The Standing Committees of the Dong Nai City Party Committee (CPC) and the Party Committee of the Ministry of Foreign Affairs (MoFA) have signed coordination regulations for the 2026–2030 period, covering foreign affairs and international integration. The agreement provides a foundation for Dong Nai to implement the Party’s guidelines on international integration and align its diplomatic activities with local development priorities.

To implement the coordination regulations, the Dong Nai People’s Committee and the MoFA have signed an action program. The MoFA has also worked with the city to organize networking events and seminars, including the 2026 Korean Business Meeting held on October 15 and jointly organized by the City People’s Committee, the MoFA and the Embassy of the Republic of Korea in Vietnam.
Promoting Dong Nai’s foreign affairs at new height
Dong Nai is emerging as a major growth pole for Southeastern Vietnam and the country as a whole. Investment in the city is therefore an investment in a strategic gateway and an important driver of Vietnam’s future development.
To build on its strategic position, Dong Nai is strengthening coordination with central ministries and agencies to advance its foreign affairs and train personnel to meet the demands of international integration. The newly signed coordination regulations with the MoFA provide an important foundation for these efforts.
“Putting businesses, people and localities at the heart of our work, the MoFA is committed to supporting localities in advancing foreign affairs and international integration in an effective and practical manner. We will work to turn diplomatic ties into tangible benefits that contribute to local development.”
Deputy Minister of Foreign Affairs Ngo Le Van
Huynh Thi Be Nam, Director of the municipal Department of Foreign Affairs, said the department had worked closely with relevant agencies and units of the MoFA to draft an action program with clearly defined priorities, translating the coordination regulations into specific tasks.
The action program sets out 10 priority areas, broken down into 39 specific tasks for relevant agencies and units to coordinate and implement.
The action program focuses on implementing guidelines and policies on foreign affairs and international integration, strengthening policy advice, research and forecasting, promoting economic diplomacy and investment, and mobilizing international resources. It also seeks to strengthen the city leadership’s diplomatic engagement, expand the signing and implementation of international agreements, and deepen cooperation with foreign localities and partners. Other priorities include capitalizing on the advantages of Long Thanh International Airport, improving interregional connectivity, and expanding border cooperation with Cambodia and cooperation across the Greater Mekong Sub-region.
The city will also strengthen cooperation with foreign non-governmental organizations and improve aid management. Other priorities include stepping up external communications, cultural diplomacy and people-to-people diplomacy, as well as providing training for officials.
The action program is designed to establish a regular, coordinated mechanism for cooperation with clearly defined tasks, responsibilities, implementing agencies, deadlines and deliverables. This framework is expected to strengthen foreign affairs and international integration, mobilize external resources, broaden development opportunities and enhance Dong Nai’s standing in the years ahead.
Strengthening connectivity
At a working session with the MoFA, Nguyen Van Ut, Deputy Secretary of the CPC and Chairman of the City People’s Committee, called for continued cooperation with the ministry in several key areas. These include economic diplomacy, investment promotion and international trade; cooperation in science and technology, innovation, digital transformation and human resource development; and cultural diplomacy, people-to-people exchanges and promotion of the city’s image.
Chairman Nguyen Van Ut stressed the need to strengthen foreign affairs and international integration to keep pace with Dong Nai’s development ambitions and growing role. Support from central ministries and agencies will be important in the long term, helping the city shape its economic diplomacy, attract investment and raise its profile internationally.
Dong Nai is developing a master plan with a 100-year vision under Politburo Resolution No. 16-NQ/TW, dated July 21, 2026, on the construction and development of Dong Nai through 2035, with a vision to 2065. This long-term strategy requires the city to identify its international cooperation needs for each sector, target market and international partner.
To achieve these goals, Dong Nai needs the MoFA’s support in planning and implementing its activities in external relations. The coordination regulations signed by the Standing Committees of the Dong Nai CPC and the Party Committee of the MoFA, followed by the action program between the ministry and the City People’s Committee, provide a basis for both sides to translate their commitments into concrete actions, supporting Dong Nai’s future development.
