Following the 14th National Party Congress, Dong Nai Province has swiftly implemented the resolution across all Party committees, Party organizations, all levels and sectors. Along with other provinces and cities nationwide, Dong Nai is focusing on three strategic breakthroughs considered key “levers” for strong development in the coming years. Specifically, the breakthroughs focus oninstitutional reform, infrastructure development, and human resources. The goal is that by 2030, marking the 100th anniversary of the Communist Party of Vietnam, the country will become a developing nation with modern industry and upper-middle income. By 2045, when the country celebrates the centenary of itsfounding, Vietnam aims to become a developed, high-income country. These are seen as the country’s development milestones in the coming years.
Making breakthrough in institutional reform is identified as the top priority, as it is the “breakthrough of breakthroughs”, aimed at removing legal bottlenecks to unlock resources. This includes reforming laws and building a transparent, stable regulatory system centered on people and businesses. It also involves decentralization and delegation of power, empowering local governments while ensuring accountability and reducing administrative procedures. Special mechanisms are being introduced to encourage new economic models such as the digital economy and circular economy.
Another breakthrough targetssynchronized infrastructure development, with a focus on building a modern system to reduce logistics costs and enhance connectivity. This includes transport infrastructure, digital infrastructure, and energy infrastructure.
Regarding breakthrough in human resources, Vietnam is prioritizing quality to overcome the middle-income trap. Priority is being given to train experts in spearhead technology fields such as semiconductors and artificial intelligence(AI). Higher education and vocational training systems are being reformed to better align with global labor market demands.
As Dong Nai is the fourth-largest economy in the country, its effective implementation of these three strategic breakthroughs will significantly contribute to achieving national development goals. Recently, the province has adjusted its master plan for the 2021–2030 period, with a vision to 2050. By 2030, Dong Nai aims to basically meet the criteria of a centrally governed city in a modern, civilized, and sustainable manner, achieving high growth rates, and surpassing the high-income threshold among leading localities in the country. The province seeks to develop a dynamic economy and take the lead in developing aviation economy, silver economy, low-altitude economy, high-tech industry, science and technology, innovation, and digital transformation.
Dong Nai has set a target of achieving an average annual GRDP growth rate of 10–12%, with per capita GRDP exceeding VND250 million by 2030. The digital economy is expected to account for over 30% of the province’s GRDP.
To achieve these goals, apart from Dong Nai’s efforts, close coordination between Central and local authorities is essential, particularly in resolving challenges related to mechanisms and policies. This will help “unlock” national, provincial, and local projects, thereby accelerating public investment disbursement, and creatingbreakthroughs in socio-economic development.
Dong Nai is currently implementing several key national and regional infrastructure projects, including Long Thanh International Airport, the Bien Hoa–Vung Tau Expressway, Ben Luc–Long Thanh Expressway, and Dau Giay–Lien Khuong Expressway. At the same time, the province is promoting urban development aligned with public transportation orientation, as well as expanding industry, trade, services, and tourism.
With its strong potential, advantages, and the collective efforts of authorities, citizens and businesses, Dong Nai’s goalsof taking the lead in high-tech industrial development, establishing a modern, smart, and synchronized infrastructure system, serving as an international trade hub, and ensuring a prosperous and happy life for all residents, with no one left behind, can be achieved earlier than anticipated.
