Dong Nai Provincial Party Committee reviews the organization of Party Congresses at all levels and the First Provincial Party Congress

On the afternoon of October 10, the Dong Nai Provincial Standing Party Committee held a conference to review the organization of Party congresses at all levels and the 1st Dong Nai Provincial Party Congress for the 2025–2030 term.

The conference was chaired by the following comrades: Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People’s Council; Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai province; and Thai Bao, Deputy Secretary of the Provincial Party Committee and Head of the Provincial Party Committee Organization Commission.

In attendance were leaders of Party Central Committee commissions; members of the Provincial Standing Party Committee; members of the Executive Committee of the Provincial Party Committee; and standing members of Party Committees at all levels across the province.

According to the report of the Provincial Party Committee, the Party congresses at all levels and the Provincial Party Congress, in the lead-up to the 14th National Party Congress, marked a historic milestone that set out a long-term vision and strategic development policies for the province in the new era.

With a substantial workload that involved numerous tasks subject to stringent requirements, many of which were unprecedented, amid the simultaneous implementation of multiple critical missions, including streamlining and consolidating the organizational apparatus of the political system, driving double-digit economic growth, and promptly organizing successful Party congresses at all levels as well as the Provincial Party Congress.

Upholding that spirit, the preparation and organization of the congresses by the Party Committees were conducted in a thorough and well-coordinated manner, fulfilling the objectives and requirements set forth in Politburo Directive No. 45-CT/TW, along with the guiding documents of the Party Central Committee and the Provincial Standing Party Committee.

As a result, Party congresses at the grassroots level and those of the Party Committees under the province were conducted in accordance with the schedule set by the Provincial Standing Party Committee. Notably, the congresses of all 99 Party Committees under the province were completed 15 days ahead of the timeline assigned by the Central Committee.

As for the 1st Provincial Party Congress for the 2025–2030 term, it was organized one month earlier than required by the Central Committee. The congress successfully upheld the spirit of solidarity, democracy, discipline, and responsibility, generating great enthusiasm, confidence, and consensus among a broad contingent of officials, Party members, and the people from all walks of life.

To ensure the success of the Party congresses at all levels, the preparation of congress documents was carried out thoroughly, closely adhering to the functions, tasks, and resolutions of the previous tenures, the resolutions of higher-level Party Committees, and the operational regulations of each committee, while taking into account the specific conditions of each locality and unit. The review of the implementation of political tasks was linked with the evaluation of the implementation of Resolution No. 4 of the 12th and 13th Party Central Committees, providing a comprehensive assessment of strengths and shortcomings, identifying the causes, particularly subjective ones, drawing lessons learned, and setting out orientations, tasks, and specific solutions for the next tenure.

In particular, the congress documents of Party Committees subject to mergers and consolidations were developed based on a comprehensive and consolidated assessment of achievements, limitations, shortcomings, and their causes from the perspective of a new development landscape, while clearly defining viewpoints, objectives, strategic orientations, key tasks, breakthrough stages for development, and principal solutions for the upcoming tenure; ensuring consistency in the use of socio-economic statistical data when evaluating the implementation results of the 2020–2025 term so as to guarantee objectivity, comprehensiveness, and practical relevance, and formulating socio-economic development targets for the 2025–2030 term.

The preparation and presenting of personnel for the new Party Executive Committee tenure were strictly carried out by the Standing Committees of subordinate Party Committees across the province in accordance with regulations.

For the Party Committee of Provincial Party Agencies and the Party Committee of the Provincial People's Committee, appointments for the 2025–2030 term will be made after the conclusion of the Provincial Party Congress for the 2025–2030 term.

For the Provincial Party Congress, the drafting of congress documents had to be carried out under a very tight and urgent timeframe. However, with strong determination, great efforts, and a high sense of responsibility, the Provincial Standing Party Committee directed the Provincial Party Congress Document Subcommittee to prepare draft documents in line with the guiding viewpoints, policies, and major orientations emphasized by the Party and State leaders during working sessions with the province, while also adhering to the key contents set out in the draft documents of the 14th National Party Congress and the four breakthrough resolutions of the Party Central Committee. On that basis, a long-term vision was established, along with key development goals, tasks, and solutions designed to comprehensively cover all responsibilities and activities of the Provincial Party Committee for the 2025–2030 term. The emphasis is placed on action-oriented and highly practical implementation, while leveraging Dong Nai’s new development potential created through organizational streamlining and mergers.

The Provincial Standing Party Committee organized workshops and conferences to widely solicit feedback from scientists, experts, intellectuals, respected figures, former provincial leaders from various periods, as well as organizations and individuals across the province. Simultaneously, discussions were held at the congresses of Party Committees under the provincial Party Committee. Through this process, more than 5,000 comments were collected on the draft congress documents. In addition, 13 central ministries and agencies, along with Task Force No. 1 of the Politburo, provided feedback on the documents of the Provincial Party Congress.

The preparation of personnel was meticulously carried out by the Provincial Standing Party Committee, strictly adhering to principles and procedures to ensure fairness, objectivity, and the promotion of collective democracy and wisdom. This process was closely linked to the assignment of Party Committee members and Standing Committee members to leadership positions within agencies and units under the provincial Party Committee. The composition of the Provincial Party Executive Committee ensured appropriate representation of female cadres, ethnic minority cadres, and cadres with scientific and technological expertise. It also guaranteed the inclusion of female members in both the Standing Committee and the Provincial Standing Party Committee.

At the congress, the Presidium announced the Politburo’s decisions appointing the Provincial Party Executive Committee and the Provincial Standing Committee; appointing the Secretary and Deputy Secretary of the Provincial Party Committee; appointing the Provincial Party Inspection Committee, its Chairman, and Deputy Chairman for the 2025–2030 term; and appointing delegates to the 14th National Party Congress.

Accordingly, the Provincial Party Executive Committee comprises 68 members, including three first-time members and 65 reelected members, while the Provincial Standing Committee has 15 members.

Publicity for the congress was conducted extensively through various channels and practical content. Party committees, agencies, and units across the province organized more than 2,300 conferences to implement and disseminate the guiding documents related to the congress. During the two-day congress, 31 press agencies, both within and outside the province, attended and reported on the event. Agencies and units also set up booths, displays, and exhibitions showcasing achievements in the economy, socio-cultural development, and national defense and security.

Efforts to safeguard the Party’s ideological foundation and to counter false and hostile viewpoints before, during, and after the Provincial Party Congress were emphasized.

The congress also advanced the application of digital technology, including the launch of an official information portal (daihoi.dongnai.gov.vn) to support delegates in accessing information and overview documents; the use of robots to interact with delegates, answer questions, and provide congress-related information; and the deployment of AI-powered facial recognition cameras to record delegate attendance.

The congress was divided into five discussion groups focusing on the following issues: (1) Party building and the political system; (2) Economy, infrastructure, logistics, and green economy; (3) Culture, education, health, environment, social welfare, and digital transformation; (4) National defense, security, and foreign affairs; (5) Mass mobilization, building the Vietnam Fatherland Front, and other socio-political organizations. The Presidium provided guidance on key topics for delegates to further discuss and contribute their opinions to the congress documents.

Through the discussions, 59 contributions were made, addressing 168 issues related to the congress documents. Most of the delegates' opinions reflected intelligence and a strong sense of responsibility, offering numerous well-founded and constructive suggestions. These contributions comprehensively focused on the contents of the draft documents for the 14th National Party Congress and the draft documents for the 1st Dong Nai Provincial Party Congress for the 2025–2030 term. The Presidium compiled, reviewed, and responded to the delegates’ feedback, which the congress subsequently approved.

In addition to the achievements, the Provincial Party Committee also highlighted certain limitations and drew lessons from the Party congresses at all levels.

The Provincial Party Committee sincerely expressed its gratitude to all Party Committees, Party organizations, agencies, units, and localities for their tremendous efforts in leadership, guidance, and support in organizing the congress. As a result, the grassroots-level Party congresses were completed 15 days ahead of schedule, and the 1st Provincial Party Congress concluded one month earlier than the timeline set by the Central Committee.

The 1st Provincial Party Congress had the honor of welcoming current and former leaders of the Party and State, who attended, delivered guidance remarks, and acknowledged the commendable efforts in organizing the congress. The successful organization of the Provincial Party Congress provided valuable lessons, helping the province improve the management of major events in the future.

The Standing Deputy Secretary of the Provincial Party Committee acknowledged and commended the collectives and individuals who excelled in advising, organizing, and supporting the congress. Each collective and individual worked diligently and meticulously on every aspect of the congress; among them, Dong Nai Newspaper and Radio, Television made significant efforts in producing reports for presentation at the congress and in extensively promoting the event across their media platforms.

The presentations at the congress were carefully prepared, with timely updates on the latest resolutions and directives from the Central Party, offering practical solutions to effectively implement the contents outlined in the congress’s political report.

The comrade emphasized that, following the congress, immediate efforts should be made to publicize its outcomes and to roll out programs and plans for implementing the congress resolutions, in order to promptly put the resolutions into practice.

Agencies and units actively competed to achieve practical accomplishments, putting the resolutions of Party congresses at all levels into practice, contributing to the celebration of the 14th National Party Congress. The Provincial Party Committee will promptly recognize and reward collectives and individuals who have achieved outstanding results in the emulation movement.

At the conference, the Dong Nai Provincial Party Committee presented certificates of merit to 24 Party organizations and 107 individuals who had excelled in advising, organizing, and supporting the 1st Provincial Party Congress for the 2025–2030 term.
