At its 5th (thematic) session held on October 3, the Dong Nai Provincial People's Council approved a resolution on staffing quotas following the reorganization. The resolution sets the number of civil servants in the administrative agencies of the People's Council and People's Committee at the provincial and commune levels; public employees in public non-business units; labor contracts for professional and specialized roles in public education and healthcare units; and personnel working in associations assigned with tasks by the Party and the State.

According to the resolution, the Dong Nai Provincial People's Council approved the following staffing allocations for 2025 after the reorganization: 47 civil servant positions in the agencies of the Provincial People's Council; 11,606 civil servant positions in the agencies of the Provincial and Commune-level People's Committees; 60,584 public employee positions in public non-business units funded by the state budget; and 2,875 professional and specialized contract positions in public education and healthcare units.
The approved staffing allocations for 2025 after the reorganization are as follows: 546 support and service contract positions in public non-business units under the province and in those under specialized departments of the Provincial People's Committee; 2,047 support and service contract positions at commune-level People's Committees; 191 positions for personnel working in associations assigned with tasks by the Party and the State; and 3,039 part-time positions at commune-level People's Committees.
According to the Provincial People's Committee, the proposed number of officials, civil servants, public employees, part-time workers, and contract staff under Decree No. 111/ND-CP following the reorganization is based on the current personnel status of each unit; staffing assignments issued by competent authorities of the former Dong Nai and Binh Phuoc provinces prior to the reorganization; the general direction set by the Central Government; and Proposal No. 01/DA-UBND dated June 26, 2025, of the Provincial People's Committee on reorganizing specialized departments under the Provincial People's Committee. The total number of officials, civil servants, and public employees at the provincial level (based on actual staff in place) before the reorganization must not be exceeded. At the same time, streamlining must be implemented in conjunction with restructuring and improving workforce quality according to the established roadmap, ensuring that within five years, staffing levels will basically comply with regulatory requirements.
