plenum of the 14th Central Committee of the Communist Party of Vietnam. The Central Committee assigned the Politburo to direct the Government’s Party Civil Affairs Committee to finalize the proposal dossier in accordance with regulations and submit it to the NA for consideration and decision-making.
The proposal to establish Dong Nai as a centrally governed city has been carefully and methodically prepared by the province, in full compliance with legal provisions and guidance from ministries and central agencies. This preparation was acknowledged by deputies during a working session of the NA’s Committee for Legal and Judicial Affairs, which reviewed plans to recognize Dong Nai as a first-class urban area, establish 10 wards and form the centrally governed city. The standing board of the NA’s Committee for Legal and Judicial Affairs noted that the establishment of the Dong Nai city would meet socio-economic development requirements while creating stronger linkages with major economic centers nationwide.
Previously, a working delegation of the Government conducted on-site surveys and appraisals of the proposal, including plans to establish 10 wards and the centrally governed city. All members of the delegation agreed that the dossier met sufficient political, legal and practical grounds, with unanimous support. Based on this, the Government recently issued Resolution No. 95/NQ-CP approving the proposal to establish Dong Nai city under Central governance.
Looking ahead, nearly 4.5 million residents of Dong Nai, carrying the resilient spirit of the Southeast region, are placing high expectations on the NA’s decision at the forthcoming session. This aspiration reflects a broader vision of sustainable development in a new era, contributing to a strong and prosperous Vietnam.
With more than 325 years of history tied to Bien Hoa–Dong Nai, the province is poised to mark a strategic turning point, transitioning from a “rural governance” model to a modern urban governance system. This shift is expected to enhance the effectiveness of state management, accelerate socio-economic growth, drive infrastructure breakthroughs and improve living standards. Seizing this historic opportunity, the Party Organization, authorities and people of Dong Nai are demonstrating confidence, proactiveness and creativity in activating new growth drivers, fostering regional spillover effects and taking the lead in building a livable locality that delivers greater satisfaction and well-being for its residents.
