Policy credit activities in Dong Nai City continued to maintain strong growth in the first months of 2026, effectively supporting poor households and policy beneficiaries in expanding production and improving their living conditions.

Political and social organizations at all levels worked closely with the Dong Nai City-based branch of the Vietnam Bank for Social Policies (VBSP) and its transaction offices to effectively implement entrusted lending activities. They also reviewed the beneficiaries and borrowing needs of poor and near-poor households and other policy beneficiaries, organized loan assessments, completed applications and disbursed loans promptly to the right beneficiaries in accordance with regulations. These efforts have helped improve the management and utilization of policy credit funds.
Nearly reaching the 2026 credit growth target
Le Ba Chuyen, Director of the Dong Nai City-based VBSP branch, said that by the end of June 2026, the bank's total operating capital had exceeded VND13.7 trillion, up more than 13% from the beginning of the year. Total outstanding policy credit also exceeded VND13.7 trillion, representing a 13% increase from the beginning of 2026 and reaching 96% of the full-year credit growth target.
During the first six months of 2026, nearly 44,000 poor households and policy beneficiaries across the city received preferential loans totaling more than VND2.9 trillion to support production, business activities and essential needs, making a positive contribution to Dong Nai City's socio-economic development.
Of this amount, nearly VND918 billion was disbursed for rural clean water and environmental sanitation projects, up 42%, while social housing loans reached nearly VND148 billion, an increase of 14% year on year. In addition, more than VND38 billion was provided in loans for disadvantaged students and university students, while loans to poor households, near-poor households and households that had recently escaped poverty totaled more than VND84.5 billion.
Hoang Thi Mai, a resident of La Nga Hamlet in Dinh Quan Commune, said her child is studying information technology at Lac Hong University. "Funding from the VBSP's student credit program has helped ease the financial burden on my family, enabling my child to continue university studies and have greater opportunities for future development," she said.
Nguyen Van Lan, a resident of Thanh Tho Hamlet in Phu Lam Commune, said he decided to invest in durian cultivation after recognizing its high economic value. However, the initial investment costs were substantial while his family's financial resources were limited. He therefore borrowed VND100 million from the VBSP to invest in production and install a water-saving irrigation system. "Thanks to the preferential loan, my family has had better conditions to maintain our investment and develop the durian orchard," he said.
Improving operational quality
According to the Dong Nai City-based VBSP branch, during the first half of 2026, the branch and its transaction offices worked closely with People's Committees of communes and wards, commune-level political and social organizations entrusted with lending activities, and the management boards of savings and credit groups to organize all scheduled transaction sessions in accordance with regulations. This has made it easier for poor households, policy beneficiaries and other residents to access credit and financial and banking services locally, helping reduce travel time and costs while improving service quality.
The branch currently has more than 4,500 savings and credit groups across the city, with more than 92% rated as good performers. In terms of credit quality, overdue and frozen loans account for only 0.15% of the branch's total outstanding loans. The branch and all of its transaction offices have been rated good in terms of credit operations.
Nguyen Duc Lenh, Deputy Director of the State Bank of Vietnam's Region 2 Branch, which oversees Dong Nai City, said policy credit programs in the city had proven effective during the first months of 2026. Policy beneficiaries have made effective use of the loans, helping not only achieve the core objectives of reducing poverty, creating jobs and supporting disadvantaged students in pursuing their education, but also ensuring that policy credit funds continue to circulate efficiently.
At a meeting held in late July 2026 with relevant departments, agencies and organizations, Nguyen Thi Hoang, Member of the Dong Nai City Party Committee, Vice Chairwoman of the Dong Nai City People's Committee, who also heads the Representative Board of the Dong Nai City-based VBSP branch’s Board of Directors, emphasized the need for continued efforts during the final months of 2026. Members of the Representative Board of the Dong Nai City-based VBSP branch’s Board of Directors will continue implementing inspection and supervision plans and strengthening measures to maximize the effectiveness of policy credit funds. The Dong Nai City-based VBSP branch was instructed to implement solutions to consolidate credit quality and operational efficiency, ensuring that loans are provided to the right beneficiaries and that borrowers use funds for their intended purposes. The branch was also urged to strengthen coordination with political and social organizations entrusted with lending activities, as well as communes and wards across the city, in order to improve the quality of public services related to policy credit and enhance the performance of savings and credit groups.
During the first six months of 2026, loans under the employment-support credit program totaled more than VND1.3 trillion, accounting for 45.3% of the Dong Nai City-based VBSP branch's total loan disbursements. The funding enabled nearly 16,600 workers to expand production and business activities, create jobs and livelihoods, and increase their incomes.
