Each voter meeting receives hundreds of opinions and recommendations submitted by voters to the People's Council deputies. Beyond acknowledgements or written responses, voters expect concrete action, clear implementation timelines and tangible results.
To meet these expectations, the Dong Nai City People's Council has continued to improve its oversight activities by closely monitoring how voters' recommendations are addressed, while encouraging local authorities to adopt more effective ways of listening to and engaging with the public.
Beyond written responses
Voter meetings are among the People's Council's most important channels for engaging with the public. Voters expect their legitimate concerns to be addressed promptly and translated into tangible improvements.

Ahead of the People's Council's year-end meeting in 2025, the Standing Committee of the former Dong Nai Provincial People's Council, now the City People's Council, received 186 opinions and recommendations falling under the city's jurisdiction.
The municipal People's Committee and relevant agencies responded to all recommendations in accordance with regulations. However, the People's Council's oversight extended beyond verifying whether written responses had been issued. It also monitored how each recommendation was addressed and what results were achieved.
Based on reports submitted by the municipal People's Committee, the People's Council's committees assessed how effectively each recommendation had been addressed by comparing the reports against legal requirements, implementation progress, and actual conditions.
According to a report presented at the People's Council's mid-year meeting in 2026, all 186 recommendations had been reviewed and addressed by the municipal People's Committee and relevant agencies, with implementation results reported to the Standing Committee of the People's Council. The oversight also found that 155 recommendations (83.5%) had been fully addressed with clear and comprehensive responses. Another 12 recommendations (6.5%) required additional information to be provided during implementation, while 19 recommendations (10%) required the municipal People's Committee to direct relevant agencies to continue reviewing the issues, accelerate implementation and report on the results.
The results reflect a shift in the People's Council's oversight approach from simply checking whether agencies had responded to monitoring the results of handling the voters' recommendations. Recommendations that have not yet met expectations continue to be followed up, with agencies required to provide additional information or progress reports, thereby strengthening accountability and ensuring that voters' concerns are addressed through to completion.
The effectiveness of this approach was further demonstrated during voter meetings held ahead of the People's Council's mid-year meeting in 2026.
Between June 2 and 12, People's Council deputies met with nearly 8,000 voters at 78 locations, receiving 189 recommendations under the city's jurisdiction. The large volume of recommendations has placed greater demands on relevant agencies to further improve both the quality of responses and the monitoring of implementation.
Hoang Van Minh, a voter in Long Thanh ward, said residents expect more than responses that merely comply with regulations. People want to see issues resolved completely or handled according to a clear roadmap and implementation schedule. The People's Council's continued oversight after written responses are issued, together with its requirement that agencies report implementation results for unresolved issues, gives voters greater confidence that their recommendations will be followed through.
The same expectation was reflected in a report presented by the Vietnam Fatherland Front Committee of Dong Nai at the People's Council's mid-year meeting.
While acknowledging positive progress in socio-economic development, administrative reform, digital transformation and the operation of the two-tier local government model, voters also expressed their hope that authorities at all levels would remain close to the people, strengthen dialogue, promptly address legitimate concerns and publicly disclose implementation results.
Diversifying channels for receiving voters’ feedback
Alongside stronger oversight, many localities across Dong Nai have introduced new ways to receive and process voters' feedback.
In Long Thanh ward, the "Long Thanh ward People's Council – Digital Voter Connection" initiative has been launched as a new communication channel between residents and local authorities. By scanning a QR code or accessing an online form, voters can submit feedback and recommendations anytime and anywhere. Their submissions are then forwarded to the relevant agencies for handling, while updates on processing progress and outcomes are made available for public tracking and for the People's Council's oversight activities.
According to Nguyen Huu Nguyen, Party Secretary and Chairman of the People's Council of Long Thanh ward, the model's success depends on close coordination among relevant agencies in receiving, processing and updating the results of addressing voters' recommendations. More importantly, he said, the model must deliver practical results rather than become a formality measured only by the number of online visits.
To further strengthen communication between residents and local authorities, Dai Phuoc commune has introduced the "Meeting Point with Voters" model, under which commune People's Council deputies regularly visit hamlets to meet residents in their communities. Issues relating to transport infrastructure, environmental sanitation and public facilities are recorded, verified through field inspections and promptly referred to the relevant authorities for resolution.
Nguyen Thi Ngoc Mai, Vice Chairwoman of the Dai Phuoc commune People's Council, said that after each meeting, the Standing Committee of the commune People's Council not only compiles voters' opinions but also conducts field inspections, monitors implementation progress, urges specialised agencies to act and informs residents of the outcomes. What people want most is to see concrete results after raising their concerns.
Although localities have adopted different approaches, they all share the same objective: narrowing the gap between elected representatives and the public while ensuring that every recommendation is received, monitored and resolved in an open and transparent manner.
Following up on voters' recommendations through to completion has become an important measure of both the People's Council's oversight effectiveness and the accountability of local authorities.
At its mid-year meeting in 2026, the Dong Nai People's Council requested the municipal People's Committee, departments, agencies and local authorities to continue promptly addressing issues of concern to voters, fully implement commitments made during question-and-answer sessions, and report the results so that the People's Council, voters and the public can continue to monitor progress.
The effectiveness of each voter meeting is measured not by the number of opinions collected or written responses issued, but by whether legitimate recommendations are resolved thoroughly and effectively. That, in turn, serves as a key indicator of the People's Council's performance and the quality of public administration.
