The 11th National Party Congress will officially open in the capital on Wednesday with the participation of 1,377 delegates representing over 3.6 million party members nation-wide, Party Central Committee (PCC) member Nguyen Bac Son announced at a press conference yesterday.

The congress would discuss how to enhance the leadership role of the Party in promoting the nations synergy and the renewal process, said Son, who is also vice chairman of the PCC Commission on Communication and Education.
He said during the eight day sitting (January 12-19), the delegates would deliberate and adopt five key documents, including the Political Platform for national construction; the Political Report of the 10th Central Committee reviewing the implementation of tasks over the past five years, with a view to the future; a discussion on the socio-economic development strategy from 2011-2020; and a review of existing Party Statute and proposals for some changes. The Party Congress would also elect a new Central Committee for the 11th tenure (2011-2015).

Nguyen The Ky, also Vice Chairman of the commission and Director of the 11th National Party Congress Media Centre said the congress would host more than 700 reporters, with a large foreign contingent present.
In his answers to questions put by reporters about possible changes arising from the congress, deputy chief of the PCC Office, Nguyen Van Thao said there would be quite a few changes.
"For example the changes contained in the new Political Platform are based on the experiences of the past 20 years in implementing the 1991 Political Platform; including new points developed at various national party congresses, and on the characteristics of a socialist society that Viet Nam has pursued," said Thao.
"There would be quite a lot of changes in both the Political Report and the Strategy for Socio-Economic Development. In the coming year Viet Nam will focus on improving the quality and competitiveness of the economy and the development of a progressive and fair society to be incorporated in all economic development policies. Well try to combine economic development with environmental protection."
Thao said that while preparing the documents to be presented at the congress, Party agencies had tried to include input from the public. A detailed report on public opinions was presented at the 14th Plenum of the PCC in mid-December last year.
Regarding a question relating to the Partys view on economic and political changes in the future, Ky reiterated the consistent policy of the Communist Party of Viet Nam in first making economic change and then political reforms at a later date. The Party has decided to accelerate the political renewal process step by step in line with objective conditions to maintain political stability and to create a motive force for economic development as well as to lay a firm socialist political framework.
"In the coming years, Viet Nam will accelerate the process of industrialisation and modernisation and develop a socialist oriented market economy while integrating deeper into the world economy. In political renewal, the Vietnamese Communist Party will focus on reforming the political system with an objective to improve the quality and efficiency of the whole political system and the party leadership; to improve the effectiveness of the State management, activities of the Viet Nam Fatherland Front and social organisations," he said.
Regarding a question raised by a reporter on the possibility of the congress directly electing the Party General Secretary, Tran Luu Hai, deputy director of the PCC Organising Board said at this congress there would be no direct election for the top position of the Party.
"Direct elections were recently piloted in 10 provinces and cities. The direct elections were organised at three levels – provincial/city party committee; district/precinct party committee and commune/ward party committee. These pilot cases were well received."
