On the afternoon of December 10, the 8th session (year-end session in 2025) of the 10th Dong Nai Provincial People’s Council concluded after one and a half days of working in a serious, democratic, and responsible spirit.

Delivering her closing remarks, Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Permanent Deputy Secretary of the Provincial Party Committee and Chairwoman of the Dong Nai Provincial People’s Council stated that, with a spirit of innovation, responsibility, and high consensus, the session reviewed, discussed, and adopted 51 resolutions across key areas, including socio-economic development, national defense and security, budget, public investment, land administration, justice, and social welfare. These resolutions provide an important legal basis for the province’s governance and development in the coming period.

During the session, the Standing Committee of the Provincial Vietnam Fatherland Front Committee presented a report on its work in contributing to government-building in 2025. The Provincial People’s Council acknowledged and highly valued the Committee’s opinions and recommendations, and requested the Provincial People’s Committee to direct relevant agencies to consider and provide full responses within their authority.
The Provincial People’s Council also heard remarks from the Chairman of the Provincial People’s Committee, who responded to questions from deputies and addressed issues raised by voters.
The Chairwoman of the Provincial People’s Council Ton Ngoc Hanh emphasized that the explanations and clarifications reflected the Provincial People’s Committee’s openness and responsibility in its administration. These serve as an important basis for the People’s Council to deliberate and decide on matters within its authority, while helping strengthen consensus during the implementation of resolutions after the session. She also recognized the efforts and commitment of the Provincial People’s Committee, departments, sectors, and localities in carrying out past resolutions of the Provincial People’s Council.

The Chairwoman of the Provincial People’s Council Ton Ngoc Hanh underscored that although the remaining time from now until the end of 2025 is limited, the workload and requirements for relevant agencies remain considerable. She requested the Standing Committee of the Provincial People’s Council to take the lead and coordinate with concerned bodies to urgently prepare for the review of the 2021–2026 term, ensuring progress, quality, and effectiveness. She further noted that from now through 2026, the entire political system — including the Standing Committee of the People’s Council, the Provincial People’s Committee, and the Standing Committee of the Provincial Vietnam Fatherland Front Committee — must make proactive and concerted efforts to fulfill all mandated tasks in preparation for the successful elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.

The Permanent Deputy Secretary of the Provincial Party Committee noted that in 2026, the global and regional situation is expected to remain complex and unpredictable. Climate change, natural disasters, and epidemics will continue to impact the province’s socio-economic development. However, with the determination and unity of the political system, the session adopted resolutions on the 2026 socio-economic, defense, and security development plan, as well as the 2026–2030 plan, based on the goals set by the newly adopted Provincial Party Congress Resolution. These resolutions carry significant importance and will guide the province’s development in the new period.
Regarding public investment and the 2026–2030 medium-term plan, the Provincial People’s Council requested a comprehensive review of all projects within the two-tier local government framework, particularly transitional projects, to ensure efficiency, relevance, and prudent use of resources.

With respect to the 2026 Land Price Table, the Chairwoman of the Provincial People’s Council Ton Ngoc Hanh highlighted that the framework is expected to take effect on January 1, 2026. Based on contributions from delegates and voters, adjustments have been made compared to the initial draft. She requested the Provincial People’s Committee to conduct effective communications and publicly announce the land price framework to ensure public consensus and minimize complaints. She also urged continuous monitoring of market fluctuations to propose timely adjustments, ensuring harmony among the interests of the State, residents, and investors.
Regarding judicial agencies, Hanh requested the development of specific solutions and clear roadmaps to address existing shortcomings, while strengthening coordination in investigation, prosecution, trial, and judgment enforcement to help maintain political stability and social order in the province.

In terms of the supervision results of resolving citizens’ complaints and denunciations for the 2021–2024 period, the Provincial People’s Council acknowledged the efforts of the Provincial People’s Committee and judicial agencies in receiving citizens and handling their petitions. However, some cases remain prolonged or slowly resolved, particularly those related to land, compensation, and site clearance. The Provincial People’s Council requested the Provincial People’s Committee to take stronger measures to address outstanding issues, ensure accountability of leaders, and promote digital transformation in petition management.
The Chairwoman of the Provincial People’s Council also emphasized the need to address recommendations raised by deputies during pre-session group meetings and plenary discussions, especially issues acknowledged by the Chairman of the Provincial People’s Committee in his address.

Hanh requested that immediately after the session, the Provincial People’s Committee promptly implement all adopted resolutions. The Standing Committee, the Council’s Committees, groups of the People’s Council deputies, and individual deputies will supervise the implementation. The deputies are also expected to inform voters of the outcomes of the 8th session to strengthen public consensus in carrying out Party directives and State policies.
The Chairwoman of the Provincial People’s Council affirmed: “With the unity and determination of the entire political system, and the active support and consensus of officials and citizens across the province, the Provincial People’s Council firmly believes that the targets and solutions set for 2026 and for the 2026–2030 period will be successfully achieved.”
