The 1st Congress of the Party Committee of Dong Nai province for the 2025–2030 tenure concluded successfully. The Provincial Party Committee provided strong leadership and guidance in fully implementing the contents of Directive No. 45-CT/TW of the Politburo, while provincial agencies and units offered thorough, meticulous, and high-quality advisory and organizational support throughout the event.

As one of the advisory and assisting bodies of the Provincial Party Committee, the Propaganda and Mass Mobilization Commission identified advising on and coordinating the organization of grassroots-level congresses and the 1st Congress of the Dong Nai Party Committee, toward the 14th National Party Congress, as a particularly important task.
In its role as the standing body of the Subcommittee on Documents for the 2025–2030 term, the commission closely coordinated with subcommittee members and relevant agencies to draft the political report, action programs, and other congress documents in line with the guidance of the Central Committee and the province.
As a result, the congress documents underwent 9 drafts, achieving concise, coherent, and focused content that is easy to implement and communicate.
The preparation process mobilized and reflected the collective wisdom of officials, Party members, people from all walks of life, and former provincial leaders, with more than 5,000 comments thoughtfully received and incorporated to perfect the congress documents.
Notably, the commission advised the organization of a provincial-level scientific conference to gather feedback from experts and scholars within and outside the province on the draft documents and socio-economic development orientations, aiming for double-digit growth to refine and finalize the Congress documents.
In terms of communication, the commission considered information dissemination an essential factor in making the Congress a vibrant political event across the Party, the people, and the armed forces. Communication before the Congress was thus implemented comprehensively, methodically, and with depth.
The Propaganda and Mass Mobilization Commission advised the Provincial Party Standing Committee to issue, and itself issued, 36 documents guiding propaganda, decoration, and event organization. As a result, over 1,500 billboards, posters, banners, and public display models were set up across the province.
It also conducted an online public opinion survey across 99 Party committees with 36,122 responses to capture public sentiment and attitudes ahead of the Congress.
In addition, the commission monitored celebratory projects and directed movements launched to mark the Congress.
During the event, it guided 37 central and local media agencies to cover congress activities, resulting in over 400 news articles, features, and reports reflecting the Congress comprehensively. It also directed affiliated Party organizations to livestream the opening and closing sessions, with 1,689 virtual connection points and over 27,000 officials, Party members, and citizens attending, creating an enthusiastic, united atmosphere toward the Congress.
Notably, online communication before, during, and after the Congress achieved remarkable results. Over 250 provincial pages and groups published more than 5,000 posts about the Congress, attracting over 5 million views and nearly 1,200 positive comments. During the Congress, neutral and negative posts about the province accounted for only 3.2%, demonstrating the effectiveness of communication strategies and helping strengthen the trust of officials, Party members, and citizens in the success of the Congress.
Remarkably, the Provincial Steering Committee 35 created a special profile frame “Welcoming the Dong Nai Party Congress,” which went viral with over 35,000 views and 15,000 users adopting it, becoming a creative and modern highlight in congress communications.
After the Congress, the Provincial Party Committee’s Propaganda and Mass Mobilization Commission will continue to advise the Standing Committee on disseminating, studying, and implementing the Congress Resolution. It will also organize a knowledge contest on the resolution and compile a Q&A booklet about the 1st Congress of the Dong Nai Party Committee.

The logistics and preparations for facilities and equipment serving the Congress were meticulously arranged down to the smallest detail. This year’s Congress featured several exhibitions showcasing the province’s remarkable achievements in economics, culture, society, national defense, and security, with a total of 9 booths, along with displays of outstanding OCOP products from local departments, including the Department of Science and Technology, Department of Health, Department of Industry and Trade, Department of Agriculture and Environment, Provincial Police, Provincial Military Command, and the Provincial Literature and Arts Association. Digital exhibitions included themes such as “95 years of the Party’s glorious flag leading the way” and “Dong Nai soars into a new era.” The photo exhibition “From Congress to Congress” highlighted the province’s journey of growth. Seven additional booths introduced advancements in science, technology, and digital transformation solutions, especially emerging technologies like AI and robotics. Three thematic book spaces were also organized: “The life and career of President Ho Chi Minh,” “The Communist Party of Vietnam,” and “Dong Nai provincial geography.”
In addition, a poster and photo exhibition titled “Dong Nai Party Committee – proudly advancing under the Party’s flag” was held in Binh Phuoc ward to celebrate the Congress.
The province also coordinated with media agencies to widely promote the significance and importance of the Congress. As of October 6, 2025, nearly 860 reports, articles, and features about the event had been published by both local and national press agencies. The media made use of modern technologies, particularly online newspapers and social media platforms, to enhance interaction and reach younger audiences. The Government Portal livestreamed the opening session of the Congress, while Dong Nai Newspaper, Radio and Television livestreamed both the opening and closing sessions on YouTube, Facebook, and other digital platforms, and broadcast them live on their TV channels.
The artistic performances at the Congress were also remarkable – the opening ceremony featured the program “Under the glorious flag of the Party” and the closing celebration showcased “Under the party’s flag – Dong Nai steadily steps into the future.”

Fully aware that the Provincial Party Congress is a major political event – a profound political activity of great significance that determines the province’s development orientation in the new period – the Party Committee of the Dong Nai Provincial Police identified the task of ensuring security and order for the Congress as a key mission to be implemented early, comprehensively, and synchronously, with absolutely no room for passivity or surprise. At the same time, a launching ceremony for a campaign to suppress crime was organized.
The Party Committee of the Provincial Police advised the Provincial Party Committee and the Provincial People’s Committee to issue 6 directives to mobilize the entire political system, develop security and order plans for the Congress in the context of implementing the two-tier local government model, which requires flexible, centralized, and unified coordination from the provincial to the grassroots level.
The police forces proactively grasped and forecasted the situation, promptly detecting and addressing potential complex security and order issues. Emerging problems were handled promptly at the grassroots level to prevent escalation into “hot spots.” Cybersecurity and information security measures were carried out resolutely, promptly addressing false and distorted information about personnel work and administrative unit mergers intended to cause internal division.
Comprehensive and effective plans were implemented to ensure security and order across the province. All forces, vehicles, technical equipment, and communication systems were mobilized and operated seamlessly, ensuring absolute security at all Congress venues.
Three major campaigns to suppress crime were launched to maintain social order in service of the Congress. As a result, the provincial police dismantled 28 criminal gangs, arrested 55 wanted criminals, investigated and solved 469 cases, and reduced traffic accidents across all 3 criteria.
In addition, the Party Committee of the Provincial Police directed coordination with departments, the Vietnam Fatherland Front, mass organizations, and media agencies to produce hundreds of news articles and reports promoting the significance of the Congress and the people’s movement for safeguarding national security. These efforts helped shape public opinion and strengthen the people’s trust in the leadership of the Party and the governance of the State.
From the practical experience of ensuring security and order for Party congresses at all levels, the Party Committee of the Provincial Police has drawn several key lessons for the future, especially in ensuring absolute safety for the 14th National Party Congress, the People’s Council elections at all levels, and the 16th National Assembly election: always place the mission of ensuring security and order under the absolute leadership of the Party, particularly the Provincial Party Committee and the Provincial People’s Committee; promote the combined strength of the entire political system;
Attaching great importance to grasping the situation, making early forecasts, and taking proactive preventive measures to avoid passivity or surprise in all circumstances. Strengthening the capacity, equipment, and training of grassroots police forces, and mobilizing provincial professional units to stay close to the people and the localities, promptly providing advice and handling issues from the root.
The Provincial Police will continue accelerating digital transformation in state management of security and order, utilizing population data to modernize policing work, thereby effectively serving the overall mission of maintaining security and order and ensuring safety for major events.
