At the ceremony, lawyer Ha Manh Tuong, Deputy Head of the Executive Committee of the Provincial Bar Association, recalled the 80-year tradition of the founding of the Vietnam Bar Federation, which began when President Ho Chi Minh signed Decree No. 46/SL on establishing the lawyers’ association. This was the first legal document that gave birth to the legal profession, with the aim of issuing regulations on lawyers and forming the first lawyer organization of an independent Vietnam.
The former Dong Nai Provincial Bar Association had nearly 500 member lawyers and more than 250 trainee lawyers practicing across nearly 150 legal practice organizations. The former Binh Phuoc Provincial Bar Association had 104 member lawyers and 19 trainee lawyers, operating within 55 organizations.

After the merger, the new Dong Nai Provincial Bar Association now has more than 600 official lawyers and over 260 trainee lawyers, who are working and practicing at 205 organizations, branches and transaction offices. The Dong Nai Provincial Bar Association currently remains the third largest in the country by number of lawyers, behind only the Bar Associations of Ha Noi City and Ho Chi Minh City.
Although it is a self-governing professional organization, the Dong Nai Bar Association has been assessed by the Vietnam Bar Federation as one of the very few provincial-level bar associations that have built and maintained a full, well-organized operational structure from its Executive Committee to its specialized committees and professional units, movements, both before and after the merger of the two units.
