Health sector evaluates personnel based on tangible work outcomes

Dong Nai’s health sector has streamlined its organizational structure in line with the two-tier local government model, with agencies and units maintaining stable and uninterrupted operations while meeting the demands of the new administrative framework.

To successfully carry out key professional tasks, particularly the citywide free health screening campaign and the digitization of residents’ medical records in the Electronic Health Book, health authorities have called on all officials, Party members, and healthcare workers to demonstrate a strong sense of responsibility. Personnel evaluations will be based on specific workloads and measurable results rather than general assessments.

Performance measured by results

Pham Thi Mai Huong, Deputy Director of the Dong Nai Department of Health, said the sector has actively implemented Resolution No. 05-NQ/TU, issued on May 1, 2026 by the Executive Committee of the Executive Committee of the Dong Nai City City Party OrganizationOrganization, on the special 500-day-and-night emulation campaign themed “Solidarity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai.” Under the campaign, the department has directed affiliated units to strengthen disease prevention and control, ensure effective medical examination, treatment, and emergency services, and maintain adequate healthcare resources to meet public demand. Administrative reform and digital transformation have also been accelerated. To date, all public hospitals under the department with inpatient facilities have announced the rollout of electronic medical records.

In addition, the department has secured approval and funding for the renovation, upgrading, and construction of new facilities at several hospitals and regional health centers. It has also reviewed and proposed investment plans for commune-level health stations in border areas. Food safety has remained under control, with no food poisoning incidents recorded across the city since the beginning of 2026.

Regarding the 180-day-and-night peak campaign providing residents with free periodic health check-ups or screenings, Deputy Director of the Dong Nai Department of Health Nguyen Van Binh said the entire healthcare system has mobilized with urgency and determination. To resolve challenges and keep the program on schedule, many leaders, officials, and medical staff have worked around the clock. The campaign aims to ensure that by the end of 2026, every resident of Dong Nai City will receive at least one free periodic health examination or screening and have an Electronic Health Book created for lifelong health monitoring.

Specialist Level II Doctor Nguyen Tuong Quang, Director of Thong Nhat General Hospital, said the hospital has prioritized administrative reform and digital transformation to improve the quality and efficiency of healthcare services. The hospital has fully integrated data on driver health certificates, birth certificates, and death certificates into the national health insurance assessment portal and the residence management platform. It has also synchronized patients’ medical histories, referral documents, and follow-up appointment records with the VNeID application and the Electronic Health Book. On average, about 1,500 patients each day register for medical services using chip-based citizen ID cards or the VNeID application.

Accelerating to complete key tasks

Director of the Dong Nai Department of Health Do Thi Nguyen emphasized that the workload during the remaining months of 2026 will be substantial, requiring the entire sector to work with urgency, determination and a high level of responsibility. Heads of Party committees and healthcare units have been instructed to focus on key priorities. Personnel assessments will follow the principle of “clear accountability for personnel, tasks, responsibilities, timelines, and deliverables,” with measurable outcomes serving as the primary benchmark. At the same time, the sector will strictly uphold democratic centralism, strengthen inspection and supervision, maintain Party discipline, and reinforce the exemplary role of leaders.

“Leaders of agencies and units must demonstrate a strong sense of responsibility, proactively develop solutions, and assign tasks with clear responsibilities, timelines, deliverables, and authority. Every Party committee and secretary must take full responsibility for their unit’s performance, regularly review assigned targets, and promptly address shortcomings. Every official and Party member must promote solidarity, responsibility, and determination to fulfill all political tasks assigned in 2026 successfully.”

The department also urged healthcare units to strengthen efforts against waste by reviewing and reallocating idle medical equipment and machinery to facilities where they are needed, ensuring efficient use of public assets.

Another major priority is implementing Resolution No. 57-NQ/TW in conjunction with comprehensive digital transformation across the healthcare sector. Hospitals and health facilities are required to accelerate the adoption of electronic medical records, improve digital management systems for Party members and personnel, apply artificial intelligence in medical treatment and scientific research, and avoid any delay or shirking of responsibilities.

“The entire sector must work together to fulfill the key political tasks assigned by the Dong Nai City Party Committee, the Dong Nai City People’s Council, the Dong Nai City People’s Committee and the Ministry of Health, particularly the citywide health screening program, digital transformation initiatives, and the completion of the Project on Restructuring the Health Sector and the development of Dong Nai’s specialized hospital system,” Director Do Thi Nguyen stressed.

According to the leader of the department, efforts are also underway to complete the plan to reorganize regional health centers in the third quarter of 2026, following the administrative merger. Measures will be implemented to ensure uninterrupted services in HIV/AIDS prevention and control, the Expanded Program on Immunization (EPI), and tuberculosis prevention and control, safeguarding continuous healthcare services for local residents.
