Striving to turn Dong Nai into a centrally governed city by 2030 and to take the lead in advancing firmly into a new era, right from the early days of bringing the Resolution of the First Provincial Party Congress for the 2025–2030 term into life, Dong Nai has left remarkable imprints of political mettle, intellect and innovation, marking a comprehensive and impressive transformation in practice.

Big ambitions, bold actions
Realizing the goals set out in the Resolution of the First Provincial Party Congress for the 2025–2030 term is a matter of great importance, shaping Dong Nai’s development trajectory over the next five years and beyond, in line with the aspiration to elevate its position among the country’s leading economic localities. Notably, the implementation of this resolution takes place in an unprecedented context following the provincial merger and the organization of a two-tier local government model.
Therefore, immediately after the Congress, the provincial Party Organization, authorities, people and business community united with a spirit of “one mind from top to bottom, smooth sailing across both length and breadth” to swiftly bring the resolution into reality. In recent months, the entire political system has thoroughly grasped the directives delivered at the Congress by Phan Dinh Trac, Politburo member, Secretary of the Party Central Committee (PCC) and Head of the PCC’s Commission for Internal Affairs. Accordingly, it is required to urgently finalize and promulgate an action program for implementation, as well as building working regulations of Party committees. There’s a need to clearly define tasks, contents, responsible organizations and individuals, deadlines and expected outcomes, with practical and feasible schemes and projects arranged in order of priority to ensure effective implementation.
From the outset of disseminating and studying the resolution, alongside traditional methods, the Provincial Party Committee (PPC)’s Commission for Information, Education and Mass Mobilization strengthened its pioneering role by adopting approaches suitable to an era of accelerated digital transformation. It promptly organized an online contest on learning about the Congress resolution, attracting more than 185,000 participants within one month of launch, thereby helping cadres, Party members and residents gain deeper understanding, and longer retention while being able to immediately apply it in their own work and daily lives.
Based on the Congress resolution, on October 23, 2025, the action program of the Provincial Party Executive Committee was issued to concretize and effectively implement the resolution. The action program outlines three strategic tasks, three breakthrough tasks, eight key tasks and seven major duties, covering almost all critical fields.
From the “guiding light” of the resolution to the well-crafted and publicized “handbook” in the form of the action program, a high level of unity in will, awareness and action has been forged, activating the entire political system and all strata of society to accelerate the realization of the resolution. Knowledge, confidence and aspiration have spread widely, generating new momentum across all 99 subordinate Party Organizations and inspiring positive energy among 1,772 grassroots Party cells in hamlets, villages and residential quarters throughout the province.
To make the most of every day in completing the heavy workload and meeting high criteria set by the resolution for the entire term, genuine solidarity and strong political determination coupled with resolute action both inside and outside the Party are required. The focus lies on continuing to renew leadership thinking and methods of Party committees at all levels, proactively seeking appropriate steps, designing suitable mechanisms and roadmaps to properly address core issues, and timely issuing breakthrough decisions to remove long-standing bottlenecks, promptly turning the spirit of the resolution into tangible “products” that bring about visible changes across sectors.
Taking the lead in a pioneering and exemplary manner, the First Provincial Party Executive Committee has effectively played its guiding role as the “brain” for planning, the “heart” for inspiring and the “hands” for translating the resolution into vivid reality. With firm political mettle, strict adherence to principles and discipline, courage and decisiveness, and a dynamic, people-oriented style, Standing members, and Standing Board of the Provincial Party Committee have consistently demonstrated sensitivity, creativity and readiness to think big, act boldly and innovate, placing common interests above all in major decisions. The combativeness of the Party Organization has been strengthened, while meetings of the its Executive Board since the Congress have significantly reduced report time in order to devote more time to in-depth discussion and debate, ensuring that the right issues are addressed and timely decisions are made to meet urgent requirements.
Member of the Party Central Committee, Secretary of the PPC and Head of the Provincial National Assembly Delegation Vu Hong Van has repeatedly requested each member of the Standing Board, Executive Board, Party Committees of Party agencies and leaders of agencies to comprehensively review assigned tasks and develop specific plans in each field, assigning responsibilities in line with the principle of “six clarities”: clear people, clear tasks, clear responsibility, clear authority, clear timeline and clear results”. Conclusions of Party committee conferences are promptly issued and disseminated to each of grassroots Party committees so that bottlenecks hindering the province’s progress can be immediately addressed.
In proactively “clearing the institutional path” to fully tap existing potential, the Provincial Party Standing Committee has directed the Provincial People’s Committee to develop schemes and proposals requesting the Central Government to consider and approve a number of specific mechanisms and policies for Dong Nai similar to those applied in Ho Chi Minh City. The head of the provincial Party Organization has repeatedly emphasized the directive message of Party General Secretary To Lam: “Solidarity – the truth of all eras,” along with the motto of “three focuses, three publicities, one yardstick,” turning these into practical imperatives from the provincial to grassroots levels, ensuring that words go hand in hand with action and that today’s work is not left for tomorrow, ensuring each step and work must be carried out in a results-oriented approach.
The imprint of mettle and innovation is also reflected in the joint efforts to build foundational pillars for the province to rise to a new stature, with a clearly defined picture of synchronized and modern infrastructure serving as a launchpad for development. Seizing the “golden opportunity,” the Provincial Party Committee has issued decisive directives to transform the locality into a mega construction site with a series of national and provincial key projects, creating a modern and dynamic new appearance. Each member of the Provincial Party Standing Committee, and the Provincial Party Committee assigned to be responsible for sectors, localities, units and key projects has closely followed developments at the grassroots level, conducting field visits, inspections, supervision on a regular basis and timely handling proposals and recommendations. Peak periods of groundbreaking, commencement and inauguration ceremonies for major transport infrastructure projects, industrial parks and social housing developments have generated excitement and heightened expectations for Dong Nai’s bright future.
The comprehensive achievements of fulfilling and surpassing 32 out of 34 targets set by the Provincial Party Committee’s resolution for 2025 stem from fundamental improvements in local governance capacity and cadre work quality. Under the leadership of the Provincial Party Committee, sessions of the Provincial People’s Council held after the Congress have reviewed and adopted numerous resolutions and personnel decisions in accordance with law, laying a foundation for state management following the merger. The PPC’s Organization Commission has advised on strengthening the rotation, reassignment and replacement of cadres in line with the principle of “right people, right jobs, right time.” In 2025 alone, at the provincial level, 109 officials were reassigned or appointed, 185 were promoted and 108 were introduced for election to positions under the management of the Provincial Party Standing Committee. The province’s viewpoint is to protect officials who dare to act for the common good while resolutely eliminating the phenomenon of “words not matching deeds,” buck-passing, avoidance and fear of responsibility.
Speaking at a conference announcing personnel decisions on November 18, 2025, Vu Hong Van emphasized that the First Provincial Party Congress for the 2025–2030 term had adopted and unified many forward-looking policy decisions, enabling Dong Nai to make substantial contributions to national development. The province must maintain double-digit growth, surpass 100 trillion VND in state budget revenue and strive even higher, with comprehensive solutions to become a centrally governed city. This is a highly important resolution that has received strong consensus and enthusiasm among cadres and Party members, who believe the Congress accurately assessed the situation and selected appropriate solutions to lead Dong Nai into the nation’s new era.
