8th session of Dong Nai People’s Council features major agenda items with direct impact on provincial development

Speaking at the opening session of the 8th session of the 10th Dong Nai Provincial People’s Council on the morning of December 9, Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Vice Secretary of the provincial Party Committee and Chairwoman of the provincial People’s Council, stressed that this meeting covers major issues that will directly affect the province’s development in 2026 and the entire 2026–2031 period.

The Chairwoman of the People's Council called on deputies to uphold a sense of responsibility, intelligence, and democratic spirit; to engage in in-depth discussion; and to propose practical solutions that contribute to the adoption of sound, feasible resolutions that meet the province's development requirements in the new phase.

The Standing Vice Secretary of the provincial Party Committee noted that 2025 is a particularly pivotal year, marking a historic milestone as Dong Nai undertakes the reorganisation of provincial-level administrative units. This process opens up new development space, expanding area, population, and economic capacity. This context places unprecedented and demanding tasks on the political system: simultaneously handling an enormous workload related to organisational restructuring, stabilising the mindset of officials, Party members and the public, while ensuring leadership to fulfil the goals of the Provincial Party Congress Resolution and the People's Council Resolution for the 2020–2025 term. Despite these challenges, with strong political will, proactive leadership, flexibility, and innovation, the Provincial Party Committee, People's Council, People's Committee, and relevant sectors have synchronously implemented decisive measures to restore and develop the socio-economy. The results achieved are highly commendable.

Notably, 28 out of 30 targets set by the Provincial People’s Council Resolution have been met or exceeded (6 targets exceeded, 22 targets achieved). GRDP increased by 9.63 percent, exceeding the target assigned by the Government by 1.13 percent and placing the province among the fastest-growing localities nationwide.

The provincial economy reached nearly 751 trillion VND. Industrial production grew by 15.02 percent; export turnover exceeded 34 billion USD, with a trade surplus of 8.4 billion USD. Budget revenue stood at around 100 trillion VND, equivalent to 134 percent of the estimate. Total social investment capital hit nearly 180 trillion VND, and FDI attraction reached 3.023 billion USD.

Key infrastructure projects were accelerated, providing a foundation for sustainable regional connectivity. Culture and society developed harmoniously; social security was ensured; the programme to eliminate temporary and dilapidated houses was completed six months ahead of schedule; and more than 4,200 social housing units were completed, reaching 100 percent of the target. Environmental protection recorded marked improvement: 100 percent of hazardous and medical waste was treated, and 84.6 percent of urban waste met standards. Political security and social order remained stable, creating a safe environment for development.

Ton Ngoc Hanh emphasised that these results provide an important foundation for the province to complete the 2021–2025 socio-economic plan, strengthen public, business, and investor confidence, and open up new momentum for the 2026 plan and the 2026–2030 period. However, following the administrative rearrangement, many issues still require continued improvement, demanding time, resources, and strong engagement of the entire political system.

Ton Ngoc Hanh further stated that this 8th session is the final regular meeting of 2025, featuring a large and critical agenda. Alongside reviewing socio-economic and defence-security performance in 2025, discussing targets, tasks, and key solutions for 2026, assessing the implementation of the 2021–2025 socio-economic plan, and outlining the 2026–2030 plan, deputies will examine the estimated 2025 budget outcomes and the 2026 budget estimates. The People’s Council will also carry out tasks within its authority, including:

Reviewing and discussing reports on the 2025 performance and the 2026 work programmes of the Standing Committee of the People’s Council, its committees, the People’s Committee, the People’s Court, the People’s Procuracy, and the Civil Judgment Enforcement Department.

Discussing the thematic supervision report on the settlement of complaints and denunciations for the 2021–2024 period; hearing the summary of voters’ recommendations; and compiling deputies’ opinions gathered during pre-session group meetings.

Reviewing important reports of the Provincial People's Committee, such as the use of provincial budget contingency funds for 2025, consolidated results of responses to voter recommendations and deputies' questions, and the implementation of policies and laws on occupational safety and hygiene.

In addition, the Provincial People's Council will hear the Vietnam Fatherland Front Committee of Dong Nai Province report on participating in building the local Government in 2025; and conducting personnel work within its authority, including the dismissal and removal of People's Jurors at the provincial and regional levels.

According to Ton Ngoc Hanh, the meeting will consider and decide on major provincial issues based on 51 draft resolutions, including several strategic resolutions such as: The socio-economic and defence-security development plan for 2026 and the 2026–2030 period; Budget revenue-expenditure estimates and the 2026 public investment plan; The initial 2026 land price framework; Major transport projects under the PPP model, including the extension of the Ben Thanh – Suoi Tien metro line to the Provincial Administrative Centre and Long Thanh Airport; Cat Lai Bridge; and Long Hung Bridge (Dong Nai 2); Key social security policies, including health insurance support; regulations for part-time officers; and policies for civil servants and public employees assigned to rotation, secondment or transfer.

Ton Ngoc Hanh added that, in preparation for this meeting, the Standing Committee of the People's Council, its committees, the Provincial People's Committee, and related agencies worked promptly and responsibly to develop and finalise documentation. On December 5, 2025, deputies met in groups to discuss the meeting agenda. The Standing Committee subsequently compiled all opinions and forwarded them to the Provincial People’s Committee and relevant departments for written explanation. The Chairman of the Provincial People’s Committee will clarify issues raised by deputies and voters during the meeting.

Standing Vice Secretary of the provincial Party Committee stressed again that this meeting features major agenda items with direct impact on provincial development in 2026 and the 2026–2031 period. Deputies were urged to promote responsibility, wisdom, and a democratic spirit; engage in thorough discussion; and propose practical solutions that contribute to appropriate, feasible resolutions that respond to the province’s development needs in the new phase.
